One QR menu platform for every branch you run in the Kingdom.

Codeeo delivers QR code menu development in Saudi Arabia for restaurant chains, coffee brands, franchise groups and hotel operators with branches in several cities. We build one central menu platform that holds your dishes, nutrition data and prices, then publishes the right version to every table in Riyadh, Jeddah, Dammam or Abha. Guests scan, read an Arabic first menu that meets SFDA display rules, order to the table and pay with mada, Apple Pay or STC Bank.

National rollouts fail on consistency: one branch shows an old price, another misses allergen data, a third prints codes that point to a dead page. A central system, built around Saudi rules from the first sprint, stops those gaps before they reach a guest or an inspector.

Built for
Multi branch restaurant and café brands, franchisees of international chains and hotel groups operating in more than one Saudi city.
Typical timeline
Agreed in discovery with your operations and compliance leads, then phased city by city with release points in a written plan.
What you own
The platform source code, central admin, QR code registry, menu and nutrition data, and all guest and order records, held in your own accounts.

Platform capabilities

What a Kingdom wide QR menu platform needs.

A single venue can get by with a simple digital menu. A brand with branches in the Central Region, the Western Region and the Eastern Province cannot. Prices differ between a mall food court and a high street site, some dishes are only available in certain cities, and every item must carry the calorie and allergen information the Saudi Food and Drug Authority requires, now including caffeine, a salt marker and activity time under rules effective from July 2025.

On top of that sit national systems for payment, tax and personal data. Digital menu development in Saudi Arabia at chain scale is mostly about getting this structure right, so that marketing can change a photo once and finance can trust every receipt. The platform covers guest menus, table ordering and payment. Your point of sale and delivery channels remain separate systems that we connect to.

Explain your project
  • Central menu with local overrides

One master catalogue of dishes, modifiers and media. Regions, cities and individual branches inherit it and override only what differs: price, availability, opening hours or a local special. A change at head office reaches every branch at once, while a branch manager can still mark items sold out.

Brand consistency without blocking local decisions.

  • SFDA compliant nutrition data

Calories, allergens, caffeine content, salt markers and activity time are stored per item and per portion, and an item cannot be published while required fields are empty. An audit log shows who changed nutrition values and when, which helps when a regulator or a franchisor asks.

Menu compliance checked by the system, not by memory.

  • Payment stack for the Kingdom

Integration with a payment gateway licensed under SAMA rules, supporting mada, Apple Pay, STC Bank and international cards. Pay at table includes bill splitting, tips and digital receipts, with settlement reports by branch and by city. Refunds and voids carry an approval trail.

Guests pay the way Saudi guests actually pay.

  • E-invoicing friendly flow

ZATCA's Fatoora rules require compliant electronic invoices. In most chains these come from the point of sale, so QR orders and payments are posted there and the invoice is generated by the system already approved for it. Where you need invoices from our platform, we scope that integration explicitly.

Finance gets one clean invoicing path, not two.

  • QR code registry

Thousands of codes across branches, tables, counters and rooms, managed centrally. Codes are dynamic, so a table can be moved, a branch renamed or a menu replaced without reprinting. Lost or damaged codes are retired and reissued in a few clicks. Each code records which branch and table it belongs to, so scans can be counted per location.

No dead codes on tables anywhere in the country.

  • Table ordering standards

A shared ordering flow for every branch, with settings for family sections, counters, terraces and private rooms. Orders route to kitchen stations or to your point of sale, and service requests reach the waiter on duty for that area.

The same guest experience in every city.

  • National calendar scheduling

Ramadan iftar and suhoor menus, Founding Day and National Day specials, and summer or winter tourism season menus are scheduled centrally and switch on in every branch at the right local time. Branches with different trading hours, such as airport sites or mall outlets, follow their own schedule automatically.

National campaigns go live everywhere on the same day.

  • Personal data controls

The Personal Data Protection Law, supervised by SDAIA, governs how guest data is collected, stored and shared. We build consent screens, minimal data collection, retention rules and data location choices into the platform, agreed with your legal team during discovery.

