Rental property apps built around Saudi Arabia's national rental rules.

Codeeo delivers property management app development in Saudi Arabia for landlords, real estate funds and management companies with rented homes, shops and offices in more than one city. The app ties each unit to its Ejar contract, tracks rent paid through the digital channels the Real Estate General Authority requires, runs maintenance across regional teams, produces owner statements and gives tenants a portal in Arabic and English. It is designed so a portfolio in Riyadh, Jeddah and the Eastern Province runs on one set of rules and one set of records.

Our Riyadh office hosts in person workshops for clients who can attend there. Everywhere else in the Kingdom, discovery, reviews and training run by video call, with test builds on your team's phones throughout the project. Regional managers can join the same sessions from their own cities.

Platform scope

One platform for a portfolio spread across the Kingdom.

Saudi rental regulation has become much more digital in a few years. Residential leases must be registered on the Ejar network, residential rent has been restricted to digital channels such as mada and SADAD since January 2024, commercial rent invoices fall under ZATCA's Fatoora e-invoicing regime, and personal data is governed by the Personal Data Protection Law overseen by SDAIA. Since September 2025 the Riyadh urban area has also been under a five year rent freeze, which REGA may extend to other cities with the approval of the Council of Economic and Development Affairs. A national landlord needs software that applies these rules the same way in every branch, while allowing city specific settings where the rules differ. These are the platform pieces we design for that.

Explain your project
  • Rules engine by city

Rent change limits, renewal notice handling and approval steps are stored as settings per city or region rather than written into code. Riyadh units carry the freeze checks today; if REGA adds another city, an administrator switches the same checks on there after your legal team confirms the details.

Regulatory change becomes a configuration task, not a rebuild.

  • National Ejar register

Every unit in every city holds its Ejar contract number, parties, term, instalments and the rent value of each past registered contract. Head office sees registration gaps and upcoming expiries across the whole portfolio, while branches see only their own buildings.

No unit falls outside the registered contract record.

  • Identity verified sign in

Tenants and owners can sign in with Nafath, the national single sign on, where your licensing and integration route allows it, or with phone verification otherwise. Verified identity reduces fraud on lease transfers and protects tenant documents that are often needed for government services.

Fewer fake accounts and safer access to sensitive files.

  • Digital rent tracking and reconciliation

Residential instalments paid through Ejar's mada and SADAD channels are matched to the right contract when funds reach your accounts. Commercial rent and service charges can be collected through a payment gateway. Finance gets one reconciliation view across all cities and all bank accounts.

Group finance closes the month without chasing branches.

  • Fatoora compliant commercial billing

Office, retail and warehouse tenants receive invoices generated by your accounting system or a ZATCA certified provider, linked back to each lease in the app. Credit notes, service charges and late fees follow the same path, so every commercial transaction stays inside the e-invoicing regime.

Commercial billing stays inside ZATCA rules in every city.

  • Regional maintenance operations

Requests are routed to regional teams or contracted vendors by city and trade. Head office sets service levels nationally, regional supervisors manage their own technicians, and reports compare response times between cities so weak spots are found early.

Maintenance quality is measured the same way everywhere.

  • Owner and investor reporting

Funds and owners with units in several cities see consolidated statements: rent collected, arrears, maintenance spend, management fees and net income, with drill down to city, building and unit. Statements can be exported for auditors or fund administrators.

Investors read one report instead of three branch spreadsheets.

  • Tenant portal across all cities

A single tenant app for the whole brand, Arabic first with English, showing lease details, instalments, receipts, requests and building notices. Tenants who move from one of your cities to another keep the same account and history.

One brand and one experience wherever the tenant rents from you.

  • Data protection controls

Consent records, retention periods, access requests and breach procedures required by the Personal Data Protection Law are built into the admin system. Roles limit what branch staff, contractors and owners can see, and audit logs record who accessed each tenant file.

Privacy obligations are met by design, not by policy documents alone.

