Fitness apps for operators growing across the Kingdom.

Codeeo delivers fitness app development in Saudi Arabia for gym chains, women's fitness brands, studio groups, coaching platforms and corporate wellness providers. We build member apps, coach apps and operator dashboards that handle licensed facilities in several regions, Arabic first interfaces, Saudi payment rails and the personal data rules set by SDAIA. The aim is one product that works the same in Riyadh, Jeddah, the Eastern Province and the growing secondary cities.

Sport and physical activity sit inside the Quality of Life Program under Vision 2030, and private gyms now operate within a formal licensing system run by the Ministry of Sport. A national fitness app has to respect that structure from the first release. That means licence records, localisation data and privacy controls are part of the design, not an afterthought.

National capabilities

What a fitness app needs to operate across Saudi Arabia.

Running fitness at national scale in the Kingdom is a different problem from running one club. Facilities are licensed individually through the Ministry of Sport's Nafis platform, men's and women's facilities often run as separate operations, and members expect to pay with mada and local wallets, sign in with familiar Saudi identity tools and read everything in Arabic first. Regional differences in climate, working hours and weekend habits change when people train.

On top of that, member health data is personal data under the Personal Data Protection Law, and larger operators increasingly face cybersecurity expectations from the National Cybersecurity Authority. These are the capabilities we build into national fitness platforms, in the order most networks need them. Not every operator needs all ten on day one, and discovery is where the first release is narrowed down.

Explain your project
  • Multi region branch network

Branches grouped by region and city, each with its own timetable, staff, opening hours and facility licence reference. Members hold one national account and can be given access to a single club, a city, a region or the whole network, depending on their plan. Regional managers see only their own branches.

A network that grows city by city without rebuilding the app.

  • Licence and compliance records

The operator dashboard stores each facility's licence details, renewal dates and required staff certifications, and alerts managers before anything lapses. Staff rosters can report Saudi and non Saudi roles to support localisation reporting required by the Ministry of Human Resources and Social Development. Branch documents are stored in one secure place.

Compliance information lives in one place instead of branch folders.

  • Saudi payments and invoicing

mada, Visa, Mastercard, Apple Pay and STC Bank through a gateway licensed by SAMA, with recurring billing for memberships. Instalment options from Tabby or Tamara can suit annual plans. Every transaction produces a VAT invoice that fits ZATCA's Fatoora e-invoicing requirements. Failed renewals follow grace rules you control.

Members pay the way they already pay everywhere else.

  • Identity and sign up

Phone number sign up with one time codes for everyday members, and Nafath verification where a confirmed identity is needed, such as corporate accounts or age restricted programmes. Gender and facility eligibility are recorded once and applied across the network. Duplicate accounts are merged when members move cities.

Fast registration with stronger checks only where they are justified.

  • Arabic first content system

Class names, workout instructions, push messages and legal text are managed in Arabic and English from the dashboard. Layouts are designed right to left first, and dates can show in both Hijri and Gregorian so Ramadan schedules and membership renewals are clear to every member.

Content teams update the app without a release.

  • Women's fitness operations

Separate facilities, female only staff permissions for sensitive records, private progress photos and carefully reviewed imagery. Ladies brands can run as their own app or as a separate experience inside a shared platform, with reporting kept apart where your policy requires. Female coaches can be shown first where members prefer.

Women's operations scale with the privacy members expect.

  • Coach platform and PT sales

Personal trainer app development in Saudi Arabia at chain level means hundreds of coaches across regions. Each coach gets a calendar, client list, session packs, commission view and workout builder, and head office sees PT revenue by branch, region and coach. Targets and leaderboards help regional managers coach their own teams.

Personal training becomes a measurable national revenue line.

  • Digital workouts and programmes

Workout app development in Saudi Arabia often extends gym brands to members in cities with no branch yet. On demand video, coach assigned plans and live classes create a paid digital tier that can come before a physical opening in a new city. Live classes can be streamed from a flagship studio to members anywhere.

Demand in new cities is proven before a lease is signed.

  • Tracking and wearables

Fitness tracking app development in Saudi Arabia draws on Apple Health, Google Health Connect and popular wearables. Members see visits, workouts, steps and heart rate together, and national challenges can run between branches or cities. Data sources are listed clearly, and members can disconnect any of them in settings. Coaches see only the data a member chooses to share with them.

    Members stay engaged between visits.

