Paid matrimonial membership websites built for Saudi law, payments and families.

Dating membership website development in Saudi Arabia, done properly, is a compliance project as much as a commerce one. Codeeo builds paid membership websites for marriage-minded introduction services: verified adults buy clearly described plans, pay through a SAMA regulated provider using mada, cards, Apple Pay or STC Pay, receive ZATCA compliant e-invoices and manage everything from a private Arabic first account area. Privacy under the Personal Data Protection Law and firm moderation are part of the first scope.

The same platform serves members in Riyadh, the Western Region, the Eastern Province and beyond, with regional member pools and moderation that can grow region by region as your service expands. Members always see which region they are in and can change it.

What a national platform needs

The commercial and compliance layer of a Saudi membership service.

Selling memberships across the Kingdom means satisfying several national frameworks at once. The Personal Data Protection Law, overseen by SDAIA, governs how member data is collected, used and transferred, and has been fully enforceable since September 2024. The E-Commerce Law and its implementing regulations, administered by the Ministry of Commerce, set what an online seller must disclose and how terms and cancellations are presented. ZATCA requires compliant e-invoices through Fatoora and correct VAT. Payment providers operate under SAMA licensing and decide whether to board a matrimonial service. The features below turn those obligations into a working website. Mobile app features are scoped separately; this platform is about selling plans, taking payment and keeping paid access safe and lawful. Your own legal adviser confirms the model before we build, and we design each feature so it can change as regulations and guidance are updated.

Explain your project
  • Seller disclosure and terms

Business identity, commercial registration details, contact routes, plan terms, cancellation and refund rules displayed where the E-Commerce Law expects them, in Arabic first with an English version. Where your adviser recommends an e-commerce authentication listing such as Maroof, its proof can be shown on the site as well. Terms are versioned, and the version each member accepted is stored with their account.

Members and regulators can see who is selling and on what terms.

  • National identity verification

Nafath based identity confirmation where your company holds the necessary approvals, or a licensed verification supplier where it does not. Age is confirmed at the same step, under 18s are refused, and only verified adults can reach a plan or the payment page.

Paid access is limited to real, adult, identifiable people.

  • PDPL consent and data rights

Consent captured separately for each purpose, a privacy notice that matches what the system actually does, records of processing, and self service requests for access, correction and deletion. Retention rules keep invoice data for tax purposes while removing profile data when a member leaves.

Your privacy promises and your database agree.

  • Saudi payment methods

mada as the default, Visa and Mastercard, Apple Pay and STC Pay through a SAMA regulated payment provider, with SADAD for annual plans where your provider supports it. Buy now, pay later services such as Tabby and Tamara are added only if your provider and adviser agree they suit a recurring service. Card data never touches your servers.

Members across the Kingdom can pay the way they prefer.

  • Recurring billing and renewals

Tokenised recurring charges, renewal notices before each payment, one click cancellation, grace periods after a failed charge and automatic proration when a member changes tier. Every rule is shown on the plans page exactly as the billing engine applies it. Members can switch auto renewal off from their account at any time.

Renewals that members expect, with fewer disputes.

  • Fatoora e-invoicing

Each charge, refund and plan change produces a compliant e-invoice or credit note through your accounting system or a certified provider, integrated with Fatoora as your phase requires. VAT is shown before payment, and invoices carry a discreet trading name.

Tax records are complete without manual work.

  • Regional member pools

Members choose the regions where they are open to introductions: the Central Region, the Western Region, the Eastern Province, the south or the north. Plans can vary by region, and you can open a new region by switching it on rather than launching a separate site. Members can widen their regions at any time from the account area.

National reach without one undivided crowd.

  • Moderation across the Kingdom

Report and block everywhere, queues that can be split by region or language, holds on paid features during review, and a ban that follows the verified identity rather than the card. Decisions and refunds follow published terms and are logged with reasons. Threats, extortion or suspected minors follow a separate escalation path your adviser approves.

Consistent safety rules wherever a member lives.