  • Group dashboards

Occupancy, collection rates, arrears ageing, renewals due and maintenance backlog by city, region and asset type, refreshed from live data. Leadership compares Riyadh, Jeddah, Dammam and smaller cities side by side without waiting for month end packs.

Portfolio decisions rest on current numbers.

Who it is for

Organisations that need one system across several cities.

Rental property management app development in Saudi Arabia at national scale is a different problem from building an app for one landlord in one city. The difficulty lies in consistency: the same rules, the same reports and the same tenant experience in every branch, with room for local settings. Tenant management app development across the Kingdom also has to survive staff turnover in regional offices, so the system must be easy to learn. These four kinds of organisation are where that matters most.

01

Real estate funds with rented assets

Funds holding residential and commercial assets in several cities answer to investors, auditors and regulators. They need unit level income data, consistent arrears treatment and clean audit trails. We build the investor reporting and data controls first, then connect property managers in each city to the same platform so the fund sees one version of the truth. Unit level data also makes valuations and disposals easier, because a buyer can review the full rental history of the asset.

Auditors favour one system of record over many.

02

Management companies opening new cities

A firm that grew in one city and is expanding to others usually finds its old tools do not scale. Branch managers improvise, reports stop matching and service quality drifts. We design the platform with cities as a built in concept, so opening a new branch means adding a region, its staff and its rules rather than copying a spreadsheet. Branch managers get the same tools from the first day, which shortens training each time you enter another city.

03

Developers keeping rental stock nationally

Developers holding completed projects for rent in several cities need leasing, warranty defects and routine repairs separated clearly. The platform tracks defects against contractors per project while tenant requests go to maintenance, so each region's operating budget is not absorbing construction faults. Handover checklists move each project from construction to leasing in a predictable way.

04

Family groups consolidating scattered holdings

Families often own buildings in Riyadh, Jeddah, the Eastern Province or Makkah and Madinah, each run by a different agent with different reports. Bringing them onto one platform gives the family a clear consolidated picture, while local agents keep doing day to day work through the same app. The family office can set approval limits per agent, so larger repairs need its sign off whichever city they arise in.

Local agents can stay; their reporting changes.

Six phases of a multi city rollout.

  1. 01Portfolio and rules discoveryWe map every city, asset type, lease type and branch process, and list the national and city specific rules your legal and tax advisers confirm, before deciding what goes into the first phase.
  2. 02Data model and migration planUnits, contracts, tenants and owners from each branch's current tools are mapped to one structure. Duplicates and missing Ejar records are listed for each branch to fix before import. Branch leads sign off their own data before it moves.
  3. 03Design for head office and branchesArabic first screens for tenants, technicians, branch staff, head office and owners, tested with people from at least two cities so local habits shape the design.
  4. 04Core platform buildThe register, rules engine, rent reconciliation and maintenance routing are built and integrated with your accounting, e-invoicing and payment providers in short, reviewed releases. Each release ends with a demo for head office.
  5. 05Security and compliance reviewAccess controls, hosting location, encryption and logging are checked against the Personal Data Protection Law and, where your organisation is in scope, the National Cybersecurity Authority controls. Findings are fixed before the pilot city launches.
  6. 06City by city launchA pilot city goes live first. Lessons are applied, then remaining cities follow in a planned sequence with branch training and a support window after each launch. Support stays open until branch issues settle.

Technology

What we build this with.

Cross platform mobile apps, a web platform for head office and branches, and an integration layer for accounting, e-invoicing and payment providers. Hosting location is agreed with you, and architecture is planned so new cities and modules can be added without disturbing live ones.

What national landlords ask before committing.

It is phased, with one pilot city before the rest.

The core platform takes the longest because the rules engine, register and integrations must be right before any city goes live. After that, each additional city depends mostly on how clean its data is and how many staff need training. We set the phase plan in discovery, put dates in writing for the first phase, and plan later cities once the pilot shows how quickly branches adopt the system. Running the pilot in the city with the most complete records usually gives the fastest proof that the platform works, and the branch team there becomes the reference for colleagues elsewhere.
