Dubai SMEs that use AI agents for customer support should automate four jobs first: the first reply on WhatsApp and web chat, answers to repeat questions drawn from a list you have approved, bookings and reschedules, and order or case status lookups. Complaints, refunds, price exceptions and anything clinical, legal or financial should stay with a person, with a clear handoff the customer can trigger at any time. Start with one channel and a 30-day pilot, and design the escalation before you write a single automated answer.

That order is not a matter of taste. WhatsApp only permits automation alongside a clear escalation path such as transfer to a person, and UAE data law gives people the right to ask a human to review automated decisions. An agent that cannot hand over cleanly is a compliance problem, not only a service one.

What an AI agent does in a support conversation

A scripted chatbot follows a menu. An AI agent reads a free-text message such as “can I move my Thursday cleaning to Saturday morning”, works out what the customer wants, checks a real system (the booking calendar, the order database, the CRM), takes a limited action, and replies in plain language. When it reaches the edge of what it is allowed to do, it passes the conversation to a person with a summary.

What matters to a business owner is the permission level. An agent that can only read (order status, appointment times) carries far less risk than one that can write (cancel a booking, issue a voucher). First response, especially after hours

A business setup consultancy in Business Bay gets a WhatsApp message at 11pm asking what a freelance permit involves. A car rental desk in Al Barsha gets “is the Nissan Patrol free this weekend” during Friday lunch. In both cases the customer may be messaging competitors at the same time, and one issue we often see is that the business which replies usefully first gets the conversation. An agent can answer the basic question, collect details for sales, and say honestly when a person will follow up.

If your volume is small, you may not need an agent at all. The free WhatsApp Business app already offers away messages, greeting messages and quick replies. A salon with a modest inbox can get most of the benefit from those three tools. An agent becomes worth building when staff paste the same answers all day or when replies need data from another system.

Repeat questions from an approved answer set

Tag your last three months of WhatsApp and email enquiries. Most service businesses find the same short list: prices or starting prices, location and parking, documents required, delivery areas, payment methods, cancellation terms. The agent should answer these only from text your team has signed off, not from whatever the model believes. A dental clinic’s answer on whether it accepts a particular insurance card has to come from the clinic’s current list.

Bookings, reschedules and reminders

Bookings save real staff time, because each one normally takes several messages. Connect the agent to the calendar, let it offer genuine free slots, and have it confirm in writing. Reminders sent inside the customer service window cost nothing extra on WhatsApp; outside it, you need an approved template, which is covered below.

Order and case status

For an online seller shipping across the emirates, “where is my order” tends to be the message staff answer most often. Read-only access to the order system and courier tracking lets the agent give the actual status. The same pattern suits a PRO services firm tracking visa applications.

The test we use: if a wrong answer costs money, health, legal standing or the relationship, a human decides. The agent can still gather the facts first.

WhatsApp rules that shape the design

If WhatsApp is your busiest support channel, its rules effectively become your design brief. Everything below was checked on Meta’s own pages on 13 September 2026.

According to Meta’s WhatsApp Business Platform pricing documentation, a customer message opens a 24-hour customer service window. Inside that window, non-template messages are free, and since 1 July 2025 Meta has charged per delivered template message rather than per conversation. Service conversations have been free since 1 November 2024, and utility templates inside an open window are free too. When a customer arrives through a Click to WhatsApp ad and you reply within 24 hours, a 72-hour free entry point window opens. Template rates vary by country and category, so check Meta’s current UAE rate card rather than a vendor’s slide.

The WhatsApp Business Messaging Policy adds two conditions that matter for agents. You may use automation when responding during the 24-hour window, but you must also have prompt, clear and direct escalation paths; the options it lists range from in-chat transfer to a human agent to phone, email or a support form. And you may only contact people who have given you their number and opted in to receive messages. Outside the window only approved templates can be sent, so an agent cannot chase a customer three days later with a free-form message.

The third rule is newer. The WhatsApp Business Solution Terms, last modified 6 March 2026, prohibit providers of AI technology from using the Business Solution where AI is the primary functionality offered, and Meta decides in its sole discretion what counts as primary or incidental. A support agent for your own clinic or shop is a different use from a general AI assistant. The same terms also restrict using WhatsApp data to create, develop, train or improve AI systems, apart from fine-tuning a model for your exclusive use. Ask vendors in writing whether your chats train anything shared with other clients.