  • Security aligned with NCA controls

Access by role, multi factor login for staff, encrypted storage, audit logs and tested backups, designed with the National Cybersecurity Authority's Essential Cybersecurity Controls as a reference point. Hosting location, including Saudi hosting, is decided against your PDPL advice on data transfer.

Sensitive member data is protected by design.

  • Owner reporting

Members by plan and region, renewals due, failed payments, refunds, data requests and open safety reports, all on one dashboard. Leadership sees whether growth in a region is matched by enough moderation capacity before promoting there. Exports feed your finance and compliance reviews.

Expansion decisions rest on revenue and safety together.

Who this is for

Four national scenarios we are asked to build.

Saudi matrimonial services range from a single family matchmaker to platforms with members in every region. What they share is a duty to serve adults seeking marriage respectfully, with modest profiles, strict privacy and no sorting by tribe, sect or lineage. We will not build features that conflict with that, and we say early when something you want clashes with your legal advice, with payment provider rules for this category or with app store and search policies that affect how you promote the site. We would rather decline a feature than put members at risk.

01

A regional service ready to go national

You are established in one city and now get enquiries from across the Kingdom. We set up regional pools, plans that can differ by region, moderation queues you can staff as each area grows, and reporting that shows where demand and safety reports rise. Your first region keeps working exactly as before while new ones open. Arabic copy is reviewed so it reads naturally to families in every region you open.

Regions open by configuration, not rebuild.

02

A new national platform with no members yet

You have funding, legal advice and a clear concept, but no members. We build the smallest version that can charge lawfully: verification, one or two plans, Saudi payment methods, Fatoora invoices, the account area and moderation. Features such as matchmaker sessions or regional pricing wait until real members show they are needed. Spending stays focused on the parts regulators, providers and members will check first.

03

A free service introducing paid membership

Your users trust you because the service has been free. We add paid plans around features they already value, verify everyone before charging, give clear notice under your terms, keep a respectful free level and document consent for any new data use, so the change to paid feels fair rather than sudden. Users who never verify simply stay on the free level.

04

An operator replacing an old payment setup

Payments run through a patchwork of transfers, manual invoices and a gateway plugin nobody maintains. We move members, remaining paid time and invoice history to a new platform with proper recurring billing and Fatoora integration, test it against your accounting records, and switch over on a date agreed with your finance team. Old payment tokens are migrated only where your providers allow it; otherwise members re-enter a card once, with notice.

Six stages to a lawful paid membership platform in the Kingdom.

  1. 01Discovery and legal alignmentWorkshops in Riyadh or by video call with your owners and legal adviser to confirm the model, eligibility, data uses, refund rules and the regions you will serve first.
  2. 02Compliance mapA written map of PDPL, E-Commerce Law, ZATCA and payment provider requirements against each feature, so nobody discovers a gap during launch week.
  3. 03Approvals in parallelTechnical material for your payment provider, verification supplier and e-invoicing provider prepared early, so their reviews run alongside design and build.
  4. 04Design and buildArabic first plans, checkout, account area, admin and moderation tools, built and tested in sandbox environments with right to left layouts checked on real devices.
  5. 05Security and privacy testingRole access, encryption, consent records, data requests and backup restores tested, with a security review before any real member data is loaded.
  6. 06Phased national launchOne region first, then others as moderation capacity, provider limits and member feedback allow, with renewals and refunds reviewed after each step.

What we build this with.

Next.js or Laravel for the website, a subscription engine linked to your SAMA regulated provider, Nafath or a licensed verification supplier, a certified e-invoicing connection for Fatoora, and hosting chosen against your PDPL advice. Your team edits plans, copy and policies from an admin panel.

Questions Saudi operators ask before selling membership online.

No. We build for marriage-minded services whose model is confirmed by legal advice.

We work with matrimonial and introduction services for adults who want marriage, with modest content, verified identities and firm moderation. Before any build, your legal adviser confirms the model and the licences it needs. We do not build casual dating, anonymous chat or anything aimed at under 18s, and we decline features that sort people by tribe, sect or lineage.
