HR apps for Dammam contractors, plants and manpower firms with documents to keep current.

Our HR management app development Dammam work centres on employers whose people live in camps, rotate between client sites and carry a stack of certificates that must never lapse. We build apps for industrial manufacturers, oil and gas service contractors and manpower suppliers across Dammam, Khobar, Dhahran and Jubail that keep every employee file, training card, Qiwa task and leave request in one system. Supervisors raise requests for workers on a shared tablet, and HR sees who is ready to mobilise tomorrow.

This is the HR record behind the workforce, not the clock in system or the payroll run. Attendance, payroll and recruitment are covered on their own pages; this app is the file each of them relies on.

What the app can include

Built for crews, certificates and client site rules.

In the Eastern Province, an HR file is often the thing standing between a worker and a site gate. Operators in Jubail and Ras Tanura expect contractors to prove that each person has a valid iqama, the right safety induction, a current medical fitness record and the trade certificates the job demands. Manpower suppliers second staff to several clients at once. Plants in the Dammam industrial cities employ many nationalities, and many workers rarely sit at a desk. An HR app here needs to treat documents as the centre of the record, work for people who share a device or use a basic phone, and give HR a clear answer to one question every evening: who is cleared to work where tomorrow. The features below are the usual starting set, ordered in discovery by the cost of a missed expiry on your sites.

Explain your project
  • Mobilisation file per project

Each client project lists the documents a worker needs before going to site. The app checks every assigned employee against that list and shows who is complete, who is missing a card and who has something expiring before the job ends. Planners can swap a person out in one tap and see the effect straight away.

Crews mobilise without being turned back at the gate.

  • Certificate and training expiry

Safety inductions, H2S and confined space training, crane and rigging cards, heavy vehicle licences and trade tests, each with an expiry date and a scanned copy. Alerts go to the worker's supervisor and the training coordinator early enough to book a renewal course. Training providers' certificates can be uploaded by the coordinator in bulk after each course.

Renewals booked before a card lapses, not after.

  • Secondment records for manpower suppliers

Workers supplied to client companies carry the client, site, start date, expected release and the agreement they work under. When a secondment ends, HR is prompted to reassign the person or start the next step.

Every supplied worker is accounted for, by client and site.

  • Camp and accommodation register

Rooms and beds across company camps in Dammam or Jubail, linked to each employee, with move in and move out dates. Camp bosses see arrivals planned for the week, and HR sees who is housed and who receives an allowance instead. Vacant beds show at a glance.

Camp occupancy matches the live workforce.

  • Supervisor tablet for requests

Many workers do not use a company app themselves. A supervisor signs in on a shared tablet, selects the worker and submits leave, letter or document requests on their behalf, with the worker confirming by a PIN of their own. The tablet logs out automatically between workers.

Workers without smartphones still reach HR properly.

  • Requests in the languages crews read

Arabic and English by default, with key screens and notifications also available in languages such as Urdu, Hindi, Bengali or Tagalog where your workforce needs them. HR writes in one language and approved translations appear for each worker.

Workers understand what they are agreeing to.

  • Vacation, tickets and re entry

Annual vacation requests with the ticket entitlement in the contract, the replacement arranged for the site and the exit and re entry task for HR to complete in the official channel. Return dates are watched, and late returns alert the supervisor. Rotational staff see their next vacation window in the app.

Vacations planned without leaving a site short.

  • Work permit and transfer tasks

Work permit renewals, contract documentation and employee transfers handled in Qiwa appear as tasks with owners and due dates. HR records the outcome and the app stores the evidence, so audits by a client or a ministry inspector find a complete trail.

Qiwa obligations tracked to completion for each worker.

  • Work injury notification checklist

When an injury happens on site, the app opens a checklist for the safety officer and HR: incident details, medical referral, GOSI occupational hazard notification and return to work clearance. Medical detail is visible only to authorised roles. Repeat incidents on the same site show up in a simple report for the safety manager.

