National loyalty programmes for brands with branches across the Kingdom.

Codeeo delivers loyalty app development in Saudi Arabia for retail groups, restaurant companies, franchise holders and multi brand businesses that operate in more than one region. We build the member app, a rewards engine that handles national and regional rules, finance reporting and the integrations with POS, e-commerce and CRM systems. A national programme has to respect Saudi data, payment and tax rules from the first design decision, and it has to feel equally local in Riyadh, Jeddah, Dammam and smaller cities.

Our team of 80+ works from Riyadh, Dubai and Karachi, and has delivered 200+ projects across the UAE and the US. For Saudi clients, the Riyadh team leads workshops in the capital and launch support by video call for other cities, with engineering shared across all three offices. Branch visits in other regions are planned around your rollout calendar.

What the app can include

What a Kingdom wide loyalty platform needs underneath the member app.

Running loyalty in one city is mostly a design problem. Running it across Saudi Arabia is an operations and compliance problem as well. Branches in different regions use different till versions, regional managers want their own campaigns, the western region sees huge seasonal flows of pilgrims, and the Eastern Province has cross border shoppers from Bahrain. Head office still needs one view of the member and one figure for what the programme owes.

As a loyalty app development company in Saudi Arabia, we treat the rewards engine as the core product and the app as one of several channels that use it. Websites, kiosks, call centres and partner businesses can all read and write points through the same rules. The capabilities below are the building blocks; most national programmes use most of them, introduced in stages.

Explain your project
  • Rules engine with regional overrides

National earning and redemption rules, with controlled overrides for a region, a city or a single branch. A western region campaign during the Umrah season or an Eastern Province weekend offer runs without changing the rules anywhere else, and every override has an owner and an end date.

Regions act locally while head office keeps control.

  • Receipt claims through invoice QR codes

Simplified tax invoices issued under ZATCA's e-invoicing rules carry a QR code with the seller's VAT number, the time and the total. Members can scan that code to claim missed points, and the app checks that the VAT number belongs to your company and the receipt has not been claimed before.

Missed scans are recovered without manual staff work.

  • Arabic first, with both calendars

Arabic interfaces built right to left from the start, English as a full alternative, and dates shown in Hijri and Gregorian where members expect them. Birthdays, expiry dates and Ramadan campaigns all read correctly in either calendar.

No confusion about when a reward expires.

  • Payments for paid tiers and ordering

mada, Apple Pay, STC Bank and international cards through a licensed Saudi payment gateway, used for in app orders, paid memberships or gift purchases. Points stay separate from any money balance, which keeps the programme clear of stored value questions unless you deliberately choose otherwise. Buy now pay later options can be added for larger gift purchases.

Members pay the way they already pay everywhere else.

  • Coalition and partner rewards

Holding companies with several brands, or brands that partner with airlines, cinemas or banks, need points that move between businesses. We build partner APIs, exchange rates between currencies of points, and monthly settlement statements for each partner. Partners can be added without touching the member app.

One programme can grow into a network of brands.

  • Privacy rights centre

Members can see what is held about them, correct it, withdraw consent for marketing or delete their account from inside the app. Consent records, retention periods and access logs are designed with the Personal Data Protection Law and SDAIA's implementing regulations in mind.

Data requests are handled in minutes, not weeks.

  • Staged regional rollout

Feature switches by region let you launch in one city, then extend to the next only when branch staff are trained and tills are connected. Members in regions not yet live see a clear message rather than a broken feature. Smaller cities such as Abha, Tabuk or Al Ahsa can follow once the main regions are stable.

A national launch without a national scramble.

  • Fraud monitoring at scale

Pattern checks across all branches: unusual manual points, many accounts on one device, sudden redemption spikes in one location, and referral rings. Alerts go to a central team with the evidence needed to act. Thresholds are tuned per region as patterns become clear.

Abuse is caught before it becomes a cost line.

