Staffing apps that fill Dubai shifts with permitted, verified workers.

Staffing app development Dubai agencies can run their whole temporary workforce on: we build the worker app, the client booking portal and the operations dashboard that sit between them. Shift requests, worker matching, permit checks, check in, timesheets and payroll exports live in one system, so a hotel, warehouse or event organiser gets the people it booked and your coordinators stop chasing confirmations on group chats at midnight.

This is software for supplying hourly and contract labour, not for hiring permanent staff. The difference shapes everything we build: speed of filling a shift, proof that a person was legally allowed to work it, and hours that reconcile cleanly with what you invoice.

Built for
Temporary staffing agencies, labour supply firms, event crewing companies and in house workforce teams supplying shift workers across Dubai.
Typical timeline
We agree the first release and its dates in writing after discovery, once your permit process, client mix and payroll route are mapped.
What you own
The source code, both app store listings, the admin dashboard, the worker database and every timesheet record, held in accounts you control.

What goes into the platform

Three apps working from one roster.

A temporary staffing business in Dubai lives or dies on the hours between a client's request and the first worker arriving. A banqueting manager at a Jumeirah hotel wants twelve waiters for Friday brunch; a logistics firm in Jebel Ali needs pickers for a weekend surge; an exhibition stand builder at Dubai World Trade Centre needs crew for a two night build. Each request has its own skills, uniform, transport and permit conditions. We design the worker app, the client portal and the coordinator dashboard together, so a shift moves from request to filled to worked to invoiced without anyone retyping it. The features below are the usual core; discovery decides which belong in your first release and which wait for the second.

Explain your project
  • Shift requests from clients

Clients post a shift with venue, role, headcount, start and end times, dress code and site instructions, or repeat last week's pattern in two taps. Rates and contract terms come from their account, so coordinators are not quoting by phone for every booking.

Requests arrive complete and priced against the agreed contract.

  • Matching and shift offers

The system shortlists workers by skill, rating, permit status, location and hours already worked that week, then sends offers in priority order. Accepted shifts lock, declined ones move to the next person, and coordinators see fill rates live.

Shifts fill faster and fairly, with fewer manual call rounds.

  • Permit and document checks

Each worker profile holds passport, Emirates ID, visa type and the MOHRE permit that allows them to work for your client, with expiry dates tracked. A worker whose permit is missing or lapsed simply cannot accept a shift.

Nobody is sent to site without the right to work there.

  • Geofenced check in and out

Workers clock in only inside the venue boundary, with an optional selfie or supervisor QR scan to stop buddy punching. Late arrivals and no shows alert the coordinator straight away, so a replacement goes out before the client notices.

Attendance you can prove to the client and to auditors.

  • Digital timesheets and approval

Hours, breaks and overtime are captured automatically from check in data. The client supervisor approves or disputes inside the portal, with comments, rather than signing paper sheets that arrive at the office a week late.

Approved hours feed invoices and payroll the same day.

  • Payroll and WPS exports

Approved timesheets roll up into pay runs and export in the file format your payroll provider or bank uses for the Wage Protection System. Invoices to clients are generated from the same records, so the two always reconcile.

One set of hours drives both what you pay and what you bill.

  • Worker onboarding and skills

New recruits sign up on their phone, upload documents, record languages, certificates such as food hygiene or forklift tickets, uniform sizes and the areas of Dubai they can reach. Coordinators verify each item once, and the profile goes live only when every required field is approved.

A bigger bench of ready workers, without paperwork piling up at reception.

  • Worker messaging in their language

Shift briefs, site maps and reminders go out in English plus the languages your crews read most, such as Arabic, Hindi, Urdu or Tagalog. Broadcasts to a whole shift replace forwarded voice notes.

Workers arrive knowing where to go and what to wear.

  • Client ratings and do not return lists

After each shift the client supervisor rates the worker and can mark someone as preferred or not to be sent again. Preferred workers get first offers for that venue, while blocked pairings never match, which protects both the relationship and the worker from an awkward return visit.

Clients see familiar, trusted faces on repeat bookings.

