Attendance apps that apply Saudi labour rules in every region you operate.

Employee attendance app development Saudi Arabia employers can rely on starts with the rules, not the clock in button. The Labour Law sets daily and weekly hour limits, reduced hours in Ramadan, overtime premiums and weekly rest. The summer midday ban changes outdoor shifts every year. The Personal Data Protection Law governs location and biometric data. We build attendance apps that apply these rules consistently for employers with sites across several Saudi cities, and that feed payroll with hours HR has already approved.

A national employer cannot let each region keep attendance its own way. One app, one rule set and one approved record per employee is what makes payroll, audits and workforce planning hold together across the Kingdom. It also makes each region's performance comparable for the first time.

Features for a national rollout

What a Kingdom wide attendance system has to get right.

Attendance looks simple until an employer operates in Riyadh, Jeddah, the Eastern Province and smaller cities at once. Each region tends to develop its own habits: one uses fingerprint terminals, another uses paper sheets, a third trusts a WhatsApp photo from the supervisor. Hours are then reconciled by hand before payroll, and nobody can say with confidence how much overtime the company paid last quarter or why. A national system replaces those habits with shared rules while still allowing for real regional differences, such as industrial rotations in the east, seasonal peaks in the west and office hybrid policies in the capital. The features below are the foundation we build for national employers. Most are configuration rather than code, so HR can adjust them when regulations or company policy change, without waiting for a new release of the app. Dates are shown in Gregorian with the Hijri date alongside wherever staff expect it.

Explain your project
  • Labour Law rule engine

Daily and weekly hour limits, weekly rest, overtime thresholds and premiums, and Ramadan reduced hours are set as rules HR can review. Each rule carries a note of the policy or article it reflects, agreed with your legal or HR advisers, so changes are traceable. Regional exceptions are recorded in the same place.

Every region calculates hours the same lawful way.

  • Seasonal rule calendar

Ramadan hours, Eid holidays, Founding Day, National Day and the annual summer midday ban on outdoor work are set once on a national calendar. Each takes effect on the right dates for the staff it covers, without regional managers rebuilding rosters. Regional holidays or company closures can be added on top.

Seasonal changes apply everywhere on the same day.

  • Regions, entities and sites

A structure of regions, legal entities, branches and project sites lets head office see the whole Kingdom while regional managers see only their area. Policies can be national by default with regional exceptions where operations genuinely differ. New regions are added from the dashboard as you expand.

    National control with local flexibility.

  • Several ways to clock in

Phone with geofence, shared kiosk, supervisor tablet, badge terminals and offline capture all write to the same record. Each site uses the method that fits its conditions, and reports show which method produced each entry. New methods can be added later without changing the record.

Every site can join, whatever its constraints.

  • Privacy by design under the PDPL

Location is captured only at clock events, biometrics are optional and backed by an alternative, and retention periods are set per data type. Staff see a clear notice in Arabic and English explaining what is collected and why, in line with SDAIA's rules. Staff can request a copy of their own data through HR.

Attendance data collection your legal team can defend.

  • Hosting and security controls

Hosting can sit in cloud regions inside the Kingdom or on your own servers. Access, encryption, logging and backups are designed with the National Cybersecurity Authority's controls in mind, which matters when you serve government or regulated clients. Penetration testing can be arranged before launch.

Security reviews pass without last minute rework.

  • Payroll and Mudad preparation

Approved hours, overtime and unpaid absences flow into your payroll system, which then produces the wage file your company submits through Mudad for the Wage Protection System. We do not assume direct government API access; exports follow the format your payroll needs. Payroll teams see the exact hours behind every line.

Wage files start from approved, explainable hours.

  • Leave and absence workflow

Annual leave, sick leave, Hajj leave, marriage and bereavement leave, and short permissions are requested and approved in the app under the categories your policy uses. Approved leave fills the attendance calendar automatically, so an employee on leave is never counted as absent and payroll deductions only follow genuine unexplained absence. Leave balances update as soon as a request is approved.

Absence records match approved leave across every region.

  • Audit trail and corrections

Every missed punch, manual edit and approval is logged with who made it, when and why. Corrections never overwrite the original entry. If an employee raises a dispute about hours, HR can show the full history of that day in seconds. Reports can show every correction made in a pay period.

