Real estate apps built for the Kingdom's brokerage and off plan rules.

Real estate app development Saudi Arabia, for brokerages, developers, property marketers and portals that sell and lease across more than one Saudi city. We build customer apps, agent apps and admin panels that handle listings, search, viewings, reservations and lead follow up, with the national rules built in: FAL licensing and advertising requirements from the Real Estate General Authority, Ejar for residential leases, Wafi for off plan sales, and Nafath for verified identity.

Saudi property regulation has become far more structured, and much of it now runs through digital platforms. An app that connects to that system, rather than working around it, protects your licence and makes every deal easier to complete, from the first search to the registered lease or the signed reservation.

Platform capabilities

The building blocks of a national property app.

A property business operating in several Saudi cities faces a common rulebook and very different local markets. The Real Estate Brokerage Law and its FAL licences apply everywhere. Advertising must come from licensed parties. Residential leases are registered on Ejar, and off plan projects sell under a Wafi licence with buyer payments held in a project escrow account. Some rules are local, such as the rent freeze inside Riyadh's urban boundary, which REGA may extend to other cities.

That means the app must be configurable by city without being rebuilt for each one. The capabilities below form the core platform we build for national operators. Each can be switched on per city or per business line, and the rules behind them live in settings your compliance team controls. Building management, maintenance and service charges are not part of this platform; they belong in a dedicated property management or community app.

Explain your project
  • Multi city listing catalogue

One database holding residential, commercial and land stock in every city you serve, with region, city, district and National Address fields structured consistently. Agents in Riyadh, Jeddah, Dammam or Abha use the same forms, and head office can compare stock and demand across cities without merging spreadsheets.

Head office sees the whole portfolio in one place.

  • Licence and advert control

FAL licence records for the company and each agent, linked to every listing they publish. The app enforces the advertising details REGA requires, hides adverts whose details are missing or expired, and gives compliance a national report by city and branch.

One compliance view across every branch.

  • City rule settings

Rules that differ by city, such as rent increase limits inside Riyadh, are held as settings rather than code. When REGA changes a rule or extends it to another city, your admin updates the setting and the listing checks follow, with an audit note of who changed what.

Regulatory changes handled without a new app release.

  • Nafath identity verification

Buyers and tenants verify through Nafath before reserving a unit, signing a brokerage agreement or starting a lease. Verified names and identity numbers flow into contracts and Ejar paperwork, reducing manual entry and the errors that come with it.

    Contracts start from verified data.

  • Wafi compliant off plan sales

Project pages show the Wafi licence reference, unit inventory updates in real time, and reservation or instalment payments are directed to the project's escrow account at the bank named in the licence. The app never pools buyer money from different projects in one wallet.

Off plan sales run inside the regulated structure.

  • Ejar ready leasing flow

From application to agreed terms, the app gathers what Ejar registration needs: verified parties, unit details, term and rent. Agents complete registration with the data already structured, and the lease status is recorded against the listing so it leaves the market immediately.

Faster registration and no stale rental adverts.

  • Local payment methods

Where your business collects booking deposits or brokerage fees directly, the app supports mada cards, Apple Pay and SADAD bill payments through a licensed payment gateway. Commission invoices are issued in a format that can connect to your ZATCA Fatoora compliant invoicing system.

Customers pay with the methods they already use.

  • National lead management

Leads from every city, portal and campaign land in one system and route to branches by city, language and property type. Regional managers see their own pipeline; head office sees response times and conversion across the Kingdom. Leads that sit unanswered are escalated to the branch manager automatically.

No region becomes a blind spot.

  • Arabic first search

Search that understands Arabic district names, alternative spellings and English transliterations, so a buyer typing Al Malqa, Almalqa or the Arabic name finds the same listings. Results load quickly on mobile data, which matters for users outside the main cities.

People find homes however they spell the district.

