Office Space for Dubai Business Setup: Flexi Desk, Ejari and Visas

Office space for a Dubai business setup is not one rule but two systems. On the mainland, your licence sits on a tenancy contract that must be registered with the Dubai Land Department through Ejari. In a free zone, the authority sells you the space itself, from a flexi desk bundled with the licence to a leased office, and in several zones the size of that space decides how many residence visas the company can sponsor.

So the practical question is rarely “do I need an office?” It is “how many visas will I need in the next two years, and which space gets me there at the lowest total cost?” The sections below answer it with published rules from the Dubai Land Department, Dubai’s tenancy law, DMCC, IFZA and Meydan Free Zone.

What “office space” controls in a Dubai setup

An office does three separate jobs for a new company, and people often solve only the first one. It gives the licence an address the authority accepts. It sets, directly or indirectly, the number of employees and partners the company can sponsor for residence visas. And it produces the paperwork that banks, utility providers and government systems ask for later.

A solo management consultant in JLT needs very little from the second job. A trading company planning to hire a sales manager, an accountant and two drivers in year one needs a lot. The same entry-level flexi desk can be a sensible choice for the first business and a false economy for the second, because the upgrade has to happen within months. Start with a hiring plan, not a floor plan.

Mainland companies: the tenancy contract and Ejari

Mainland companies are licensed by Dubai’s Department of Economy and Tourism (DET) and rent premises on the open market. The lease itself is regulated by Law No. 26 of 2007 as amended by Law No. 33 of 2008. Article 4 states that all lease contracts governed by the law “will be registered with RERA”, the regulatory arm of the Dubai Land Department.

Registration happens through Ejari. The Dubai Land Department’s register or renew tenancy contract service lists the fees as follows, as read on 15 September 2026:

  • Through the Dubai REST app or the DLD website, the total is AED 177.75: AED 100 registration, AED 10 knowledge fee, AED 10 innovation fee and a AED 55 service partner fee plus AED 2.75 VAT.
  • Through a Real Estate Services Trustee Centre, the total is AED 220, because the service partner fee rises to AED 95.
  • Tenants, their legal representatives, individual owners and licensed property management companies can all apply.

The UAE government portal’s page on leasing a property, last updated 20 January 2026, adds the consequence most tenants feel first: registration of lease contracts is compulsory to connect water, electricity, gas and telecommunications.

DET’s licence pages on Invest in Dubai did not display their document lists when we checked on 15 September 2026, so we have not quoted DET’s wording on premises. Ask DET for the current list for your activity before you sign a mainland lease.

Business centres on the mainland

Serviced business centres are how many small mainland companies meet the premises requirement without renting a full unit. The Dubai Land Department’s rules for registering a user in the Ejari system set the condition that matters to you as a tenant: where the lessor of a business centre, shopping centre or commercial complex is a company, it must be licensed for a real estate leasing and management activity in the Trakheesi licensing system. Ask the centre for that licence number before you pay a deposit. If it cannot produce one, it cannot register your contract.

Visa quota on the mainland

We could not find a single published ratio of visas to square feet for mainland companies on the official pages we checked this week. Treat any number a broker quotes as an assessment for your activity and premises, and ask for it in writing before you commit to the space.

Free zone flexi desks, shared offices and leased units compared

Free zones run their own leasing and design their office products around the licence. The table uses only what each authority publishes.

DMCC

DMCC’s Basic Flexi Package terms define a Special Flexi Desk as space in the DMCC Business Centre that includes one visa only and can be used one hour per month. A Standard Flexi Desk is valid for one year, is “limited to three (3) visas” and can be used four hours per week. Beyond that, a DMCC help centre answer dated 9 July 2018 states that visas are allocated at one per 100 sq ft of leased space, with an exception for small fitted units of 129 to 300 sq ft in the Jewellery and Gemplex, which carry three visas each.

DMCC’s schedule of charges, read on 15 September 2026, prices a business centre flexi desk at AED 16,000 to 19,000 at the start of the tenancy, including admin charges, deposit and rent. Fitted offices are listed at AED 75 to 180 per sq ft, and additional visa quota is charged at a AED 500 service fee per visa requested, refundable if declined, plus a AED 250 application fee per request.