Loyalty and marketing data you are allowed to use.

  • Security for larger groups

For groups that follow National Cybersecurity Authority controls, or that work with government linked venues, we design access roles, logging, encryption and hosting to match the controls you are bound by, and document them for your auditors. Access to the security settings themselves is limited to named administrators.

Security reviews pass without a rebuild.

  • Multi city reporting

Dashboards compare menu performance, order times, payment mix and service requests across branches, cities and brands. Head office sees the national view, and regional managers see their own branches. Data can be exported to the reporting tools your analysts already use.

Decisions based on how each city really orders.

Who this is for

Groups that need a national QR menu, not a local one.

Restaurant QR menu development in Saudi Arabia at national scale suits businesses where several branches, several cities or several brands make manual menu management unworkable. These four situations account for most of the national projects we scope. Smaller operators with one or two venues are usually better served by a lighter single venue setup, which we can also build.

01

Saudi restaurant and café chains

Home grown brands expanding from one city into others need a menu system that grows with them. We set up the central catalogue, city level pricing and a launch template for new branches, so opening in a new region becomes a configuration job rather than a project. Arabic content leads, with English and other languages added where the branch mix needs them. Branch managers in a new city get the same admin tools and training material as the first branch, so standards do not drift as the brand spreads.

Build the template before the next city, not after.

02

Franchisees of international brands

Franchise operators must satisfy the brand owner's standards and Saudi rules at the same time. We design the platform around the franchisor's menu structure and imagery, add the SFDA nutrition fields and Arabic content the brand may not provide, and give the franchisor read access to reporting where the agreement requires it. Where the franchisor already has a global digital menu product, we look at whether it can meet Saudi requirements before suggesting a separate build.

03

Hotel groups with properties in several cities

A group with hotels in Riyadh, Jeddah, the holy cities and newer tourism destinations needs one platform for restaurants, room service and pool bars across very different guest profiles. We build shared standards with per property settings for languages, meal plans and payment methods. Guests in a resort, a business hotel and a pilgrim hotel use the same system in very different ways, and the settings reflect that.

Each property keeps its own menus inside one shared platform.

04

Multi brand food groups

Groups running several concepts, from burger brands to fine dining, need separate menus and designs on shared infrastructure. Brand managers control their own content, group finance sees consolidated reports, and IT maintains one platform instead of many contracts. New concepts can be added to the platform without a new procurement process each time.

Six phases for a nationwide QR menu rollout.

  1. 01National discoveryWe meet operations, finance, compliance and IT to map branches, cities, brands, existing systems, payment providers and the rules that apply to each.
  2. 02Data model and governanceThe master catalogue, override rules, nutrition data ownership and approval steps are defined, so everyone from head office to branch staff knows who can change what.
  3. 03Platform designArabic first guest screens, branch staff tools and head office dashboards are designed and tested with staff from more than one city.
  4. 04Integrations and securityPoint of sale, payment gateway, loyalty and invoicing paths are connected, with security controls documented for your auditors.
  5. 05Pilot cityA handful of branches in one city go live first. We measure ordering, payment and kitchen timing, then fix issues before the next region joins the platform.
  6. 06Phased national rolloutCities are added in waves with QR sets, staff guides and support in place, followed by ongoing releases for new branches and rule changes.

Technology

What we build this with.

We choose technology for scale, speed on mobile data and long term maintenance. Guest menus open in the browser without a download, admin tools run anywhere, and hosting is selected with your data location requirements in mind. The architecture is built for many branches from day one, with caching close to guests so menus load quickly whether the branch is in the capital, on the Red Sea coast or in the Eastern Province.

Questions from brands rolling out across the Kingdom.

It depends on branches, brands, integrations and data readiness.

The platform and pilot city come first, then cities are added in waves. The biggest variable is usually data: nutrition values, translations and photos for every dish across every brand. Point of sale and payment integrations add their own testing. We agree phases and release points in discovery and write them into the plan rather than promising a single date for the whole Kingdom. Brands that already hold clean nutrition and translation data move through the early phases noticeably faster than those still working from printed menus.
