A national subscription platform for queue software, built to Saudi tax and data rules.

Codeeo provides queue management subscription website development Saudi Arabia software companies use to sell, bill and renew their product in every region of the Kingdom from one platform. We build Arabic first pricing pages, checkout, recurring billing, Fatoora e-invoicing and a self-serve client account, connected to your queue product so a paid plan becomes working counters in Riyadh, Jeddah, Dammam or Abha without manual setup.

National selling raises questions a single city site never meets: where subscriber data is hosted, which ZATCA integration wave applies, how SAMA rules shape recurring payments and how pricing works for a client with forty branches in five regions. We answer them in the build, not after launch.

Platform capabilities

The commercial layer a nationwide queue vendor needs.

Queue software in Saudi Arabia is sold to hospital groups, banks, telecom operators, retailers, government service providers and thousands of smaller clinics and shops spread across thirteen regions. Selling to all of them through one sales team and manual invoices does not scale. A subscription platform does, provided it respects the national rules that govern taking money and holding data in the Kingdom. We build that platform around your existing product. It prices plans in a way buyers in any city can understand, collects recurring payments through SAMA licensed channels, issues electronic invoices that meet ZATCA requirements, keeps subscriber data where your compliance position requires, and tells your queue product exactly what each client has paid for. The aim is a sale that a small business in Tabuk can complete on a phone, and a rollout that a national bank can approve through procurement, on the same system.

Explain your project
  • Region aware plan catalogue

Plans are priced by branch, counter, kiosk and module, with every branch tagged to a city and region. National clients see their network by region, and you can offer regional bundles or rollout schedules without creating a separate product for each city. Pricing can differ by region if your installation and support costs do, and the catalogue keeps those differences visible to your team.

One catalogue serves single sites and national networks alike.

  • Fatoora integration and invoice clearance

Tax invoices and credit notes are generated in the XML format ZATCA requires, stamped, carrying the QR code and buyer VAT number, and cleared or reported through Fatoora depending on your integration phase. Simplified invoices for non-VAT registered buyers follow the reporting route. Failed submissions are queued, retried and flagged, so no invoice is silently lost.

E-invoicing obligations are met automatically on every charge.

  • SAMA compliant recurring payments

mada and card renewals run through a payment gateway licensed or authorised under SAMA rules, using tokens rather than stored card numbers. Apple Pay works at first purchase, and STC Bank customers can pay with their cards where the gateway accepts them. Your team sets retry timing and the reminders clients receive in Arabic or English.

Renewals collect reliably and stay within Saudi payment regulation.

  • SADAD and bank transfer for large accounts

Where your provider supports it, invoices can carry a SADAD bill number so finance teams pay through their bank. Bank transfers are matched to open invoices automatically, and large accounts can be put on quotation and purchase order terms. Payment status updates the client account as soon as the provider confirms it.

National enterprises pay the way their treasury teams already work.

  • Company verification at sign-up

New accounts provide their commercial registration and VAT number, which can be checked against official Ministry of Commerce data services where you have access, reducing fake sign-ups and wrong invoice details. Account owners can verify identity through Nafath if your risk policy requires it. Records that fail checks go to a review list rather than being rejected outright.

Invoices go to real, correctly registered companies.

  • Data hosting and access controls

Subscriber records, contacts and payment references are hosted where you decide after reviewing PDPL transfer rules and any NCA controls that apply to your clients. Role based access, audit logs and encryption are part of the base build. Retention periods for each type of record are agreed with you and enforced by the platform.

Security reviews by bank and government clients find clear answers.

  • Proration and co-terming

Branches opened during a rollout are charged for the remaining term and aligned to a single renewal date, so a network that grows across the year still renews once. Credits from closed branches carry forward automatically. Every adjustment is itemised so client finance teams can follow it.

National rollouts are billed accurately as they happen.

  • Client self-service portal

Clients manage plans, branches, billing contacts and payment methods, download invoices and see usage. Head office can delegate rights by region so a regional manager in Qassim adds a branch without seeing group finance. Billing contacts can be different for each region or legal entity.

Routine changes stop reaching your support desk.

