Cleaning apps built for Saudi rules, Saudi payments and more than one city.

Codeeo provides cleaning services app development in Saudi Arabia for cleaning brands, licensed domestic service providers and facility management groups that operate in several regions. We build customer booking apps, cleaner and supervisor apps and a central operations platform that works within the Kingdom's rules on personal data, e-invoicing, payments and household labour. The goal is one system that can run in a single city today and extend to others without starting again.

Our team of 80+ includes people in Riyadh, and we have delivered 200+ projects across the UAE and the US. For a national cleaning platform, that means Arabic first design, local payment rails and compliance questions answered during planning, not after launch.

Built for
Multi city cleaning companies, licensed recruitment companies offering hourly household services, cleaning marketplaces and facility management groups with contracts across the Kingdom.
Typical timeline
We agree the plan city by city: discovery fixes the scope and date of the first market, and each later city is scheduled once the first has run long enough to show what needs changing.
What you own
Code, store listings, the operations platform, payment and invoicing configuration and all customer, worker and job data, held in your company's own accounts and hosting.

What a national cleaning platform needs

The parts that make a cleaning app work across the Kingdom.

A cleaning app that works for one neighbourhood can break when it meets a second city. Working hours, prayer times, travel distances, customer expectations and even the mix of services differ between Riyadh, Jeddah, Dammam, Makkah, Madinah and smaller cities such as Abha or Tabuk. National rules then sit across all of them: how personal data is handled, how invoices reach the Zakat, Tax and Customs Authority, which payment methods customers expect and how household workers can legally be supplied.

The capabilities below are the national layer we plan into every Saudi cleaning platform. City level details, such as zones, prices and crew pools, are configured on top of this layer, so adding a new market is mostly setup work rather than new development.

Explain your project
  • City by city configuration

Each city gets its own service list, prices, working hours, slot lengths, cancellation rules and crew pool, managed from one platform. Head office sets national defaults, and city managers adjust what genuinely differs locally. Reports compare cities on the same measures, so expansion decisions rest on comparable numbers.

New cities launch through configuration rather than a fresh build.

  • Saudi National Address capture

Customers can enter their National Address short code, pick a point on the map, or both. Building, floor, apartment and gate notes are stored with the address. Accurate addresses matter for crews and for invoices, and the short code removes much of the guesswork around unnamed streets and new districts.

Crews find the property, and invoices carry a valid address.

  • Local payment methods

mada, Apple Pay, STC Bank and credit cards for household bookings, with Tabby or Tamara for larger jobs if you choose. Corporate and government clients can pay against invoices, including through SADAD where your bank supports it. Refunds, deposits and partial charges follow rules you define once for all cities.

Customers pay the way they already pay for other services.

  • E-invoicing ready billing

Invoices are generated with the data fields and formats needed for ZATCA e-invoicing, also known as Fatoora, and passed to your accounting or invoicing solution for clearance or reporting as your phase requires. We plan this with your accountant so the app and your finance system do not issue conflicting invoices.

Billing from the app fits your tax obligations.

  • Licensed household service flows

Where you are a licensed recruitment company offering hourly, weekly or monthly household help, the booking options, contract terms and worker assignment follow what your licence and the Musaned platform allow. Where you are a commercial cleaning company with your own staff, the flows are different. We confirm which model applies before designing a single screen.

The app sells only what your business is permitted to offer.

  • Identity and account verification

Customer accounts are verified by mobile number, and corporate clients by Commercial Registration details. Where your licence or risk policy calls for stronger checks, such as for monthly household packages, we look at government identity services like Nafath, subject to the approvals those services require.

The right level of verification for each type of booking.

  • Prayer times and Ramadan schedules

Slot templates account for prayer times in each city, which shift through the year, and for Ramadan working hours. Eid and school holiday peaks can be given their own capacity limits and waitlists, so demand surges are managed rather than accepted and then cancelled. Gaps around each prayer are set per city.

Schedules that reflect how Saudi days actually run.

  • Central operations dashboard

Head office sees live jobs, late arrivals, cancellations, ratings and revenue across every city, and can drill down to a single crew or customer. City managers see only their own market. Alerts surface problems such as a city running short of crews for tomorrow. Daily summaries can be emailed to regional managers automatically.

One view of the whole operation, with local control kept local.

  • Partner and branch management

Growth outside your home city often relies on partner cleaning companies or franchise style branches. Partners get their own logins to accept jobs, manage their crews and see payouts, while your brand, prices and quality rules stay consistent. Underperforming partners are flagged early through ratings and late arrival data.

