HR management apps that keep Dubai employee files, visas and leave in order.

We take on HR management app development in Dubai for employers who have outgrown spreadsheets, shared folders and reminder emails. One app holds the employee file, leave balances, visa and Emirates ID renewal dates, document expiries, performance reviews and an accruing end of service gratuity figure, with a self service app for staff and a control panel for HR. A missed renewal or a wrong leave balance here quickly becomes a fine, a blocked government transaction or an unhappy employee, so the record has to be right.

Attendance, payroll and hiring are separate products with their own pages. This one covers the HR core between them: the single, trusted employee record that the other systems read from, set up to follow UAE labour rules rather than a template written for another country.

Built for
Dubai employers on mainland or free zone licences, from a growing SME with one PRO to a group running several entities.
Typical timeline
Set after discovery, once we know how many entities, approval chains and legacy records the first release has to carry.
What you own
Every line of code, the employee database, the store accounts and admin access, registered in your company's name.

What goes into the app

An HR core shaped around the UAE employment cycle.

Most Dubai HR teams already know where the pain sits. Passport and residence dates live in one spreadsheet, leave in another, contracts in an inbox and gratuity in a finance workbook that nobody fully trusts. Staff ask for salary certificates on WhatsApp. Managers approve leave by replying to an email. When an auditor, a bank or a government portal asks for proof, someone spends an afternoon rebuilding the history.

The modules below replace that patchwork. They follow the order an employee actually moves through your company: joining, residency paperwork, daily requests, reviews and, eventually, the final settlement. We scope only the parts you need for the first release and leave clean hooks for the rest, so the app grows with headcount instead of being rebuilt every time you open a new entity or change a policy.

Explain your project
  • Single employee file

One record per person holding passport, residence visa, Emirates ID and work permit numbers, contract type, grade, reporting line, sponsoring entity and licence authority. Every edit is stamped with who changed it and when, so a promotion, a transfer between group companies or a change of job title leaves a readable trail instead of an overwritten cell.

HR, finance and managers all read the same facts about each employee.

  • Visa and Emirates ID renewal tracker

Expiry dates for passports, residence visas, Emirates ID cards, work permits and health insurance cards, with staged reminders to the PRO and the employee. Each renewal becomes a task listing the documents, medical test and biometrics still outstanding. Applications themselves still go through MOHRE, GDRFA Dubai and ICP channels; the app keeps your side of the process on time.

Renewals start early enough to avoid overstay fines and blocked transactions.

  • Leave policy engine

Annual, sick, maternity, parental, bereavement and study leave set up according to Federal Decree-Law 33 of 2021, plus any extra entitlement your contracts grant. Accrual, carry forward and unpaid leave rules run automatically, and the UAE public holiday calendar is maintained centrally. Employees see a balance they can trust before they book flights home.

Fewer disputes over balances and no manual recalculation at year end.

  • Expiring document vault

Signed contracts, offer letters, attested degree certificates, driving licences and professional registrations stored against each employee, with their own expiry dates and access rules. A line manager sees what they need for their team; salary and medical files stay with HR. Download history shows who opened sensitive files.

Inspections and bank requests answered from one place, in minutes.

  • Gratuity accrual view

A running end of service gratuity figure per employee, calculated from basic wage and continuous service under the labour law, with unpaid leave excluded where the rules require. Finance sees the total liability by entity. For staff in the DIFC, where employers contribute to the DEWS savings plan instead, the record shows that arrangement.

No surprise liability when someone resigns or a contract ends.

  • Performance and probation reviews

Probation check points, goal setting, mid year and annual reviews with forms in English and Arabic. Managers get prompts before a probation period closes so a decision is recorded on time. Ratings and comments stay attached to the employee file, which helps when promotions, increments or warnings need supporting history.

Reviews happen on schedule and leave evidence behind.

  • Staff self service app

Employees request leave, upload a renewed passport, update an emergency contact and ask for salary certificates or NOC letters for a bank, an embassy or a tenancy, without visiting HR. Requests route to the right approver and the finished letter lands back in the app on company letterhead.

HR stops acting as a help desk for routine letters.

