Event apps for organisers running permitted events across the Kingdom.

Codeeo offers event management app development Saudi Arabia organisers can roll out from one city to many. We build ticketing, registration, accreditation, exhibitor tools, staff apps and organiser dashboards that fit how the Saudi events sector is regulated and paid for: entertainment permits from the General Entertainment Authority, conference and exhibition licences from the Saudi Conventions and Exhibitions General Authority, mada and STC Bank at checkout, Nafath for verified identity and ZATCA e-invoicing behind every corporate sale.

The sector has grown fast under Vision 2030 and its Quality of Life Program, and many organisers now run the same format in Riyadh, Jeddah, the Eastern Province and destinations such as AlUla. One app, configured per city, is easier to run than a different tool for each event.

Built for
Event companies, exhibition organisers, venue groups, seasonal programme operators and corporate event teams working in more than one Saudi city.
Typical timeline
We agree a first city or first event in discovery, then plan each further city as its own release with dates written into the scope.
What you own
Source code, app store accounts, attendee and ticket data, organiser dashboards and integrations, all registered to your Saudi entity.

What the app can include

A platform that fits the Saudi rules and payment rails.

Running events nationally brings problems a single venue app never meets. Each event needs the right permit, and the regulator differs by event type: the General Entertainment Authority covers concerts, shows and entertainment events, the Saudi Conventions and Exhibitions General Authority covers conferences and exhibitions, and municipalities issue site permits through Balady. Payments must work with mada, the national debit network, and with the STC Bank app and Apple Pay. Corporate buyers expect ZATCA compliant electronic invoices. Attendee data falls under the Personal Data Protection Law, supervised by SDAIA, and government clients apply National Cybersecurity Authority controls to anything they use. On top of that sit regional differences: the audience at a winter event in AlUla is not the audience at a Dammam trade fair. The capabilities below are designed for a multi city operator, with shared foundations and settings that change per event and per city.

Explain your project
  • Multi city event catalogue

One app listing events across cities, filtered by location, date and category, with each event carrying its own venue, capacity, pricing rules and content. Organisers add a new city by configuring it in the dashboard rather than releasing a new app, and visitors who attended in one city are told about the format when it arrives in theirs.

New cities launched by configuration, not rebuilds.

  • Permit aware event setup

Each event record holds its permit or licence reference, permitted capacity, approved dates and any content conditions. Ticket sales stop at the permitted capacity and outside approved dates. This keeps commercial teams from overselling and gives your compliance lead one place to check that what is on sale matches what was approved. If a regulator later changes a condition, the update is made once on the event record and applies everywhere it is sold.

Sales always match what the permit allows.

  • Verified identity with Nafath

For events where attendees must be verified, such as government forums, high demand releases or age limited events, citizens and residents can confirm identity through Nafath where your use case and approvals allow it. Visitors from abroad use passport details instead. Verified tickets can be tied to a named person to reduce resale.

Named, verified tickets where the event calls for them.

  • National payments and invoicing

mada, Apple Pay, STC Bank, international cards and SADAD bill payment for corporate or group purchases, through payment providers licensed by SAMA. Corporate sales generate ZATCA compliant e-invoices through your billing or ERP system, and refunds follow the rules you set per event.

Every buyer can pay, and every invoice is compliant.

  • Registration and accreditation engine

Configurable forms per event for visitors, delegates, media, speakers, exhibitors and staff, with approval queues and QR badges. The same engine runs a two day conference in Riyadh and a regional roadshow across five cities, keeping each attendee's history across all of them.

One registration system for every event you run.

  • Staff and contractor app

Gate scanning that works offline, shift rosters, task lists and incident reporting for ushers, security and contractors hired locally in each city. Supervisors see entry counts and open incidents per site, and head office sees all active events on one screen.

Head office sees every live site at once.

  • Arabic first content management

Content written and approved in Arabic first, with English and other languages managed alongside. Editors publish event pages, schedules and alerts per city and per audience, with review steps so content checked against permit conditions is what goes live.

Correct content in every language, approved before it goes out.

  • Sponsor and partner reporting

Sponsor placements, activation scans, session attendance and impressions reported per event and per city. National sponsors that back a whole touring format see results across every stop, which makes renewals easier to argue.