Arabic, English and everything in between

One issue we often see in UAE support inboxes is that customers do not stay in one language. A message may start in English, switch to Gulf Arabic for the complaint, and include Arabizi, Arabic written in Latin letters with numbers standing in for sounds, such as “3” for ain.

Four practical rules help. Reply in the language of the customer’s most recent message. Have a fluent Arabic speaker on your team write the approved answers for prices and terms, because a mistranslated cancellation term becomes a dispute. Test the agent on real past messages from your own inbox, including dialect and Arabizi, before launch. And show prices and dates in a form both audiences read the same way, for example “AED 350, Saturday 20 September”.

Designing the handoff before the answers

Write the escalation list first. It is shorter than the answer set and prevents the worst failures. A workable starting list for a Dubai SME:

  • The customer asks for a person in any wording, in Arabic or English.
  • The agent has failed to resolve the same question twice.
  • The message mentions a refund, complaint, cancellation fee, lawyer, police or a consumer protection authority.
  • Payment problems or card details appear in the thread.
  • Any symptom, medication or treatment question reaches a healthcare business.
  • The order or contract value is above a threshold you set.

The handoff should carry a short summary and what the agent already said, so the customer never repeats the story. After hours, the agent should say when a person will reply, and your team has to keep that promise. Article 19 of the PDPL separately requires clear ways for people to contact the controller about their rights.

Data protection checks before you switch it on

Federal Decree-Law No. 45 of 2021 on the Protection of Personal Data came into force on 2 January 2022. Under Article 2 it does not apply to companies in free zones that have their own data protection legislation, or to health data and banking data covered by their own laws. Under Article 18, customers can object to decisions resulting from automated processing, with exceptions for processing agreed in a contract, required by other legislation or covered by prior consent, and the controller must include the human element in reviewing those decisions on request.

Healthcare businesses need to look at Federal Law No. 2 of 2019 on the use of ICT in health fields, which applies across the country including free zones. Article 13 says health data related to health services provided in the UAE may not be stored, processed, generated or transferred outside the country unless a resolution is issued by the health authority in coordination with the Ministry, and Article 24 sets a fine of AED 500,000 to AED 700,000 for breaching it. In practice, keep a clinic agent on bookings, route symptom messages to staff, and confirm where every component, the language model included, processes data.

Firms licensed in DIFC fall under DIFC Data Protection Law No. 5 of 2020 and its Regulation 10 on autonomous and semi-autonomous systems. The Commissioner’s guidance on Regulation 10 (updated 27 August 2024) treats the business deploying an AI system as accountable for it much as for an employee, and puts direct notice to the individual at the centre of transparency.

The UAE Charter for the Development and Use of Artificial Intelligence is not binding, but its human oversight and transparency principles point the same way. A one-line notice at the start of the chat, saying replies are automated and a person is available on request, costs nothing. A 30-day pilot plan

Budget for the running costs at the same time. WhatsApp template fees apply outside the service window. Language model usage is usually billed by volume of text, so long conversations cost more. Inbox platforms may charge per seat or per number. Integration with your calendar, CRM or ERP is a one-off build whose cost depends on how open those systems are, and it is where AI-powered automation and custom software development overlap. The line owners forget is staff time, because someone has to update the approved answers whenever a price or policy changes.

Will Meta block our WhatsApp number for using AI?

The current Business Solution Terms (last modified March 2026) target AI providers whose main product on WhatsApp is the AI itself. Supporting your own customers is a different case, though Meta keeps the final say. Stay inside the messaging policy: opt-in, templates outside 24 hours, and a clear route to a person.

Do we need customer consent to use an AI agent on chat?

It depends on the processing and the law covering your licence. Answering a question is different from making an automated decision about someone. Tell customers at the start that replies are automated, keep a human route open, and ask your adviser whether any decision the agent makes needs consent or a contract basis under PDPL Article 18.

Can the agent take payments?

It can send a payment link from your existing gateway for deposits or bookings. It should never collect card numbers in the chat, and disputes belong on the escalation list.

How long should we keep chat transcripts?

Set a retention period in your privacy policy, covering the agent's logs as well as your inbox. Yes, if the answer set and escalation rules live in one place, but launch on your busiest channel first.