  • Emiratisation and compliance board

A view of Emirati headcount by entity against your Emiratisation obligations, with Nafis programme records where relevant. The same board flags employees without a recorded ILOE unemployment insurance subscription, health insurance cover or WPS registration, so gaps surface before a MOHRE inspection or a renewal does.

Compliance gaps appear on a dashboard, not in a penalty notice.

  • Approval chains per entity

Different companies in a Dubai group rarely approve things the same way. We configure who signs off leave, letters, transfers and contract changes for each entity and grade, with delegation when a manager travels and escalation when a request sits too long.

Requests move without chasing, and each one has a clear owner.

Who this is for

Four HR teams in Dubai we build for.

The right first release depends on headcount, how many licences you hold and where your people work. A trading SME in Deira, a holding company with entities in DMCC and Jebel Ali, and a contractor with labour accommodation in Al Quoz all need an HR app, but not the same one. These are the four situations we see most, and how the scope differs for each.

In every case the starting question is the same: which mistake costs you most today? For some it is a lapsed visa, for others a disputed final settlement or a manager who approved leave the employee did not have.

01

A growing SME still running HR on spreadsheets

Usually one HR officer and a part time PRO hold everything together with calendars and memory. We start with the employee file, the renewal tracker and leave, because those three remove most of the risk. Performance reviews and gratuity reporting follow once the data is clean. The app replaces habits your team already has rather than asking them to learn a new philosophy of HR.

Clean records first; extra modules once people trust the data.

02

A group with mainland and free zone entities

Holding structures across DED mainland licences, DMCC, JAFZA or DIFC mean different sponsors, different portals and sometimes different end of service rules. We model each entity separately inside one app, so group HR sees everyone while each company keeps its own approvers, letterhead and reporting. Transfers between entities keep the employee's history intact.

03

A contractor with a large site or facilities workforce

Construction, cleaning and facilities firms in Dubai manage hundreds of residence visas for staff who live in company accommodation and may share phones. The self service app runs in simple Arabic, English and other languages your workers read, and supervisors can raise requests for those without a smartphone. Bulk renewal planning matters more here than polished review forms.

We design for basic Android phones and patchy coverage on site.

04

A company whose off the shelf HR system no longer fits

Subscription HR tools often assume a single entity, Western leave rules or one approval line. If your team is exporting data to spreadsheets to work around the product, a custom app may cost less in lost hours than another licence renewal. We migrate the history you have, keep what works and build the parts the package could not handle.

How we take an HR app from first meeting to daily use.

  1. 01Discovery at your Dubai officeWe sit with HR, the PRO, finance and a few managers in person to list every form, spreadsheet, renewal routine and approval habit, then agree what the first release must replace.
  2. 02Data audit and policy mappingYour current employee records are checked for gaps and conflicts, and leave, gratuity and letter policies are written down as rules the system can run, reviewed against the labour law and your contracts.
  3. 03Design for HR and for staffTwo interfaces are designed and tested: a dense admin panel for the HR team and a simple bilingual mobile app for employees, including right to left Arabic screens and large touch targets for site workers.
  4. 04Build in short reviewed cyclesModules are built and shown to your team every sprint, with real anonymised records loaded early, so policy questions surface while they are still cheap to change rather than after launch.
  5. 05Migration and parallel runningHistoric records, balances and documents are imported, then the old spreadsheets and the new app run side by side for an agreed period until HR confirms the numbers match.
  6. 06Launch, training and supportStaff receive the app through the stores or your device management, HR gets hands on training in Dubai, and we stay on to handle labour rule changes, new entities and feature requests.

Technology

What we build this with.

We choose the stack around your existing estate: Microsoft 365 sign in for office staff, your payroll or ERP for salary data, cloud hosting in a UAE region where you need data kept in the country, and a cross platform mobile app so one codebase serves iPhone and Android. Reporting can run through Power BI if your finance team already uses it.

What Dubai HR leaders ask before they commission an app.

It depends on entities, modules and the state of your current records.

A single entity needing the employee file, renewal alerts and leave is a much shorter build than a group with five licences, Arabic forms and a payroll integration. Data quality matters as much as features: a clean export moves fast, while records scattered across years of spreadsheets need cleaning first. We give you a dated plan at the end of discovery, broken into releases, so you can see what arrives first and what follows.

Tell us what the business needs. We will tell you what to build first.
