Course sales platforms that meet Saudi rules and sell in every region you teach.

Codeeo provides education course selling website development Saudi Arabia training institutes, e-learning companies, academies and institutions use to sell courses nationally. We build Arabic first platforms where learners find a course, check eligibility, pay with mada, Apple Pay, STC Pay or SADAD, receive a ZATCA compliant invoice and start learning, online or at a branch in any city. The platform is designed around Saudi licensing, personal data protection and payment rules from the first workshop, not patched in before launch.

Our team of 80+ works from Riyadh, Dubai and Karachi. Riyadh clients can meet us in person; providers elsewhere in the Kingdom work with us by video call. You own the code, data and accounts outright.

Platform capabilities

What a national course sales platform has to get right.

Selling courses across the Kingdom is not the same as running a single branch website. A provider with classrooms in Riyadh, Jeddah and the Eastern Province, plus a growing online catalogue, has to show the right venues and dates to each learner, apply national rules consistently, keep branch staff working from the same records, and report on everything centrally.

The capabilities below are the national layer we build. They sit on top of the course pages, checkout and learner accounts every course site needs, and they are what separate a platform that grows with you from one that has to be rebuilt each time you open a region. Hijri and Gregorian dates are shown together throughout, since learners and sponsors use both.

Explain your project
  • Licensing aware catalogue

Each programme carries its approval status: classroom only under a TVTC licence, approved for e-training by the National eLearning Center, or an informal workshop without a certificate. The platform only sells delivery modes that match the approval, and shows licence references to learners where you choose.

Sales stay inside what each programme is approved for.

  • Multi region branches and venues

Branches in different cities manage their own cohorts, rooms and trainers, while course content, pricing rules and branding are controlled centrally. Learners choose their city first and see only dates they can attend, with online options shown to everyone. A learner moving from Dammam to Jeddah keeps one account and simply switches city.

Each branch runs locally without breaking national consistency.

  • Nafath sign in where it fits

For programmes that require verified identity, such as accredited certificates or employer funded training, learners can sign in or verify through Nafath using an approved integration route. Other learners keep a simple email or phone sign in, so identity checks do not slow down casual buyers.

Verified identity where certificates depend on it.

  • Saudi payment methods

mada, Visa, Mastercard, Apple Pay and STC Pay through a SAMA licensed gateway, SADAD bill payment for those who prefer it, and Tabby or Tamara instalments for longer programmes where those providers accept education purchases. Each method is tested with real sandbox transactions, from payment through to invoice and refund, before launch.

Learners in every region pay the way they already do.

  • Fatoora e-invoicing and VAT

Invoices and credit notes follow ZATCA e-invoicing requirements, including integration with the Fatoora platform for your phase. VAT is applied according to your tax adviser's treatment of each course type, and organisations receive invoices with their own VAT number. Credit notes are issued automatically when refunds are approved.

Tax compliance handled at the moment of sale.

  • Organisation and sponsor purchasing

Companies, government entities and sponsors buy seats in bulk, nominate learners, pay on account or by transfer, and download statements. Price lists can differ by organisation, and sponsors see progress only for the learners they fund. Seats held for unpaid organisation orders are released automatically after a deadline you set.

Business to business sales run through the same platform as individual orders.

  • Separate sections where needed

Where your programmes run separate men's and women's cohorts or venues, the catalogue, scheduling and trainer assignment respect that automatically. Female learners can be shown female trainers and venues only, if that is your policy.

Cohort rules applied without manual checking.

  • Learner portal and certificates

After payment, learners get one account holding schedules, live class links, recordings, assessments and certificates. Certificates carry a QR code for verification on your domain, which matters when employers in another city need to confirm them. Learners who study online and later attend a branch practical keep everything in the same account.

One place for every learner, wherever they study.

  • Consumer terms and store verification

Course descriptions, total price, refund policy and your commercial details are shown before payment, as the Saudi e-commerce law expects. We prepare the site for verification on the Ministry of Commerce's Business Platform, which replaced Maroof for e-store verification.

Learners see who they are buying from and on what terms.

  • National reporting

Revenue, enrolments, completions and refunds by region, branch, course line and channel, with exports for your board and the evidence licensing bodies may ask for, such as completion and attendance records. Branch managers see their own figures, while head office sees every region side by side.

Leadership sees the whole Kingdom in one view.

Who this is for

Providers building for the whole Kingdom.

National platforms suit organisations that already sell in more than one region, or plan to soon. Vision 2030's focus on skills and human capability has brought new providers into training and e-learning, and many now outgrow a single city website within a year or two. These are the four kinds of provider we most often build national platforms for. Each starts from a different place but needs the same national foundations.

01

A training group with branches in several cities

You run classrooms in two or more regions and want one platform rather than a separate site for each branch. We centralise courses, pricing and reporting, give each branch control over its own dates and venues, and make sure an employer with staff in several cities can book them all through one account and receive one statement. Head office can approve new courses before any branch publishes them.

One catalogue, many venues.

02

An e-learning company selling nationally online

Your courses are delivered online to learners anywhere in the Kingdom. The platform focuses on NELC licensing status, learner identity, subscription or one off course purchases, instant access after payment and strong Arabic content design. National marketing can then send traffic to course pages that convert on mobile, wherever the learner lives. Discount codes and campaign landing pages can be set up for each region without new development.

03

A university or college selling continuing education

Short courses, professional diplomas and executive programmes are often sold separately from degree admissions. We build a course sales platform that sits beside your main admissions systems, handles public payments and invoices, and passes learner records to your student information system where needed, while keeping degree applicants out of the commerce flow. Your institution's brand and domain stay in charge of the experience.

Separate from degree admissions by design.

04

A provider of courses for school age learners

Tutoring, enrichment, coding and language courses for children need guardian accounts, consent records and strict access rules. The guardian pays and manages the account, the child's data is limited to what teaching requires, marketing never targets minors, and live sessions use controlled joining links. Schools themselves fall under the Ministry of Education, so we check with you which rules apply to your courses. Staff who teach children can be limited to their own groups, and every access to a child's record is logged.

Child data is handled with extra care.

How we take a national course platform from plan to rollout.

  1. 01National discoveryWe map your programmes, approvals, branches, buyer types and payment routes, in person in Riyadh or by video call, and agree which regions and course lines launch first.
  2. 02Rules and compliance designLicensing status, PDPL data handling, VAT treatment, refund terms and cohort rules are documented with your compliance and finance teams before build.
  3. 03Arabic first experience designCourse discovery, checkout and learner portal are designed in Arabic with right to left layouts, then mirrored in English, and tested with learners from different regions.
  4. 04Platform build and integrationsWe build the platform and connect payments, Fatoora e-invoicing, identity, your learning platform, CRM and accounting, with each integration tested separately.
  5. 05First region launchOne region or course line goes live first, so branch staff, finance and support can learn the system and we can tune it before wider rollout.
  6. 06Kingdom wide rolloutRemaining branches and programmes move across in planned waves, old sites redirect, and we continue with improvements, new regions and regulatory updates.

Questions about selling courses online in Saudi Arabia

Longer than a single branch site, so we phase it.

The national layer, covering branches, licensing rules, organisation purchasing and reporting, adds work beyond a simple course shop. To get revenue flowing sooner, we usually launch one region or course line first and roll out the rest in planned waves. The exact schedule depends on the number of programmes, integrations and approvals involved, and we agree it in writing during discovery, with each phase tied to a real intake. We tell you early if an intake date is too close for the scope you want.

Tell us what the business needs. We will tell you what to build first.
