Grocery online stores that meet Saudi rules and grow from one city to many.

Codeeo offers grocery ecommerce website development Saudi Arabia retailers use to sell food and household goods online under national rules. We build Arabic first stores with weighed pricing, delivery windows, branch and warehouse stock, mada and Apple Pay checkout and VAT invoices that follow ZATCA's Fatoora requirements. The same platform launches in one city and extends to the next by adding zones, branches and price lists, not by building a new site.

Saudi grocers sell across very different regions: the capital, the Western Region with Makkah and Madinah close by, the Eastern Province and smaller cities in between. One store has to obey one set of national laws while respecting local prices, delivery patterns and seasons. That balance between national control and local detail is what we design for.

Built for
Hypermarket and supermarket groups, regional chains entering new cities, online only grocers and food brands selling direct across the Kingdom.
Typical timeline
We agree timing after discovery, once the launch city, catalogue, ERP connection, payment setup and rollout order are confirmed; every release date is written into the plan before design work begins.
What you own
The storefront and its source code, national catalogue and regional price lists, customer and order data, and all hosting, domain, gateway and courier accounts, held by your company.

Platform capabilities

What a Saudi grocery store needs to run in more than one region.

A grocery website in Saudi Arabia sits on top of several national systems. Payments run through SAMA licensed providers and the mada network. Tax invoices fall under ZATCA's e-invoicing rules. Customer data is covered by the Personal Data Protection Law, which SDAIA oversees. Food labelling follows SFDA. Online selling itself is governed by the e-commerce law and the Ministry of Commerce.

On top of that sits the commercial reality of a multi region grocer: different prices in different cities, warehouses and dark stores alongside branches, and seasons that hit regions differently, such as Ramadan everywhere and the Hajj and Umrah peaks in the west. These are the capabilities we build for that picture, most of them configured per city so that a new launch reuses what already works.

Explain your project
  • Regional catalogue and price lists

One master catalogue, with availability and prices set per region, city or branch. A product launched only in the Eastern Province stays hidden in Riyadh, and a promotion can run nationally or in a single city from the same admin.

    National control with local pricing.

  • National address at checkout

Customers enter their short national address or drop a map pin, and the store resolves the city, district and zone. Courier labels and rider instructions carry the structured address, which reduces failed deliveries in districts with similar street names. Saved addresses are stored per customer so repeat orders need only a tap.

Addresses that drivers and couriers can find.

  • Branch, warehouse and dark store fulfilment

Orders are routed to the right source for each address: a branch, a regional warehouse or a dark store. Rules decide what happens when a source runs short, and every source works from the same picking and packing screens. New sources are added through the admin as you open them.

Each order picked from the place best able to fill it.

  • Fatoora ready invoicing

Invoices and credit notes carry VAT and the data your ZATCA Fatoora integration needs, in Arabic with English where you want it. Refunds for missing or weighed items generate the matching credit note so tax records stay correct.

Tax documents that match every change to an order.

  • Saudi payment mix

mada and international cards through a SAMA licensed gateway, Apple Pay, STC Bank (formerly STC Pay) where your provider supports it, and Tabby or Tamara for larger baskets if your agreements allow. Cash on delivery can stay where your operations support it. Each method can be switched on or off by city.

The payment methods Saudi shoppers expect.

  • Weighed goods and authorise then capture

Fresh produce, meat and fish are sold by estimated weight. The gateway authorises the estimate plus a margin and captures the final amount after picking, where your acquirer supports it, with a clear receipt showing both figures.

Honest pricing for loose items in every city.

  • Arabic first content management

Right to left layouts, Arabic product names and descriptions as the primary content, and English as a full second language. Category managers in each region edit content, banners and bundles in their own sections without touching other regions.

Regional teams run their own pages safely.

  • Label and product compliance fields

Structured fields for ingredients, allergens, origin, halal status and storage, shown in Arabic as SFDA labelling requires, with English alongside. Missing fields block a product from going live, so incomplete imports do not reach shoppers.

Product pages that match the pack.