  • Branch and agent administration

Head office creates branches, assigns districts, adds agents with their licence records and sets what each role can see or change. When an agent moves from the Jeddah branch to Riyadh, their history moves with them while their old leads are reassigned, so no customer is left waiting for someone who has gone.

Staff changes never break the sales pipeline.

Who this is for

Four national operators this platform suits.

National property businesses share one problem: the same rules applied by teams in different cities, each with its own habits. A platform fixes that by making the right way the easy way. We meet Riyadh based clients in person at our office in the capital; teams in other cities join discovery and reviews by video call, which suits multi city projects anyway because every branch can attend.

Good property search app development Saudi Arabia operators can rely on starts with one clean catalogue and clear rules, so we build those first.

01

Brokerages opening branches in new cities

A firm that started in one city and now has offices in two or three more needs consistent listings, shared lead rules and branch reporting. We build the platform so a new branch is set up through the admin panel, with its agents, licences and districts, rather than through a new development project each time. Branch managers get their own dashboards, and head office keeps the national picture without asking anyone for a weekly spreadsheet.

Add a city with settings, not with a rebuild.

02

Developers with projects in several regions

Developers selling in the central, western and eastern regions need one buyer app with separate project pages, each with its own Wafi licence reference, escrow details and inventory. Buyers registered for one project can be invited to another, with their consent, from a single customer database. Sales teams in each region work their own projects, while marketing can run national campaigns that send buyers to the right project page.

03

Listing platforms and marketplaces

If other brokers publish on your platform, REGA licenses electronic real estate platforms in their own right and expects integration with its systems. We design the architecture for that from the start: broker onboarding with licence checks, advert validation, moderation tools and the technical interfaces that licensing requires. Property listing app development Saudi Arabia platforms need is mostly this compliance layer. Broker accounts can be suspended automatically when their licence records lapse.

04

Investors and family offices selling portfolios

Owners selling or leasing large portfolios through several licensed brokers want one view of every enquiry and offer. We build an owner facing app that pulls activity from each broker into a single record, while advertising stays with the licensed parties. Reports compare brokers by response time and results, which helps owners decide where to place future mandates.

How we roll out a property platform across the Kingdom.

  1. 01National discoveryWorkshops in Riyadh and video sessions with other branches to map listing, advertising, viewing, reservation and leasing processes, and to see where cities already differ in practice.
  2. 02Rules registerA written register of the national and city rules the platform must enforce, including FAL, advertising, Ejar, Wafi and local rent controls, confirmed with your legal adviser before build.
  3. 03Core platform firstListing catalogue, licence control, identity and lead management built once, tested in a pilot city with real agents and real stock, and adjusted before any wider rollout. The pilot usually runs where most of your stock already sits.
  4. 04City by city rolloutFurther cities switched on in an agreed order, each with its districts, branches, agents and local settings loaded, and with training for that branch before its listings go live.
  5. 05Payments and integrationsPayment gateway, invoicing, CRM and portal connections added once the core is stable, so problems in one integration never block agents from listing and selling.
  6. 06Governance and updatesRegular releases handle regulatory updates and branch feedback, with a change log your compliance team can show anyone who asks how a rule is enforced.

Technology

What we build this with.

Native or cross platform apps, a web admin panel with role based access by branch, search tuned for Arabic, and cloud hosting with data location agreed under the PDPL. Security controls follow recognised practice, including NCA guidance where your organisation is subject to it. Listing images and search indexes are served from infrastructure sized for national traffic peaks. All of it is documented for handover.

Questions national property businesses ask.

The number of cities, user types, rules and integrations.

A single city brokerage app is a contained project. A national platform with branch roles, city rule settings, off plan sales under Wafi, payment gateways, invoicing and portal feeds is a much larger one. Arabic and English content, identity verification and marketplace licensing requirements add further work. We price after discovery, against a written scope and a rollout plan, so each phase has a clear budget. Running a pilot city first also keeps early spending focused, because lessons from one branch shape the rest of the rollout.
