National freight platforms that link ports, rail and truck fleets across the Kingdom.

Codeeo provides logistics app development Saudi Arabia carriers, forwarders and large shippers use to run freight between regions. We build transport management apps, carrier and shipper portals, driver apps and fleet systems that connect the Red Sea and Gulf ports, the rail corridors and the highway network, and that fit national requirements for transport documents, e-invoicing, data protection and identity.

Moving freight across the Kingdom means distances measured in days, several regulators, and partners in every region. A national platform gives head office one consistent picture of every load, while each branch keeps the local detail it needs. That balance between national control and regional flexibility is what most of our planning time goes into.

What the platform can include

Capabilities for a freight network that spans the Kingdom.

Saudi freight runs on a few long corridors: Jeddah to Riyadh across the centre, Dammam to Riyadh by road and rail, routes north towards Jordan and south towards Jizan, and coastal lanes on both seas. National operators must issue electronic transport documents for road shipments, invoice in line with ZATCA, protect personal data under the PDPL and often meet cybersecurity expectations from government and large corporate customers. They also manage branches that work in different ways. A national logistics platform has to respect all of this without becoming impossible to use for a driver in Tabuk or a planner in Al Ahsa. The capabilities below are the building blocks we combine for national clients. The first phase normally covers the corridors that carry most of your volume.

Explain your project
  • Multi region transport management

One system holds orders, loads, trips and assets for every branch, with regional teams seeing their own work and head office seeing the whole network. Shared master data for customers, lanes and vehicles stops each region from keeping its own conflicting records. Transfers of trucks and drivers between regions for seasonal peaks are recorded too, so costs land in the right branch.

One version of the truth across every region.

  • Electronic transport documents

Road shipments in the Kingdom need electronic transport documents issued through Transport General Authority platforms. The app stores each document reference on its trip, checks that one exists before departure where required, and keeps the record available for inspections and customer queries.

No truck leaves without its required document reference.

  • Carrier network and load matching

Licensed partner carriers and owner operators register, upload their documents and receive offered loads by lane and vehicle type. Acceptance, assignment and status updates happen in the same app your own drivers use, with ratings based on actual performance. Expired partner documents automatically pause new offers until they are renewed.

Capacity in any region without losing control of service.

  • Secure sign in with Nafath

Where your use case and approvals allow it, partner carriers, drivers and business users can verify their identity through Nafath, the national single sign on, instead of separate passwords. Identity checks for onboarding become faster and easier to evidence.

Verified users and fewer forgotten passwords.

  • Customs and port milestones

For import and export freight, the platform records milestones from Mawani ports on both coasts and from customs clearance through FASAH, entered by staff or fed from systems you can legitimately access, so shippers see clearance and onward trucking together.

International freight tracked through to the final door.

  • National shipment visibility

Shippers follow loads across regions on one timeline, with milestones for collection, corridor progress, rail legs, border crossings and delivery. Status wording is consistent from Jeddah to Hafr Al Batin, in Arabic and English.

Customers see their whole supply chain, not a city at a time.

  • Fleet compliance across branches

Vehicle registrations, operating cards, inspections, insurance and driver licences are tracked centrally with expiry alerts sent to the responsible branch. Head office sees compliance risk for the whole fleet in one view before an audit finds it.

Fewer vehicles stopped or idle for paperwork reasons.

  • Payments for smaller shippers

Contract customers are invoiced through your accounting system with ZATCA e-invoicing. For smaller shippers booking ad hoc loads, the app can take payment by mada cards, Apple Pay or SADAD bill references through a licensed payment provider.

Faster cash collection from occasional customers.

  • Network performance analytics

Corridor transit times, empty running, asset utilisation, carrier performance and delivery reliability by region help leadership decide where to add capacity, open a branch or change a partner, based on data from the trips themselves.

Network decisions backed by evidence from live operations.

