Car rental platforms that meet Saudi rules and run across every city you serve.

Codeeo delivers car rental app development Saudi Arabia operators can roll out nationally: a renter app, staff and driver tools, and a fleet back office that follow Transport General Authority rules, ZATCA e-invoicing and the Personal Data Protection Law. Bookings, identity checks, the official electronic contract, payments, inspections, fines and one way returns between cities all sit in one system. It is built Arabic first, ready for Saudi residents, Gulf visitors and international tourists, and planned so a new branch or city can be added without rebuilding.

Our Riyadh team leads Saudi projects, backed by a wider team of 80+ across Dubai, Riyadh and Karachi and 200+ projects delivered across the UAE and the US. We start from your licence, your fleet and your cities, then build what your renters and staff will use. Nothing is assumed about your fleet before we have looked at it.

What the platform can include

Platform features for a rental business that spans the Kingdom.

A national rental operator in Saudi Arabia runs very different markets under one brand. Riyadh is driven by business travel and residents. Jeddah sits on the coast with a large airport and the Haramain line. The Eastern Province around Dammam and Al Khobar mixes industrial contracts with traffic from Bahrain over the causeway. Makkah and Madinah follow the pilgrim calendar, while AlUla, Abha and Tabuk have grown as tourist destinations under Vision 2030. A single app must handle all of this while staying inside one national rulebook. The capabilities below are the shared core we build first; city specific settings sit on top of them as configuration, not as separate code, which is what keeps a national platform maintainable as you open new branches.

Explain your project
  • Official electronic rental contracts

The Transport General Authority requires licensed rental companies to use unified electronic contracts. We connect the booking flow to the official contract process available to your licence, so renter, vehicle and rate details are captured once, passed through correctly and stored against the booking. Contract numbers appear on the renter's booking screen and on the invoice.

Contracts that match the regulator's format without retyping.

  • National identity sign in

Citizens and residents sign in and confirm identity through Nafath, the national single sign on, which reduces fake accounts and speeds up the first booking. Visitors without Saudi ID follow a separate passport, visa and licence route with checks set by your policy. Returning renters skip document upload.

Faster, more trusted onboarding for Saudi based renters.

  • Saudi payments and corporate billing

Renters pay with mada, international cards, Apple Pay or approved wallets through a gateway licensed by SAMA. Corporate clients can settle by invoice, with SADAD bill payment where you offer it. Deposits are taken as card holds and released on a clear schedule. Refunds return to the original method.

Every payment method your renters expect, in one checkout.

  • ZATCA compliant invoicing

Rental invoices, extension charges and corporate statements are produced in the structured format that ZATCA's Fatoora e-invoicing rules require, either from the app or from your accounting or ERP system through an integration we agree in discovery. Credit notes for refunds follow the same format, and archives are kept for inspection.

Tax records that stand up to inspection from the first invoice.

  • Multi city fleet control

Head office sees every vehicle in every city: status, location, utilisation, service dates, insurance and registration renewals. Regional managers see their own branches. Transfers between cities are requested, approved and tracked like any other booking. Utilisation reports show which cities and vehicle classes earn most per car.

Cars move to the cities that need them before demand peaks.

  • One way rentals between cities

Riyadh to the Eastern Province, Jeddah to Makkah or Madinah to AlUla: one way trips are common in a country this size. The platform prices drop off fees per route, limits which vehicle classes can travel where and alerts the receiving branch. Return windows account for long highway drives, so renters are not penalised for distance.

Intercity bookings that are profitable rather than a logistics headache.

  • Accident, damage and violation handling

Renters are guided through what to do after an accident, including contacting Najm or the police, and upload the report in the app. Traffic violations recorded against a vehicle are matched to the renter who had it on that date and billed with the supporting notice.

Claims and fines resolved with evidence attached.

  • Licensed brokerage and marketplace mode

Some businesses aggregate cars from several rental companies rather than owning a fleet. The TGA licenses car rental brokerage as its own activity, and we build the multi supplier listings, commission rules and supplier dashboards such a licensed broker needs. Supplier ratings help renters choose.

A marketplace model built on the right licence from the start.

  • Arabic first, multilingual interface

Screens are designed right to left in Arabic first, with English alongside and extra languages added where your tourist and pilgrim bookings justify it. Dates, numbers and maps follow the renter's language setting throughout. Customer support templates exist in each language, and app store listings are written natively in Arabic as well as English.

An app that feels native to Saudi renters and clear to visitors.