IFZA

IFZA’s April 2026 flexi desk guide describes the Flexi Desk as a shared workstation with 10 hours of access per week, an IFZA address and one hour of meeting room time per month. Flexi Desk+ gives unlimited access to a dedicated desk, an individual address and five meeting room hours. In a 2021 article, IFZA said it had “done away with” the office requirement and that it splits packages by visa allocation, charging only the fee difference on upgrade. We did not find a 2026 IFZA page restating the office position, so confirm it against the package you are quoted. Our IFZA free zone page covers the licence side.

Meydan Free Zone

Meydan Free Zone’s cost breakdown, updated 30 June 2026, says each licence includes a flexi desk, that setup starts from AED 12,500 with zero visa allocations, and that a licence can carry up to six. It prices each allocation at AED 1,850, separate from the visa itself, and lists optional upgrades: a dedicated desk at AED 3,500 per month, a shared office at AED 15,000 per year and a dedicated office at AED 30,000 per year. How office size turns into a visa count: a worked comparison

Take a trading company that expects to sponsor six people by the end of year two: two partners, a sales manager, an accountant and two operations staff.

In DMCC, six visas at one per 100 sq ft means leasing at least 600 sq ft. At the schedule’s listed fitted office rates of AED 75 to 180 per sq ft, that space alone comes to between AED 45,000 and AED 108,000, before the licence, the establishment card and the visas. A Standard Flexi Desk would cover the first three people and then force a move.

In Meydan Free Zone, the same six allocations sit on the included flexi desk. On the zone’s published pricing, the allocations add AED 11,100 to the licence cost, and the visas themselves are extra. Whether a flexi desk suits a six-person team day to day is a separate question; the point is that the visa count does not force the lease.

Neither answer is automatically better. A DMCC unit in JLT suits a company that wants a staffed office its clients can visit, and some commodity traders choose DMCC for its trade-specific services. A founder who works from client sites and needs visas more than desks will often find the package model cheaper. Run the numbers for your own headcount, and look at the DMCC free zone option beside the package zones before deciding.

Why the lease date matters at licence renewal

A licence renews every year, and so, usually, does the lease beneath it. When the two dates drift apart, the company can reach its licence renewal with a lease that has weeks left or has already expired. One issue we often see is a lease that expires before the licence does, so the lease has to be renewed and re-registered on Ejari while the licence renewal waits.

Dubai’s tenancy law gives you some predictability here. Under Article 14 as amended, a landlord or tenant who wants to change the lease terms at renewal must notify the other side at least 90 days before the contract expires. Under Article 25, a landlord who wants the property back at the end of the lease to sell it or for personal use must give at least 12 months’ notice through a notary public or by registered mail.

So put the lease expiry a few weeks after the licence expiry, diarise the 90-day window, and keep the renewed Ejari certificate with the licence file.

Choosing between a flexi desk, a shared office and your own unit

A flexi desk makes sense when the business is one or two people, clients rarely visit, and the visa need fits inside the zone’s flexi allocation. Solo consultancies and online service businesses are the usual fit.

A shared or serviced office is the middle step. It suits a company of three to eight people that needs a meeting room most weeks and wants a door with its name on it, without fitting out a unit. On DMCC’s schedule, serviced desks run from AED 22,000 to 35,000 and serviced offices from AED 35,000 to 140,000 at the start of tenancy.

Your own unit becomes the right answer when visas scale with space, as in DMCC, or when the activity physically needs premises. A restaurant, a clinic, a warehouse-based trader or a showroom cannot operate from a hot desk, and those activities can need approvals beyond the licence itself, which you should confirm for your activity before signing.

What to check before you sign a lease or office package

  1. Confirm in writing how many visas the specific space or package supports, and whether that number is an allocation you still pay for separately.
  2. Check that the contract states the area in square feet, because in space-based zones that figure is your visa ceiling.
  3. For a mainland business centre, ask for the operator’s Trakheesi licence number so the contract can actually be registered on Ejari.
  4. Agree who registers the Ejari and who pays the AED 177.75 or AED 220 fee.
  5. Set the lease term so it ends after the licence renewal date, not before it.
  6. Ask what an upgrade costs mid-year: DMCC lists AED 500 per additional visa requested plus AED 250 per request, while IFZA said in 2021 that it charges the package difference.
  7. Separate refundable deposits from rent and admin fees in any “from” price, since DMCC’s flexi desk figure bundles all three.
