Document AI that fits Saudi law, Arabic script and a national footprint.

Codeeo delivers AI document processing software development in Saudi Arabia for groups that handle large volumes of paperwork across several regions. We build software that classifies, reads and validates invoices, identity documents, contracts, certificates and forms in Arabic and English, then sends verified data into your ERP, CRM or core platform. The Kingdom's rules on personal data, cybersecurity and e-invoicing make document handling a compliance question as much as an efficiency one, so we design for both from the first workshop.

One platform can serve branches in Riyadh, Jeddah, Dammam and smaller cities alike, with shared models, local review teams and central reporting. Hosting stays inside the Kingdom when your obligations call for it.

Built for
Multi branch retailers and distributors, holding groups, financial institutions, healthcare groups and software vendors operating across the Kingdom.
Typical timeline

Platform capabilities

What a national document platform needs to do.

A document AI system that works for one office often breaks at national scale. Branches scan differently, suppliers vary by region, staff in one city prefer Arabic screens while a head office team works in English, and regulators expect the same controls everywhere. The capabilities below are designed with that spread in mind.

They also reflect the national systems that shape Saudi documents: ZATCA e-invoicing through Fatoora, Nafath digital identity, Ministry of Commerce registration data, GOSI and Qiwa employment records, and the PDPL enforced by SDAIA. We do not treat these as afterthoughts. Each one changes what the software should read, verify or protect, and we decide with you which of them belong in the first phase and which can follow.

Explain your project
  • Document classification at intake

Every file, whether scanned in a branch, emailed by a supplier or uploaded by a customer, is identified by type before extraction starts. Invoices, identity papers, contracts, certificates and letters each follow their own route, and anything unrecognised goes to a central queue instead of being processed by the wrong model.

Mixed inboxes are sorted automatically before any data is captured.

  • Arabic first OCR and extraction

Models trained for Arabic script, Eastern Arabic numerals, right to left tables and Hijri dates, as well as English and mixed language pages. Extracted values are normalised into one format, such as Gregorian dates and Western digits, while the original reading is kept for audit.

Arabic documents are processed as reliably as English ones.

  • Fatoora e-invoice validation

Supplier invoices issued under ZATCA's e-invoicing rules carry structured data. The software reads it from the XML or the embedded data in the PDF, checks the seller VAT number, totals and QR code details against the visible invoice, and flags any that do not reconcile before payment.

Input VAT is claimed only on invoices that check out.

  • Identity and registration verification

National IDs, Iqamas, commercial registrations and national address documents read and checked for validity and consistency. Where your organisation is authorised, values can be confirmed against official sources such as Wathq, and Nafath can authenticate the person submitting them.

Onboarding relies on verified data, not photocopies.

  • Personal data redaction and minimisation

Names, ID numbers, phone numbers and health details detected and masked where a user's role does not require them, or before documents are shared with suppliers, auditors or analytics tools, in line with PDPL principles of purpose limitation and minimisation.

Staff see only the personal data their job needs.

  • Multi branch capture and routing

Scanning stations, mobile capture and email intake in every branch, with routing rules that send each document to the right regional reviewer or to a central shared services team, depending on type, value or language.

Regional teams work locally while head office sees everything.

  • In Kingdom deployment options

Deployment on Saudi cloud regions or your own data centre, with encryption, key management, access logging and backup arranged to match the NCA Essential Cybersecurity Controls and, where relevant, its cloud controls.

Hosting decisions satisfy your security and compliance officers.

  • Human review and quality sampling

Confidence thresholds per field decide what is automated and what a reviewer confirms. A random sample of automated records is also checked each week, so accuracy is measured continuously rather than assumed after launch.

Automation expands only where results justify it.

  • Model monitoring and retraining

Accuracy tracked by document type, supplier, branch and field, with alerts when performance drops, for example after a supplier changes its invoice layout. Reviewer corrections feed scheduled retraining, and every model version is recorded. Group dashboards compare regions and entities on accuracy, turnaround and backlog.