Sponsors see what their national deal delivered.

  • Data residency and security controls

Role based access, audit logs, encryption and hosting location agreed with you, with options for hosting in the Kingdom where your clients or data classification require it. For government and semi government clients we align controls with the NCA frameworks their security teams apply.

An app your largest clients' security teams will approve.

  • Organiser analytics across events

Ticket sales, attendance, no shows, demographics shared with consent and order volumes, compared across cities and editions. Data can feed Power BI or your CRM so commercial teams decide where to take a format next based on what each city actually bought.

Expansion decisions backed by your own data.

Who this is for

Four kinds of national operators we build for.

A national event app is a different product from a single venue app. The organisations below operate across several cities or serve clients who do, and they need shared foundations with local settings. Each starts in a different place, and we plan the rollout to match how they grow. For single city operators, our city pages describe a more focused approach. Whatever the starting point, the first question in discovery is the same: which cities and event types must the platform handle in its first two seasons, and which can wait until the format proves itself.

01

Event companies running touring formats

You take a concert series, a family show, a food festival or a sports experience from Riyadh to Jeddah, Dammam and beyond. Each stop needs its own permit, venue, capacity and local staff, but the brand, audience and app should stay the same. We build one app with city configuration so each stop is set up by your operations team, and your audience list grows with every city you visit. Local contractors in each city get their own staff logins for the length of the stop, and those logins expire when the tour moves on.

Each stop still needs its own General Entertainment Authority permit and municipal site approval.

02

Exhibition and conference organisers

You run trade shows and conferences in several cities, sometimes as regional editions of one brand. You need exhibitor portals, delegate registration, matchmaking and lead capture that carry from one edition to the next. We build these once, with SCEGA licence details stored per event, so the commercial team sells to exhibitors with a record of their past participation across cities.

03

Venue groups and destination operators

You operate venues in more than one city, or run a destination where visitors book events, dining and experiences together, as in AlUla's winter programmes or coastal resorts. We build a visitor app that combines event tickets, table reservations, transport and itineraries, with each venue managing its own inventory under one brand. Visitors build a trip itinerary in the app, so a weekend of concerts, dinners and tours sits on one screen with times, locations and booking references.

04

Corporate and government event departments

Large companies and public bodies run internal and invitation only events across their regional offices, from leadership forums to employee days. These need invitation control, verified attendance, private agendas and strict data handling. We build a private app with roles and hosting agreed with your IT and security teams, reused for every event in the annual calendar.

Security requirements are confirmed with your security team before build starts.

Six steps from one city to a national rollout.

  1. 01National discoveryWe map your event types, regulators, payment flows, invoicing and the cities you plan to enter, then agree which city and event go first.
  2. 02Shared foundationsAccounts, payments, registration, content management and security are designed once, so every later city uses the same core.
  3. 03First city releaseThe app launches for the first event with full gate rehearsal and live support, and we record what needs to change before the next city.
  4. 04City configurationEach new city gets venues, staff, local content and payment settings configured in the dashboard, with any city specific features added as small releases.
  5. 05Compliance reviewData handling, invoicing and access controls are reviewed with your compliance and security leads as the platform grows across cities and clients.
  6. 06National reporting and improvementCross city analytics guide which features to build next and where to take each format, with releases planned around the Saudi event calendar.

Technology

What we build this with.

We choose the stack for national scale: high traffic at ticket release, offline scanning in crowded venues, Saudi payment providers and hosting that meets your data requirements. Everything is documented so the platform can outlive any single supplier. Load testing before each major on sale moment is part of every release plan.

Questions national organisers ask before building.

Its regulators, payment rails and Arabic first audience.

Events in the Kingdom are licensed by different authorities depending on type, payments run through mada and local wallets, corporate sales need ZATCA e-invoices and attendee data falls under the PDPL. The audience expects Arabic first design. An app imported from another market usually needs heavy changes in all of these areas, so we design for them from the first sprint rather than adapting later. Weekends, prayer times and the Hijri calendar also shape when events run and when notifications should go out, which the dashboard takes into account.
