Document management systems for Dubai firms that read Arabic and sign online.

Codeeo provides document management software development in Dubai for companies that have outgrown shared drives and email attachments. We build systems that capture paper and digital files, read Arabic and English text, apply retention rules, route documents for approval and collect legally valid e-signatures, including signing through UAE Pass, all with access controls your auditors can follow.

The aim is simple: anyone in your company can find the current version of a contract, licence or invoice in seconds, from a desk or a phone, and you can prove who saw it, changed it or signed it, and when. Field staff, site engineers and agents get a mobile app that scans, uploads and signs on the spot.

Built for
Property, legal, logistics, trading, engineering and financial services firms in Dubai, on the mainland and in free zones including DIFC.
Typical timeline
Release dates follow discovery, after the document audit, integrations and hosting are agreed, and are written into the scope.
What you own
Source code, the document store, metadata, audit logs and configuration, all held in infrastructure registered to your company.

What the system does

Capture, find, approve, sign and keep documents properly.

Dubai companies handle a particular mix of documents: trade licences and renewals, tenancy contracts and Ejari records, visas and Emirates ID copies for staff, customs paperwork, supplier contracts in Arabic and English, and board papers for parent companies abroad. Many of these arrive as scans or photos, some are bilingual on the same page, and several carry expiry dates that cause real trouble when missed.

Off the shelf tools handle generic files well but often stumble on Arabic text, local approval chains and UAE signing methods. A custom system is shaped around the documents you actually hold, the people who approve them and the rules that govern how long you keep them. The capabilities below are the ones we most often combine; your scope will use the subset your teams need.

Security sits underneath all of it. Single sign on with your existing Microsoft or Google accounts, multi factor authentication, encryption and detailed logging are part of every build rather than optional extras, because a document system concentrates the most sensitive files a company holds.

Explain your project
  • Arabic and English OCR with indexing

Scanned and photographed documents are converted to searchable text with OCR tuned for Arabic script, including right to left layouts, mixed language pages and common fonts used in government and commercial paperwork. Low confidence results are flagged for a person to check rather than silently saved. Each file is also classified by type, such as invoice, contract, licence or passport copy, and fields like party names, dates and reference numbers are extracted into metadata your team can filter on.

Staff search Arabic contracts by name or clause, not by file name.

  • Folder structure and permissions

Libraries organised by entity, department, project or client, with permissions set by role and inherited down the structure. Sensitive folders such as HR files or board minutes can be restricted to named people, and external sharing can be switched off entirely or limited by expiry date.

People see what their job requires and nothing else.

  • Version control and check out

Every edit creates a new version with the author and time recorded. Documents can be checked out to stop two people overwriting each other, and earlier versions can be compared or restored. The final approved version is always clearly marked.

    No more contract_final_v3_revised attachments.

  • Approval workflows

Configurable routing for contracts, purchase requests, policies and drawings: sequential or parallel approvers, delegation when someone is travelling, deadlines and escalations. Each step is recorded with a timestamp and any comments made.

Approvals move without chasing by email or phone.

  • E-signatures and UAE Pass signing

Signing flows that use a licensed trust service provider for electronic signatures recognised under Federal Decree-Law 46 of 2021, plus UAE Pass digital signing for residents and citizens where your organisation is onboarded to that service. Signed files carry a tamper evident record.

Agreements are signed and filed without printing a page.

  • Retention and legal hold

Retention schedules by document type, set with your legal and finance teams, so records are kept as long as required and flagged for review or disposal afterwards. A legal hold freezes deletion on any set of files during a dispute or audit.

You keep what the law requires and stop hoarding the rest.

  • Expiry tracking and alerts

Trade licences, tenancy contracts, insurance policies, staff visas and supplier agreements are tracked by expiry date, with reminders to the responsible person at the intervals you set and a dashboard of everything due in the coming months.

Renewals are handled before they turn into penalties.

  • Audit trail and reporting

A log of every view, download, edit, share, signature and deletion, searchable by user, document or date. Reports show storage use, overdue approvals and access to restricted folders, and logs can be exported when auditors or regulators ask.