  • Data protection and residency controls

Personal data of drivers and customer staff is handled in line with the PDPL and SDAIA guidance, with role based access, audit logs and hosting in a location agreed during discovery. Cybersecurity design can follow National Cybersecurity Authority controls where your customers expect it.

A platform that passes customer security reviews.

Who this is for

Four national freight situations we often meet.

Vision 2030 and the National Transport and Logistics Strategy have pushed Saudi freight towards digital records, better port and rail connections and more private investment. That brings new competitors, new customer expectations and new compliance work. Companies come to us from very different points: some are national groups replacing old software, others are young freight marketplaces building their first platform, and some are shippers who want more control over the carriers they use. Our team includes people in Riyadh, where head office workshops can run in person; regional branches join discovery and reviews by video call. Drivers from several regions test the app before launch, because habits on the northern routes differ from those on the coasts.

01

National trucking groups replacing legacy tools

Each region may run its own spreadsheet, tracker or outdated system, and head office reconciles them by hand. We plan a single platform and move branches across one at a time, starting with the corridor that causes most pain, while keeping historic data available for reporting and customer disputes. Branch managers are trained on the new platform before their region switches over, so dispatch keeps running on the first morning.

Branch by branch migration keeps the business running.

02

Digital freight marketplaces

You connect shippers with licensed carriers and owner operators across the Kingdom. The platform needs onboarding with document checks, load posting and matching, tracking, ratings, payments and dispute handling, built to grow as more carriers join and new regions open. Fraud checks, such as matching vehicle plates against registered documents, protect shippers from carriers who are not who they claim to be.

Carrier onboarding quality sets the tone for shippers.

03

Forwarders with port and inland operations

You handle freight from Jeddah, Dammam and smaller ports through customs and onward to customers anywhere in the country. The platform joins port, customs, rail and truck milestones into one shipment and gives each customer a portal branded as yours. Rail legs on the freight lines between the Gulf coast and Riyadh can sit inside the same shipment as the trucking at either end.

Customers judge you on the inland leg as much as the sea leg.

04

Large shippers managing many carriers

Retailers, manufacturers and distributors that contract several carriers across regions want one place to tender loads, track delivery and compare performance. A shipper side platform gives procurement facts for rate negotiations and service reviews with each carrier. Carriers can update status in a light partner app, so you do not depend on each one adopting a full system of its own.

Consistent carrier data makes reviews fair.

How a national logistics platform is planned and rolled out.

  1. 01Network discoveryHead office sessions in Riyadh, or by video call, plus regional interviews map corridors, branches, partners, documents and every system the platform must replace or connect to.
  2. 02Compliance and data designTransport documents, e-invoicing, personal data, identity and security requirements are designed into the data model and permissions before screens are drawn.
  3. 03Phased product planWe agree which regions, users and modules come first, which follow, and how each phase will be accepted, so investment matches proven results.
  4. 04Build, integrate and testMobile apps, web consoles and integrations are built in sprints with regular demos, plus load testing that reflects national volumes at peak periods such as Ramadan and Hajj season.
  5. 05Pilot corridorOne corridor or region runs live first. Its data and feedback refine the platform before branches with different working habits adopt it.
  6. 06National rollout and evolutionRemaining regions join in waves with training for each branch, then continuous releases follow new rules, new lanes and new services.

Technology

What we build this with.

Cross platform mobile apps for drivers and partners, web consoles for planners and head office, cloud infrastructure in a region chosen for your residency needs, and integrations with ERP, telematics, payment providers and government facing platforms where access is permitted. The architecture is documented so your own engineers, or another supplier, can take it over later.

Questions national freight operators ask before they build.

A shared platform for every region, built around national rules.

For a carrier working across several regions, the work covers driver apps, dispatch consoles, shipper visibility and head office reporting on one data model. It also covers the national requirements every branch shares: electronic transport documents, ZATCA e-invoicing through your accounting system, PDPL compliant handling of personal data and, where appropriate, Nafath identity. Regional differences are handled as settings, not separate systems. The first phase normally proves the model on your busiest corridor before other regions are asked to change how they work.