  • Coordinator dashboard and reporting

A live board of today's shifts by client and venue, unfilled gaps, permits expiring this month, worker reliability scores and margin by account. Managers export the numbers they need for client reviews without building spreadsheets.

Problems show up early enough to fix.

Who we build for

Four kinds of Dubai workforce operators.

Temporary labour in Dubai covers very different work: silver service at a five star hotel, forklift shifts in a free zone warehouse, ushers for a concert at Coca-Cola Arena, merchandisers in a Deira hypermarket. The rules on permits are shared, but the shift patterns, the skills and the client expectations are not. These are the operators we most often plan with, and what each tends to need first. The order of work changes with the operator, and so should the first release.

01

Hospitality and events staffing agencies

Your peaks follow the city's calendar: exhibition season, Ramadan iftars, New Year's Eve and the winter wedding run. You need to book hundreds of waiters, hosts and runners at short notice, brief them on venue rules and get them home after late finishes. We prioritise fast bulk offers, uniform and grooming checklists, and transport pickup points in the shift brief. Late finishes near Dubai Marina or Downtown also mean the app should show the last metro times or arranged transport in the brief.

Bulk offers and shift briefs usually come first.

02

Logistics and warehouse labour suppliers

Clients in Jebel Ali, Dubai South and Al Quoz want pickers, packers and drivers' helpers on rotating patterns. Here repeat rosters, skills such as forklift certification, overtime limits and outdoor work rules carry more weight than speed of booking. The app can flag shifts that fall inside the summer midday break MOHRE sets for outdoor work, so planners adjust before publishing. Weekly hour caps per worker stop anyone being rostered beyond what their contract and permit allow.

Recurring rosters matter more than one off bookings.

03

Facilities and cleaning contractors

You place cleaners, security guards and maintenance hands across towers, malls and offices, often the same people at the same sites for months. The app needs site based rosters, supervisor sign off, incident reporting and quick cover when someone calls in sick. Clients want proof of attendance per site for their own service level reporting. A replacement request goes to nearby available workers first, so cover reaches the tower before the morning rush.

Site rosters and cover requests drive the scope.

04

Companies running an internal casual pool

Some Dubai retailers, hotel groups and clinics keep their own pool of part time staff instead of using an agency. They need the same shift offers and timesheets, but connected to their HR system and visible only to their own people. We build it as a private workforce app under your brand rather than a public marketplace. Shifts can still be shared with a trusted agency partner when your own pool runs short, under rules you control.

A private pool needs HR integration, not a client portal.

How we take a staffing platform from brief to live shifts.

  1. 01Workshop in DubaiWe sit with your coordinators, payroll lead and a few workers to trace how a shift is requested, filled, worked and paid today, and where it breaks.
  2. 02Rules and data modelPermit types, skill tags, rate cards, overtime and break rules and client contract terms are written down as data, so the system enforces them instead of people remembering them.
  3. 03Worker and client designLarge tap targets, low data screens and translated briefs for workers; a fast booking flow and a clean approval screen for client supervisors.
  4. 04Build and integrationsApps and dashboard built in short cycles, connected to your payroll provider, accounting system and any HR platform, with demos every sprint.
  5. 05Pilot with real shiftsOne client and a group of trusted workers run live shifts on the app alongside your old process, so we fix gaps before the whole roster moves.
  6. 06Rollout and supportWorker onboarding sessions, client training, app store release and ongoing improvements as new clients, venues and shift types arrive.

Technology

What we build this with.

Cross platform worker apps that run well on older Android phones, a web portal for clients, and a cloud backend with location services and secure document storage. We pick tools your future developers can maintain. Push notifications, SMS fallback for workers without data, and audit logs for every change to hours or pay come as standard parts of the design.

What Dubai staffing agencies ask us first.

It depends on how many of the three apps you launch at once.

A first release with worker sign up, shift offers, check in and timesheets is quicker than a full platform with client portal, payroll exports and reporting. Integrations with your payroll provider or HR system add time, as does translation into several worker languages. We fix the scope and the dates in writing after discovery, then show working software every sprint so you see progress rather than waiting for one big reveal. We also agree the reporting your managers and finance team expect, so the first release answers the questions they ask every week.