  • CRM and data warehouse feeds

Member events stream into your CRM, marketing automation and data warehouse, so customer service agents see points history and analysts can join loyalty data with sales, stock and delivery data. Feeds are documented and versioned so other teams can rely on them.

Loyalty data informs decisions beyond marketing.

  • Head office and regional reporting

National dashboards for members, visits, redemptions and points liability, with drill down by region, city and branch. Regional managers see their own area; finance sees the whole programme. Reports can be scheduled to arrive each Sunday morning.

Everyone reads the same numbers at the level they need.

Who this is for

Four situations national brands bring to us.

Custom loyalty app development in Saudi Arabia is a large commitment, and it is not the right answer for every business. These four situations are where a national build usually makes more sense than adapting a packaged platform, because of scale, structure or the number of systems that must connect. A single region brand may be better served by one of our city level builds instead.

01

A retail group expanding into new regions

You started in one city and now open branches in other regions every year. Your loyalty tool was set up for the first city and struggles with different till systems, regional pricing and local campaigns. We build a national engine with regional rules and a rollout plan that adds each new city in an orderly way. Regional managers get their own campaign tools, and head office keeps approval rights over anything that touches margin.

Built for the branches you have not opened yet.

02

A holding company with several brands

Food, retail and leisure brands under one owner often run separate programmes that do not talk to each other. A shared rewards engine lets members earn at one brand and spend at another, while each brand keeps its own app or section and its own marketing calendar. Shared customers become visible for the first time, which often changes how the group plans cross brand promotions.

One engine, several brands, separate calendars.

03

A brand replacing an old plastic card programme

Older programmes based on physical cards and phone numbers hold years of member history. We migrate balances, tiers and profiles into a new app, match duplicate records, and give members a simple way to claim their existing account so nobody loses points in the switch. We also design the new tiers so long standing members feel rewarded for their history rather than reset to the bottom.

Migration planned so no member loses a balance.

04

A franchise holder bringing an international brand to the Kingdom

International brands often have a global loyalty app that does not fit Saudi payment methods, Arabic content or local data rules. We build a Saudi programme that follows the brand's standards while meeting local requirements, and connect it to the franchise's reporting where the agreement requires it. Where the franchise agreement allows, the Saudi programme can later link to the brand's regional or global loyalty scheme.

Global brand standards, Saudi requirements.

Six stages from a national plan to a programme live in every region.

  1. 01Programme strategy and compliance reviewGoals, member segments, reward costs and the regulatory questions around data, payments and tax, worked through with your finance, legal and marketing leads. Open questions are listed with owners.
  2. 02System and branch surveyEvery POS version, e-commerce platform, CRM and data store across your regions listed and tested, so integration risks are known before the build is priced. Gaps are fixed or worked around early.
  3. 03Engine and app designThe rules engine, the member app in Arabic and English, staff tools and dashboards designed together and tested with members and branch teams.
  4. 04Build and integrationEngine, apps and connectors built in short cycles, with each region's systems connected and tested against real transactions in a safe environment. Demos happen every cycle.
  5. 05Pilot region, then rolloutOne region goes live first. Once scan rates and member feedback are healthy, the next regions follow in the agreed order with training for each.
  6. 06National operationsOngoing releases, campaign support, fraud reviews and quarterly programme reviews with your head office and regional managers. Lessons from each region feed the next.

Questions national brands ask about loyalty apps in Saudi Arabia.

Data protection, payments, tax and consumer rules, depending on your design.

The Personal Data Protection Law, overseen by SDAIA, governs member data. SAMA's payments framework becomes relevant if points behave like money. ZATCA rules affect invoicing and the tax treatment of rewards. The Ministry of Commerce oversees consumer protection and promotions. We build with these in mind and recommend that your legal and tax advisers confirm the final structure. CST rules also apply if you send marketing SMS from a registered sender name, so message templates are prepared with that in mind.