Disputes are settled with evidence, not memory.

  • National workforce reporting

Dashboards compare attendance, overtime and absence by region, entity and site, and show trends across seasons. HR planning teams can filter by role and nationality when they review staffing plans alongside their Qiwa and GOSI records. Seasonal comparisons help plan staffing for next Ramadan and summer.

Leadership sees the whole workforce in one view.

Who this is for

National employers who need one attendance record.

The employers who benefit most from a national attendance app are not always the largest. They are the ones whose staff are spread out, whose hours vary and whose payroll depends on someone reconciling many sources every month. Saudi Arabia's geography makes this common: a company headquartered in Riyadh may run branches in the Western Region, contracts in the Eastern Province and project teams in fast growing areas elsewhere. The four groups below describe where we usually start, and what the first release covers for each before the rollout widens to every region.

01

Retail, food and pharmacy networks

You run branches in many cities, each with its own opening hours, seasonal peaks and local managers. Head office wants one view of staffing and overtime, and payroll wants one approved file. We start with branch geofences, the national rule engine and regional dashboards, then add swaps, cover and seasonal hiring for the regions that need them. Regional managers can compare their branches against the national average for lateness and overtime. Branches in smaller cities join on the same rules as the big ones.

Consistency across branches is usually the first visible gain.

02

Contractors and manpower suppliers

Your workers are placed on client sites across the Kingdom, from industrial plants to government buildings, and clients approve hours before paying. We build site timesheets with client approval, offline capture for remote sites and supervisor muster, all feeding the same national payroll export and reporting. Each client sees only its own sites, while your head office sees every contract in every region side by side. Rotation calendars apply wherever your crews are placed. Client approvals follow the same steps in every city.

03

Facilities management and security firms

You deliver cleaning, maintenance and guarding services to many buildings in many cities, often with tight service levels. Clients want proof of coverage, and you need to know which contracts run short. The first release covers arrival and departure per site, supervisor checks and replacement for absences, with reports per client and per region. Patrol checkpoints for guards can be added later on the same record. Supervisor spot checks are recorded with a time and location. Replacement staff are matched from the same region first.

04

Healthcare and service operators

Hospitals, clinic groups and service operators run rotating shifts, on call duty and night work in several cities, with strict staffing ratios in some departments. We build shift rosters linked to attendance, on call recording and handover confirmations, with careful access control because staff records sit beside sensitive operational data. Department heads approve their own rosters, while HR sees the whole network. On call hours are recorded separately from worked shifts. Handover times are kept with each shift record.

How we roll out attendance across the Kingdom.

  1. 01National discoveryWe review how each region takes attendance today, the labour rules and company policies that apply, and the payroll and HR systems that must receive the data. Site teams in more than one region share photos and short clips of their clocking points during this stage.
  2. 02Rule set and data mapThe national rule set, regional exceptions and the personal data each feature collects are documented and approved by HR, legal and IT. Each data item has a stated purpose and retention period.
  3. 03Arabic first designStaff, manager and HR screens are designed in Arabic first with English alongside, plus other languages your workforce reads, and tested in more than one region. Usability tests include staff from different roles.
  4. 04Build and integrationApps, dashboards, the rule engine and payroll integration are built together, with each release tested against real data from your own sites. Integration tests use real payroll data from the pilots.
  5. 05Pilot in two regionsTwo regions with different working patterns run the app for a full payroll cycle, which tests both the shared rules and the regional exceptions. Findings from both regions shape the national rules.
  6. 06Phased national rolloutRemaining regions follow in planned waves, with regional champions trained first and head office tracking adoption site by site. Each wave starts only after the last one is stable. Champions in each region keep training going.

Questions national employers ask before building.

The Labour Law, Ramadan hours, the summer midday ban and the PDPL shape the rules.

The clock in itself is the same anywhere. What differs is what the system must do with the hours: apply Saudi limits on daily and weekly working time, reduce hours in Ramadan for the staff covered, pay overtime at the statutory premium, respect weekly rest, adjust outdoor work during the summer ban and protect personal data under Saudi law. We configure these with your HR advisers rather than guessing. The same rule set then runs in every region, so a branch in Tabuk calculates overtime exactly as one in Khobar does.