Models keep up as documents change across the country.

  • Employment and payroll evidence

Contracts, Iqama renewals, GOSI registration certificates and Saudization evidence read into each employee's file across every entity in the group, with expiry dates tracked centrally. HR teams in each region keep their own queues, and group HR sees which documents are due for renewal anywhere in the country.

Workforce compliance is visible across all entities at once.

Who this is for

Organisations that need document AI across the Kingdom.

Saudi organisations with a national footprint face a particular mix: high volumes, regional variation, Arabic first documents and a regulatory framework that has tightened steadily under Vision 2030 digital government programmes. A custom AI document processing software development Saudi Arabia programme pays back most where these factors meet. The four profiles below are where we usually begin a conversation. Each assumes several cities, more than one language and a compliance team that will ask hard questions.

01

Retail and distribution groups with many branches

Supermarket chains, pharmacy groups and distributors receive supplier invoices, delivery notes and returns paperwork at stores and warehouses in dozens of cities. A central platform with branch capture lets stores scan once while a shared services team approves, matches and posts. E-invoice validation is built in, which matters when thousands of supplier invoices are claimed for VAT each period. Store managers get a simple capture app, so nobody needs training on the full back office system.

Phase by region so lessons from the first carry into the rest.

02

Holding groups with several companies

Diversified groups run contracting, trading, real estate and services companies, each with its own commercial registration, suppliers and filings. A shared document platform with separate permissions per entity gives group finance and legal one view of contracts, licences and obligations, while each company keeps control of its own records and approvals. New companies acquired by the group can be added as a new entity without rebuilding the platform.

03

Banks, finance companies and insurers

Institutions supervised by SAMA process onboarding, credit, claims and collections documents for customers across every region. They need strong evidence of model accuracy, controls over outsourcing and data location, and integration with core systems. We deliver the documentation, testing evidence and deployment patterns that internal risk, compliance and audit functions expect to review. Customer facing flows can be offered in Arabic and English across mobile, web and branch channels.

Governance artefacts are part of every release.

04

Software vendors serving Saudi clients

SaaS and ERP vendors increasingly need document capture inside their own products, for example reading invoices or ID documents for their customers. We build the extraction services, Arabic models and validation logic as components your product calls through an API, hosted where your clients' data rules require, and documented so your engineers can maintain them. Your team keeps full rights to the code, so the capability becomes part of your product rather than a dependency on ours.

A six step model for rolling out across Saudi Arabia.

  1. 01National discoveryWe interview representative branches and central teams by video call, collect document samples from several regions and map volumes, languages, systems and approval rules across the organisation.
  2. 02Compliance designData classification, hosting, retention, access and logging are agreed against PDPL, NCA controls and any sector rules, and signed off by your data protection and security leads.
  3. 03Pilot in one regionThe first document types go live in one region or business unit, measured against manual processing, so the model and the workflow are proven before wider rollout.
  4. 04Integration hardeningConnections to ERP, CRM, HR and core systems are scaled for national volume, with monitoring, retries and clear error handling for every interface.
  5. 05Regional rolloutRemaining regions join in planned waves, each with local training, capture setup and a short parallel run, so issues in one wave are fixed before the next.
  6. 06Central operationA central team, supported by us, owns models, thresholds and reporting, while regional reviewers handle exceptions and new document types are added through a set change process.

Technology

What we build this with.

We select OCR engines, layout models and language models for each document type, favour components that run privately inside the Kingdom, and build on cloud or on premises infrastructure your IT and security teams already support. Every component is documented for handover.

Questions about document AI across Saudi Arabia.

A platform that reads, checks and routes documents under Saudi rules, at national scale.

Planning covers more than the model. You need intake in every branch, Arabic first extraction, validation against your own records and against national systems where permitted, review queues, integration with your core software and hosting that satisfies the PDPL and NCA requirements. We help you set the order of rollout so the first phase delivers measurable savings and later phases build on the same foundation. A typical first phase covers one or two high volume document types in one region.