  • Seasonal operating modes

Ramadan schedules with night windows, Eid gifting, back to school bundles and Hajj season capacity in the Western Region are set up as modes that switch on per city, with their own slots, homepage content and delivery limits.

Each region ready for its own busy weeks.

  • Substitutions and customer messaging

Shoppers set a substitution preference per item. Pickers in every city see the same instructions, and customers approve swaps by SMS or WhatsApp message before dispatch. Messages are sent in the customer's chosen language and logged against the order for support teams.

Fewer refunds and complaints across every region.

Who this is for

Grocers across the Kingdom we build stores for.

The Saudi grocery trade includes national hypermarket groups, strong regional chains that dominate one area, thousands of independent baqalas, and newer online only grocers and food brands. Grocery online store development Saudi Arabia businesses ask for differs most by how many regions they serve and where their stock lives. A single region chain needs depth in one market; a national group needs governance across many; an online only grocer needs speed and capacity control above everything else; a food brand needs reach beyond the cities where it has its own vans.

01

A national or multi region chain

You run branches and warehouses in several regions and want one online store under one brand. We build the master catalogue with regional price lists, route orders to the right branch or warehouse and give each region its own content managers. Regional teams can add local favourites to the catalogue without waiting for head office. Head office sees the whole Kingdom on one dashboard, and each region keeps control of its own promotions and seasonal modes.

Rollout order is agreed city by city.

02

A regional chain entering a new city

You are strong in one region and opening in another. The store lets you launch online before or alongside your first branches in the new city, test demand by district from a dark store, and keep separate prices while you learn the market. Your existing customers keep one account across both regions. Regional marketing can then promote the online store in the new city before the first branch opens.

03

An online only grocer

You fulfil from dark stores or a central warehouse and compete on speed or range. We build fast mobile web browsing, slot logic tied to rider capacity, substitutions and reorder lists, and the reporting you need to decide which city to open next. Fulfilment rules are written so a new dark store can be added without code changes.

Dark store capacity drives the slot engine.

04

A food brand selling direct

You produce dates, coffee, honey, dairy or packaged foods and want to sell directly to households nationwide. Shelf stable lines ship by courier anywhere in the Kingdom, chilled lines go to cities where you have cold delivery, and corporate gifting runs alongside retail orders on the same platform. Brand pages, recipes and product stories sit beside the shop, helping customers who do not know your range yet.

From first city to national rollout.

  1. 01Discovery and rollout planWorkshops in person in Riyadh or by video call for other cities cover your regions, stock sources, ERP, payment setup and the order in which cities go live.
  2. 02Compliance and accountsWe list what the store must show and do under the e-commerce law, PDPL, Fatoora and SFDA labelling, and set up gateway, courier and hosting accounts in your name, so nothing important depends on our accounts.
  3. 03Catalogue and regional dataMaster product data is cleaned in Arabic and English, regional prices and availability are loaded, and missing label fields are flagged for your category teams.
  4. 04Design and buildArabic first, right to left store design, checkout, fulfilment routing and admin are built and reviewed in short cycles with your head office and one regional team.
  5. 05Launch in the first cityOne city goes live with real customers. Pickers, riders and support report issues, and we tune slots, substitutions and packing before the next city.
  6. 06City by city expansionEach new city adds zones, fulfilment sources, prices and seasonal modes on the same platform, with a review of results from the cities already live and a short list of fixes carried into the next launch.

Technology

Questions Saudi grocers ask before building a national store.

Five areas: e-commerce, data protection, tax, payments and food labelling.

The e-commerce law sets seller disclosure, terms and return rules, and you complete registering the online store with the Ministry of Commerce. The PDPL, overseen by SDAIA, governs customer data. ZATCA's Fatoora rules shape invoices and credit notes. SAMA licenses the payment providers you connect to, and SFDA sets the Arabic labelling rules your product pages reflect. Your legal adviser confirms how cancellation rights apply to fresh food. Where your company is subject to NCA cybersecurity controls, we map hosting, logging and admin access to them.