  • Head office analytics

Revenue, churn, renewals, class fill, coach utilisation and digital tier usage, filtered by region, city, branch and gender of facility. Data can feed your existing BI tools so finance and operations work from the same numbers. Scheduled reports reach regional managers every week. Branch managers see a scoped version of the same dashboards.

National decisions made on one set of figures.

Who this is for

Four national fitness businesses we build for.

Saudi fitness is no longer only a Riyadh and Jeddah story. Licensed gyms and sports centres now operate across many regions, community sport is promoted by the Saudi Sports for All Federation, and digital coaching reaches cities that have few gyms. The businesses that commission national apps tend to fall into four groups, each with a different first priority. We usually confirm in the first meeting which group you belong to, because it decides where the budget goes first.

01

A gym chain expanding beyond its home city

You already run clubs in one or two major cities and plan new regions. The app must support new branches without code changes, carry a licence record for each facility and handle members who travel between cities for work. We build the network model first, then booking, payments and coach tools on top, so opening in Abha or Tabuk is a dashboard task rather than a development project. Members relocating for work can move their membership to a branch in another city from the app, with any price difference handled automatically.

We plan the data model for twice your current branch count.

02

A women's fitness brand

Ladies only gyms have grown quickly since licences for women's facilities were introduced. A national women's brand needs strict privacy, female only administration for sensitive data, content suited to its members and programmes for different life stages. We build these as core rules rather than settings that a busy manager might switch off by mistake. We also plan for family and guardian accounts, since many memberships are paid for by a relative. Branch managers can publish women only events and classes without involving head office each time.

03

A digital coaching or workout platform

Online coaches and workout apps sell across the whole Kingdom without facilities. The product is the programme: plans, video, nutrition guidance, check ins and subscriptions. We focus on onboarding, retention features and payment flows that work with Saudi cards and wallets, plus App Store and Google Play subscriptions where that suits your model. Community features, such as group challenges and progress sharing, are kept optional and private by default. Free trial flows and win back offers are configured in the dashboard.

Store subscription rules affect how in app purchases are priced.

04

A corporate wellness provider

Employers across the Kingdom buy wellness for staff in several cities at once. The platform needs company onboarding, eligibility checks, partner gym networks, challenges and anonymised reporting. We keep individual health data away from employers by design, and support invoicing per company and per region. Partner gyms in different regions can check employees in with the same app, and you settle usage with each gym from one report. Usage by region helps you decide where to sign new partner gyms.

How we take a national fitness app from plan to rollout.

  1. 01Network and compliance discoveryWe map your regions, facility licences, membership types, payment flows and data obligations, and meet head office and two or three branch teams. Compliance owners and finance are included early, because their requirements shape the data model more than any screen does.
  2. 02Platform scope and rollout planThe first release, the regions that follow and the integrations required are written into one scope with dates agreed by both sides. Regions left for later waves are still modelled now, so adding them never forces a rebuild.
  3. 03Arabic first product designMember, coach and dashboard designs are made right to left first, tested with members from more than one region and refined before build. Feedback from Riyadh, Jeddah and Eastern Province members often differs, and the design has to work for all of them.
  4. 04Platform build and securityApps, APIs and dashboards are built with role based access, encryption, audit logs and hosting decisions documented for your security review. Your security team receives the documentation before the first release, not after.
  5. 05Pilot regionOne city or region goes live first. Staff training, store launch, support processes and fixes are proven there before wider release. Support volumes and app store ratings are watched closely so problems are fixed before the next wave.
  6. 06Regional rolloutRemaining regions go live in waves, and a regular release cycle adds features based on usage data from across the network. Each wave has its own go live checklist, owner and communication plan agreed with regional managers.

Technology

What we build this with.

Cross platform member and coach apps in Flutter or React Native, an API layer that scales with your branch count, and cloud hosting chosen with your security team, including in Kingdom hosting where your data policy calls for it. Integrations with access control, ERP and BI tools use documented APIs so your own team can maintain them later.

Questions national fitness operators ask before they build.

Personal data, payments, invoicing and your facilities' licensing.

The PDPL, enforced by SDAIA, governs member data, including health measurements. Payments go through a SAMA licensed gateway, and VAT invoices must fit ZATCA e-invoicing. Facilities themselves are licensed by the Ministry of Sport, so the app should reflect each branch's licensed status. We are not your legal adviser, so we work alongside your counsel on the final wording. Consent screens, privacy notices and retention periods are designed into the product, so members understand what is stored and for how long, and your team can answer a data request without searching several systems.