Injury cases handled correctly and kept confidential.

  • Causeway and cross border travel

Some Khobar and Dammam staff travel to Bahrain over the King Fahd Causeway for work or family. The app records approved business trips abroad, the vehicle or permit details HR needs and the expected return, and keeps re entry status visible to the line manager while the employee is away.

Short trips abroad are approved and visible, not informal.

Who this is for

Eastern Province employers we usually build for.

The Eastern Province workforce is shaped by industry: plants that run all year, contractors that grow and shrink with project awards, and suppliers who place people with other companies. Head offices in Khobar sit alongside all of them. Each needs a different first release, and getting that order right matters more than the length of the feature list. Many firms fit more than one description, and the app can serve site crews and office staff together under one HR policy set.

01

Oil and gas service contractors

Contractors working for operators in Dhahran, Abqaiq or Ras Tanura live by site access rules. Their first release usually covers the mobilisation file, certificate expiry and secondment records, so the planning team can answer a client's crew request with names that are definitely cleared. Every record is ready to share in the format the client's contractor management team asks for.

Start with the documents the gate checks.

02

Manufacturers in the industrial cities

Plants in Dammam's industrial cities and in Jubail employ engineers, operators and labourers on long contracts. HR spends much of its time on vacations, tickets, re entry and letters. We start with those requests, run through supervisor tablets on the plant floor, then add training records and the camp register. Plant shift leaders approve requests for their own crews, while HR handles anything touching contracts.

03

Licensed manpower supply companies

Suppliers placing workers with several client companies need to know at any moment who is placed where, on which agreement and until when. The app records each secondment, flags people about to come off a placement and keeps the documents each client asks for ready to send. Licensing for this work stays your responsibility; the app keeps the records it depends on. Client invoices can draw on the same placement records.

04

Head offices and retail groups in Khobar

Not every Eastern Province employer runs a site. Khobar is home to company head offices, retail chains and service firms whose staff need a clean self service app for leave, letters and documents. For these, the first release looks more like a modern office HR app, with branch level structure added for shops spread across Dammam, Khobar and Dhahran. Area managers approve for their own branches.

Office and branch staff, not just site crews.

Six stages from first call to a working HR app for Dammam.

  1. 01Video discovery with HR and operationsWe hold discovery by video call with HR, the planning team and site supervisors, and collect your document matrix, contracts and the forms clients ask for at mobilisation.
  2. 02Document matrix and data modelEvery certificate, licence and permit is listed with who needs it, which client requires it and how long it lasts, so the system can judge readiness for each site.
  3. 03Design for shared and basic devicesSupervisor tablet flows, large touch targets and translated screens are designed first, then the office self service views and the HR portal.
  4. 04Build in focused releasesThe mobilisation file and expiry alerts usually ship first, followed by vacations, camp records and Qiwa task tracking, each reviewed with your team on video.
  5. 05Data import and site pilotExisting records and scanned certificates are imported and checked, then one project or plant pilots the app while HR compares its readiness list with the old spreadsheet.
  6. 06Rollout and continuous updatesSupervisors are trained through short recorded videos, and we stay on to add document types and client requirements as your contracts change.

Technology

What we build this with.

A Flutter app for workers and supervisors that keeps working on weak site connections, a React or Next.js HR portal and a Laravel or Node backend, hosted in a Saudi cloud region where your clients or policy require it. Scanned certificates are stored with their metadata so search works across thousands of files.

Questions Eastern Province employers ask about HR apps.

It depends on document types, entities and integrations; dates are fixed after discovery.

The size of your document matrix is often the largest factor, because each certificate type brings its own rules and client requirements. The number of entities, camps, languages and connected systems such as payroll or ERP matter too. A first release focused on the mobilisation file and expiry alerts is much smaller than one covering every HR process, and we plan it around your next big mobilisation where possible. Where a client deadline is fixed, we trim the first release to meet it and move the rest into the next.
