Insurance apps that let Dubai policyholders buy, renew and claim from their phone.

Codeeo offers insurance app development in Dubai for insurers, takaful operators, brokers and third party administrators. We build customer apps for quotes, purchase, digital policy cards and claims, plus the staff tools and admin panels behind them, shaped around how cover works in Dubai: motor policies tied to RTA registration, health cover that every resident visa depends on, and a regulator that expects clear, fair dealing with customers.

Policyholders here judge an insurer by two moments: the renewal and the claim. A good app makes both quick, and gives your team the data to price, settle and follow up properly. It also reduces the call volume that peaks every time visa renewals and registration deadlines cluster together.

Inside the app

Features built for how cover is bought and claimed in Dubai.

Insurance in Dubai is driven by obligations as much as choice. A car cannot be re-registered with the RTA without valid motor cover. A residence visa cannot be renewed without health insurance from a DHA approved insurer, and employers must provide it for their staff. Those deadlines create predictable peaks in renewals, and an app that meets them with a quick, accurate flow wins the customer for another year.

Claims are the other half. A driver after a minor accident on Sheikh Zayed Road wants to send photos and a police report and know which garage to use. A patient wants to know whether a procedure is pre-approved before arriving at the clinic. The modules below cover both moments, along with the back office tools that let your underwriters, claims handlers and brokers act on what arrives.

Dubai's population also shapes the product. Most policyholders are expatriates who move between employers, change cars every few years and add dependants as families arrive. Each of those events is a chance to sell or adjust cover, if the app notices it and responds with a relevant offer instead of a generic banner.

Explain your project
  • Quote and buy flows

Short, product specific purchase screens for motor, health, home contents, travel and life cover. Vehicle details can be prefilled from the customer's input and Emirates ID data captured by scan, then priced through your rating engine or core system API. Customers compare plan tiers side by side and pay inside the app before the policy is issued.

More quotes completed on mobile, fewer abandoned at a long web form.

  • UAE Pass and Emirates ID onboarding

Sign in and identity checks built around UAE Pass where your integration is approved, with Emirates ID and passport capture as a fallback. KYC data flows into your policy administration system so customers do not type the same details twice, and your compliance team can see exactly what was verified and when.

Faster onboarding with a clean audit record for every customer.

  • Digital policy wallet

Every active policy in one place: schedules, certificates, the health insurance card a clinic asks for, and the motor certificate the RTA checks at registration. Documents can be shared as a PDF or added to Apple Wallet, and renewal dates show clearly on each card.

Customers stop calling to ask for a copy of their policy.

  • Motor claims capture

First notice of loss in a few guided screens: photos of each side of the vehicle, the Dubai Police accident report, driving licence and Mulkiya, location and a short description. The customer picks an approved garage or agency repair where the policy allows, and tracks the claim from survey to collection.

Complete claim files from the first contact, not the third phone call.

  • Health cover tools

A searchable provider network by area and specialty, prior approval status for procedures, reimbursement claims with receipt upload and a clear view of what remains on the annual limit. For TPAs, the app can mirror decisions already recorded through DHA's eClaimLink processes, so members see the same status your team does.

Members know where to go and what is covered before they arrive.

  • Renewal reminders that land on time

Notifications timed to the events that matter in Dubai: RTA registration expiry, residence visa renewal and the policy anniversary. One tap opens a prefilled renewal quote with any changes to the vehicle or dependants highlighted. Lapsed customers can be routed to a call back from your sales team.

Higher renewal rates without a mass call campaign.

  • Broker and agent app

A separate login for brokers and sales agents to raise quotes on behalf of clients, upload employee census files for group medical schemes, track commissions and see the status of each submission. Permissions keep each broker inside their own book of business.

Intermediaries submit cleaner business with less email back and forth.

  • Employer portal for group medical

Dubai employers must insure their staff, and HR teams spend hours adding joiners, removing leavers and requesting cards before a visa appointment. A self service portal lets them upload member changes, download certificates for visa processing, see invoices for each adjustment and answer staff questions about cover without phoning the account manager.

Group schemes stay accurate, and member changes stop arriving by email.