You can answer who did what, and when, in minutes.

  • Mobile capture and access

An iOS and Android app that turns the phone camera into a scanner, with edge detection, multi page capture and offline queueing for sites with weak signal. Staff can approve, sign and share from the app, while downloads of restricted files can be blocked on personal devices.

Documents are captured where the work happens, not days later.

  • Integrations

Connections to Microsoft 365, ERP and CRM systems, accounting software and HR platforms, so documents attach to the right customer, supplier or employee record. A secure API allows your own apps to store and retrieve files from the same repository.

Documents live in one place but appear where people work.

Who this is for

Four Dubai teams that come to us for document management.

Dubai businesses operate under different rules depending on where they are licensed. A mainland trading company, a DIFC fund manager and a free zone logistics firm each face different data protection and record keeping expectations. We start by understanding your licensing, your document types and the people who touch them, then design the system to fit those facts.

Choosing a document management software development company in Dubai is partly a question of local knowledge. We already know how Ejari, trade licence renewals and free zone portals shape the paperwork, so the first workshops are spent on your specifics rather than on explaining the basics.

01

DIFC firms with strict data protection duties

Companies in the Dubai International Financial Centre follow the DIFC Data Protection Law No. 5 of 2020 rather than the federal law, with its own expectations on records of processing, data subject requests and transfers. We design access logs, data subject request handling and hosting choices with your compliance officer, so the system supports the obligations you report on.

DIFC rules differ from mainland ones, so hosting is decided with your compliance team.

02

Property and real estate companies

Brokers, developers and property managers handle title deeds, tenancy contracts, owner documents and service charge records, often in Arabic and English. We index them by property, unit and party, track contract renewals and give agents secure mobile access to the files they need on viewings, without exposing the whole archive.

03

Logistics and trading businesses

Bills of lading, commercial invoices, certificates of origin and customs declarations pile up fast in Jebel Ali and the wider trading community. Capture from email inboxes, automatic classification and links to shipment records in your ERP mean a document is found by shipment number in seconds when a customer or customs officer asks. Drivers and warehouse staff can photograph signed delivery notes in the mobile app, which closes the paperwork on a shipment the same day.

04

Professional firms and in house legal teams

Law firms, consultancies and corporate legal departments need matter based filing, precise permissions, version control and signing. We build matter workspaces, clause search across Arabic and English agreements and approval chains that mirror your sign off rules, with audit trails that satisfy clients and regulators.

Six stages to a document system your teams adopt.

  1. 01Document auditWe sit with your teams in Dubai to list document types, volumes, sources, owners, retention needs and where files live today, including paper archives and personal drives.
  2. 02Compliance and hosting planFederal PDPL or DIFC obligations, sector rules and retention periods are mapped with your advisers, and hosting location and encryption are agreed before build.
  3. 03Information architectureFolder structure, metadata fields, naming rules, roles and permissions designed with the people who will use them daily, then tested on real sample documents.
  4. 04Build and integrationRepository, OCR, workflows, signing and integrations built in sprints, each demonstrated on your own documents so feedback arrives before habits are formed.
  5. 05Migration and trainingExisting files are migrated in batches with metadata and permissions checked, scanned archives are processed, and each department is trained on its own workflows.
  6. 06Support and refinementSearch logs, workflow bottlenecks and user feedback guide improvements, while retention, legal changes and new integrations are handled on a planned schedule.

Technology

What we build this with.

A web application with mobile access, object storage with encryption at rest, a search index that handles Arabic properly, OCR services selected for Arabic accuracy, and signing through licensed trust service providers. Hosting can be in UAE cloud regions or on your own infrastructure.

Questions companies ask about document management software.

When Arabic content, local signing or your workflows do not fit a standard tool.

Packaged systems are fine for straightforward filing in English. A custom build makes sense when much of your paperwork is in Arabic, when approvals follow local or group specific rules, when you need UAE Pass signing or integration with UAE specific systems, or when licence costs for a large user base outgrow the value. We also extend Microsoft 365 or SharePoint when that is the better answer, and we will tell you so.

Tell us what the business needs. We will tell you what to build first.