  • Telematics and connected cars

Where your fleet carries tracking units, the platform reads location, mileage and fuel from the supplier's interface. That supports contactless pickup, automatic mileage billing, geofence alerts for restricted areas and theft recovery support. Data is only used for the purposes stated in your privacy notice.

Less manual reading of odometers and fuel gauges at return.

Who this is for

Four national rental businesses we build for.

Car rental in Saudi Arabia ranges from national brands with dozens of branches to regional fleets and newer digital brokers. Each needs a different balance of renter features, staff tools and integrations. Since women began driving in 2018 and tourist visas opened the Kingdom to international leisure travellers, the renter base has widened, and so have expectations of a quick, app based rental. These are the four situations we meet most often. Whatever the model, the shared core stays the same and only the business logic on top changes.

01

National brands modernising an older system

Large operators often run a core fleet system that works but was never designed for mobile renters. We build the customer and staff apps on top of it through an integration layer, so branches keep working while bookings move to the app. Over time, parts of the old system can be retired one module at a time, without a risky switch over on a single weekend. Staff in each branch are trained on the new tools before their city switches over.

Integration first, replacement later, if at all.

02

Regional fleets expanding to new cities

A fleet that has done well in one region, perhaps Riyadh or the Eastern Province, often wants to open in Jeddah, Makkah or a tourist city next. We design the platform so each new city is a configuration: branches, pickup points, pricing, seasonal rules and languages. The second city should take a fraction of the effort of the first. Pricing and fleet mix can still differ by city, because the settings belong to each region. Head office keeps one view of results.

03

Licensed brokers and rental marketplaces

Brokers connect renters with cars owned by several licensed rental companies. Their platform needs supplier onboarding, availability feeds, commission and settlement, and dispute handling between renter and supplier. We build this as a marketplace, with each supplier seeing only their own data and the broker seeing the whole network. Supplier payouts and broker commission are reconciled automatically against completed rentals. Suppliers can update availability and prices themselves, and the broker can pause a supplier whose cars repeatedly fail inspection or arrive late.

We confirm your brokerage licence scope during discovery.

04

Leasing and subscription providers

Monthly and yearly car subscriptions sit between rental and ownership. Customers expect flexible terms, maintenance included, vehicle swaps and clear billing. We build subscription plans, recurring payments, service scheduling and early end rules, with corporate accounts for companies leasing cars for staff across several cities. Corporate fleet coordinators get their own login to add drivers, approve swaps and download statements. Renewal offers can be sent automatically before a term ends, and customers can compare plans in the app before committing to a longer period.

How we take a rental platform from one city to national coverage.

  1. 01Discovery across your networkWe review your licences, systems, cities and booking data, interview staff in at least two locations, and agree a national scope and a city by city rollout order. Findings come back as a written report.
  2. 02Compliance and architectureContract integration, ZATCA invoicing, payment licensing, data residency and NCA security controls are designed into the architecture before any screen is built. Your legal and compliance teams review the design, and decisions are recorded so auditors can follow them later.
  3. 03Design for every renter typeArabic and English flows for citizens, residents, Gulf visitors and tourists, tested on real devices with renters from each group. Accessibility is checked for older renters and those with limited vision.
  4. 04Build the shared coreBooking, identity, payments, contracts, inspections and fleet control are built once as a shared core that every city uses. Each part is tested on its own and together, so later city launches rest on proven code.
  5. 05Launch the first cityOne city goes live, usually your strongest market. We measure booking completion, handover time and support requests, then fix what slows renters down. Results are reviewed with you before the second city is scheduled.
  6. 06Roll out city by cityEach new city is added through settings, staff training and local pickup points, with lessons from earlier cities applied before launch. Head office reporting covers all live cities from day one.

Technology

What we build this with.

Native or cross platform mobile apps, a web back office and a cloud setup that respects the Personal Data Protection Law and the security controls of the National Cybersecurity Authority. Integrations use documented interfaces wherever your existing systems provide them. Where a data centre inside the Kingdom is required, we set hosting up there and document the choice for your compliance team.

Questions national rental operators ask us.

Transport, tax, data and payment rules, at minimum.

A rental app must support the Transport General Authority's unified electronic contract and licensing rules, ZATCA e-invoicing, the Personal Data Protection Law overseen by SDAIA, and the payment rules that apply to SAMA licensed gateways. NCA controls shape security for many organisations too. We map which of these apply to your licence and structure in discovery, and design them in rather than adding them before launch. Where rules change, such as new contract phases or invoicing waves, the platform is updated as part of support.