  • Claims and underwriting workbench

A web panel where staff triage new claims, request missing documents, assign surveyors, record decisions and send messages to the customer. Underwriters see referrals that fall outside automatic rules. Every action is logged, which helps when complaints or regulatory reviews ask how a decision was reached.

Each claim has an owner, a status and a full history.

  • Secure messaging and complaints

Customers message the claims or service team from inside the policy they are asking about, attach files and receive replies in English or Arabic. Formal complaints follow a separate tracked route with acknowledgement and response times you set, in line with the conduct expectations of the Central Bank.

Complaints are handled on the record and on time.

Who we build for

Four kinds of insurance business in Dubai.

An insurer selling motor cover to residents, a broker placing group medical schemes for employers in Business Bay and a TPA processing health claims all need mobile tools, but the priorities differ. We start by asking where customers or partners currently get stuck, then build the first release around that friction. Nobody needs every module on day one.

01

Insurers and takaful operators selling direct

Your website sells policies, but the mobile experience is a thin wrapper or does not exist. We build an app that quotes, sells, renews and handles claims against your core platform, with sharia compliant wording and product structures for takaful lines. The first release usually targets the highest volume product, often motor, because renewals are frequent and predictable. Health and home lines can follow once the purchase and payment foundations are proven.

We work with your actuarial and compliance teams on every customer facing rule.

02

Brokers and comparison businesses

Brokers place business with many insurers and need a single interface for quotes, policies and claims support. We connect to each insurer's API where one exists and design manual fallbacks where it does not, so the customer sees one consistent app. Group medical renewals for SME employers, with census uploads and member changes, are a common second phase. Commission tracking and insurer statements can be added so your finance team reconciles from the same data.

03

Third party administrators for health cover

TPAs sit between insurers, employers, members and a large provider network across Dubai. Members want their card, their network and their approvals; providers want quick answers. We build member apps and provider portals that reflect your existing adjudication data, with access controls that keep medical information to those entitled to see it. Arabic and English interfaces matter here, as members range from senior executives to site workers.

04

Firms moving claims off paper and email

Some insurers still receive claims as scanned forms and email chains. Even without a new customer app, a claims intake tool and a staff workbench can shorten settlement and cut lost documents. This is often the cheapest place to start and makes later customer features easier, because the back office is already digital.

A claims back office first can make the customer app far simpler later.

Six stages from first workshop to a live insurance app.

  1. 01Workshops at your Dubai officeWe meet product, claims, IT and compliance in person to map products, channels, core system interfaces and the customer moments that cause the most calls, then agree a first release.
  2. 02Regulatory and data reviewCustomer flows are checked against CBUAE conduct rules, DHA requirements for health lines and the UAE Personal Data Protection Law, with your compliance officer approving wording, disclosures and consent screens.
  3. 03Interface design and testingBilingual screens are designed and tested with real policyholders, paying attention to plan comparison, document capture in bright sunlight and right to left Arabic layouts.
  4. 04Integration and buildMobile apps, staff panels and APIs are built in short cycles, connected to your policy administration, rating and payment systems through a secure middle layer we document for your IT team.
  5. 05Security and acceptance testingPenetration testing, load testing for renewal peaks and user acceptance by your claims and sales teams run before release, with findings fixed and retested on record.
  6. 06Release and continuous improvementWe publish to the App Store and Google Play under your accounts, watch conversion and claim completion data, and ship improvements on an agreed release rhythm.

Technology

What we build this with.

We build native quality apps from a shared cross platform codebase, a web panel for staff and an API layer that talks to your core insurance platform. Hosting, encryption and data residency are agreed with your IT and risk teams, and card payments run through a gateway your finance team already trusts. Analytics events are defined with your marketing team so conversion and claim completion can be measured from launch day.

Questions insurers and brokers ask us.

Insurance activity is supervised by the Central Bank of the UAE, with health lines also under DHA rules.

The CBUAE took over the former Insurance Authority's role and now licenses and supervises insurers and brokers, most recently under Federal Decree-Law 48 of 2023. Health insurance in the emirate also follows the Dubai Health Authority's mandatory scheme. Firms in the DIFC answer to the DFSA instead. The app itself is not licensed, but every sale and claim it handles must meet the rules that apply to your licence.