New regions served without hiring everything up front.

  • Privacy controls under PDPL

Consent records, privacy notices in Arabic and English, data access and deletion requests, retention periods and role based access are built into the platform. Hosting location and any transfer of data outside the Kingdom are agreed with you against the Personal Data Protection Law and SDAIA guidance.

Personal data handled to a standard you can explain to customers and regulators.

Who this is for

Four kinds of businesses building cleaning platforms in the Kingdom.

A national cleaning platform is a bigger decision than a booking app for one city. It touches licensing, tax, payments and the way you plan to grow. The businesses that get the most from it already know which markets they want to serve and how they will supply workers in each one.

These are the four situations we see most often across Saudi Arabia, each with a different first release. Some combine two, such as a recruitment company that also runs a commercial cleaning arm, and the platform can keep both under one roof with separate rules.

01

A cleaning brand expanding beyond its home city

You have built a reputation in one city and want to open in two or three more. The risk is that every new city becomes a separate WhatsApp group and spreadsheet. A shared platform with city level configuration lets you copy what works, adjust what differs and compare performance fairly. We usually rebuild the home city on the new platform first, then add the next market once the operating model is proven inside the software. City managers are trained on the same tools from day one.

Move the home city first; it exposes gaps before expansion does.

02

A licensed recruitment company offering hourly help

Your customers book household help by the hour, week or month, and your business is shaped by your licence, worker contracts and the Musaned platform. The app must make booking and payment easy while keeping within those limits, and give your back office a clear view of worker availability, contract status and customer history across the regions you serve. We design the booking options with your compliance team rather than around them. Renewals and package upgrades can then happen inside the app.

Licence scope is confirmed in discovery before any booking flow is drawn.

03

A marketplace connecting customers with cleaning companies

You plan to run a consumer brand and route bookings to partner companies in several cities. The platform needs partner onboarding, document checks, job allocation, quality scoring, payouts and dispute handling, as well as a polished customer app. We help you decide which cities to open first, how much to automate at the start and what a partner must provide before it receives work. Payout schedules and commission rules are kept configurable so they can change as the marketplace grows.

Partner quality controls matter more than the number of partners.

04

A facility management group with national contracts

You clean offices, retail chains, hospitals or government buildings in several regions under contracts with service levels. Clients want attendance, inspections and reports by site and region, and your managers want one view of every contract. The first release is a supervisor app and a client portal; consumer booking is added only if you also serve households. Where clients are public bodies or critical sectors, NCA cybersecurity controls are reviewed in planning. Regional managers then see their own sites only.

Reporting by region is usually the feature clients ask for first.

How we plan and roll out a cleaning platform across Saudi Arabia.

  1. 01Business model and licence checkWe confirm how you supply cleaners, what your licences permit, how you invoice and where you plan to operate, because these answers decide the booking flows, contracts and data the platform must handle.
  2. 02Choose the first marketOne city is selected for the first release, usually where you already have crews and customers, so the platform is tested against real demand before it is copied elsewhere. Success measures for that city are agreed up front.
  3. 03National layer designArabic first screens, payment methods, e-invoicing data, privacy controls and role structure are designed once for the whole Kingdom, with city settings kept separate and easy to change. A shared design system keeps every city consistent.
  4. 04Build and integrateCustomer, cleaner and supervisor apps, the operations platform and integrations with your payment gateway, invoicing solution, maps and messaging are built and tested together. Working builds are reviewed with your team at regular intervals.
  5. 05Launch and stabiliseThe first city goes live, we watch bookings, arrivals and payments closely, and fix the rules and screens that real customers and crews struggle with. Support routes for customers and crews are set up before the first booking.
  6. 06Roll out city by cityEach new city is configured, its crews or partners onboarded and its launch timed around local peaks, with lessons from earlier markets applied before go live. Head office keeps control of national rules throughout.

Technology

What we build this with.

We select a cross platform framework for the mobile apps, a web operations platform, a Saudi payment gateway, mapping that handles National Address codes and hosting agreed against your data residency needs. Everything is documented so your own team or another vendor could maintain it later.

Questions about building a cleaning app in Saudi Arabia.

Apps for customers and cleaners, plus a platform that handles Saudi rules centrally.

At minimum, customers need to book, pay and track a visit, cleaners need their jobs and directions, and managers need to schedule and monitor work. For a Saudi platform, add Arabic first design, local payment methods, ZATCA ready invoicing, PDPL privacy controls and city level settings. Licensed household service providers also need flows that match their licence and the Musaned rules they operate under. Facility groups add contract reporting and client portals on top.