  • Provisioning to your queue product

Payments, upgrades, suspensions and cancellations reach your queue platform through its API, with retries and a log your support team can read. We agree the event structure with your developers before building either side. Suspensions follow grace periods you define, never an abrupt cut-off.

    Access and billing never disagree.

  • National revenue reporting

Recurring revenue, expansion, churn and collection rates by region, sector and plan, available in a dashboard or exported to Power BI and your ERP. Leadership sees which regions grow and which need attention. Collection problems in any region show up early, while they are still easy to fix.

Expansion decisions rest on subscriber data, not guesswork.

Who it is for

Vendors selling queue software across the Kingdom.

The vendors we build for share one aim: selling to clients in every region without adding a person for every new account. Their starting points differ. Some have a strong product and weak billing; some arrive from abroad with a global billing system that does not understand Saudi tax; some have grown through partners in each region and now want direct subscriptions. The four situations below cover most of them. In each case the build order follows where manual work costs you most today.

01

Saudi vendors scaling beyond their home city

You built your client base in one city through relationships and now want clients in other regions to subscribe directly. We give you a national pricing site, automated billing and invoicing, and an onboarding flow that provisions new clients without a site visit, so geography stops limiting growth. Your existing clients move onto the same billing so every account is managed in one place.

Hardware installation in far regions can still use local partners.

02

International vendors launching a Saudi entity

Your global stack may handle subscriptions well but not Fatoora, mada, Arabic invoices or local data rules. We build a Saudi commercial layer for your local entity that sits beside the global system, sharing product data and reporting revenue back, while keeping Saudi obligations inside the Kingdom's setup. Group finance still sees consolidated figures in the reports it already uses.

Data location and transfer questions are settled with your legal advisers.

03

Vendors with a regional partner network

Partners in the Eastern Province, the Western Region and the south may have sold and invoiced on your behalf. Moving to direct subscriptions with partner attribution lets you keep their goodwill and commission while gaining control of billing, renewals and client data. Partner logins let them track referred clients and commission without handling invoices themselves.

04

Vendors selling to regulated sectors

Banks, insurers, healthcare groups and government entities ask detailed questions about hosting, security controls and data handling before they subscribe. We build a security and compliance section, a document request flow and an enterprise quotation route, so these buyers can complete due diligence and procurement inside the same platform. Enterprise terms, such as annual prepayment and extended grace periods, are configured per account.

We describe your controls accurately; we never claim certifications you do not hold.

Six phases of a national subscription build.

  1. 01Compliance and commercial discoveryIn Riyadh or by video, we map your pricing model, tax registration, ZATCA phase, payment providers, data hosting position and the way your product licenses branches. Your accountant joins the tax session.
  2. 02Catalogue and billing rulesPlans, modules, regions, hardware, co-terming, grace periods and enterprise terms are written down and approved before design work starts.
  3. 03Arabic first experiencePricing pages, checkout, quotation flows and the client portal are designed right to left from the start, with English as the second layout and Hijri dates where useful. Phone layouts receive equal care.
  4. 04Payments, tax and hostingGateway, SADAD, Fatoora integration and hosting are configured and tested in sandbox, with a security review against the controls you have committed to.
  5. 05Product and system integrationYour queue platform, CRM, ERP and reporting tools are connected, and every subscription event is tested across them. Failure cases are tested as carefully as success.
  6. 06Phased national launchExisting clients migrate region by region or segment by segment, new sign-ups open, and the first billing cycles are monitored closely before wider marketing begins. Lessons from each wave shape the next.

Technology

What we build this with.

We typically pair a Next.js storefront with a subscription billing engine, or a custom Laravel service where Saudi billing rules require it, hosted to match your data decisions. Integrations cover Saudi payment gateways, Fatoora, Dynamics 365 or Odoo, your CRM and Power BI. Documentation and admin access stay with your team.

Questions about selling queue software nationwide.

A national catalogue, compliant billing and invoicing, and a link to your product.

The platform prices branches and modules for clients in any region, takes recurring payments through SAMA compliant channels, issues ZATCA electronic invoices, hosts data according to your PDPL position and provisions your queue product automatically. Around that sit an Arabic first marketing site, a client portal and reporting. Each part is scoped in discovery against how you sell today. The first release usually covers the parts that remove the most manual work.
