Riyadh rental portals that keep listings honest under the rent freeze.

Codeeo takes on rental property portal website development in Riyadh for marketplace founders, licensed brokerages and developers who want landlords to list, tenants to reserve and the platform to earn from every completed deal. We build verified listing onboarding, search across the capital's districts, viewing and reservation requests, platform fee payments, commission tracking and payouts, reviews and disputes, all Arabic first, and all shaped around the five year rent freeze that applies inside Riyadh's urban boundary.

Since September 2025 a vacant unit that was let before cannot be advertised above its last registered Ejar rent. A portal that checks asking rents against that figure protects its brokers from fines and gives tenants a reason to trust what they read, which no classified board in the city does today.

What the portal runs

Listings, reservations and revenue for the capital's rental market.

Riyadh is the hardest rental market in the Kingdom to run a portal in, and the most rewarding. Demand is heavy in the northern districts such as Al Malqa, Hittin, Al Narjis and Al Yasmin, in Olaya and around the King Abdullah Financial District, and the people searching include relocating professionals, regional headquarters staff, families moving up from smaller cities and students near King Saud University and Princess Nourah University. The rules are also strict. Residential rent must be paid through Ejar's digital channels, not through your checkout, so the platform earns from listing plans, reservation fees, brokerage commission and furnished stays rather than by holding a year's rent. Every listing needs a REGA advertising licence number, and prices sit under the freeze. We design the portal so these rules shape onboarding, moderation and payment from the first release.

Explain your project
  • Rent freeze price check

When a broker lists a previously let unit, the form asks for the last registered Ejar rent and flags any asking price above it before the listing reaches moderation. First time lettings are marked separately because their opening rent is agreed freely. Moderators see the history beside each submission and can reject or return it with a reason.

Fewer listings that expose your brokers to freeze penalties.

  • Broker and landlord verification

Brokerages register with their FAL licence, individual landlords with proof of ownership or authority to let, and each advert carries its own REGA advertising licence number. Nafath sign in confirms identity where your integration partner supports it. Accounts stay in a pending state until a moderator approves the documents.

Only accountable suppliers publish on your platform.

  • District search with commute filters

Map and list search across Riyadh districts, with filters for rent, bedrooms, furnishing, family or single occupancy, parking and move in date. Tenants can sort by distance to a workplace, a university or a Riyadh Metro station, which matters in a city where the daily drive decides where people live.

Searches end in enquiries that suit the tenant's daily route.

  • Viewing slots and reservation requests

Brokers publish viewing windows, tenants book a slot, and reminders go by SMS, email or WhatsApp. After a viewing the tenant can place a reservation request that the broker accepts or declines inside a set time, so a unit is never promised to two families at once.

Fewer double bookings and missed viewings.

  • Platform fees and checkout

Checkout takes the payments the portal is entitled to: reservation fees, featured listing plans for brokers, furnished stay bookings and agreed commission. It accepts mada, Visa, Mastercard, Apple Pay and STC Bank through a licensed gateway, with Tabby or Tamara offered on eligible service fees if your provider agreements allow.

Revenue collected without touching rent that Ejar must carry.

  • Ejar handover

Once both sides agree, the portal hands the deal to the licensed broker to document on Ejar and records the contract reference when it comes back. Tenants see a clear message that rent is paid through Ejar by mada or SADAD, which removes the most common question support teams receive.

A clean line between your platform and the regulated lease.

  • Commission ledger and payouts

Each closed deal records who referred it, which broker handled it, the agreed split and the payout status. Finance staff release payouts in batches and export the ledger for reconciliation. ZATCA compliant e-invoices are issued for your commission and subscription fees through a Fatoora capable billing provider.

Brokers are paid correctly and every fee has an invoice.

  • Broker dashboard and lead routing

Each brokerage sees its live listings, views, saved counts, viewing requests and reservations in one place, with enquiries routed to the agent who owns the unit. Branch managers in Olaya or the northern districts can reassign leads, set response targets and see which listings sit unviewed for too long, so stale stock is refreshed or withdrawn before tenants complain.

Brokers renew their plans because they can see what the portal delivers.

  • Reviews and dispute desk

Only tenants with a completed viewing or reservation can review a broker or a building. Complaints about misleading photos, withdrawn units or refused refunds open a case with evidence, deadlines and an outcome, so your team settles problems in the open rather than in private messages.

Trust that grows with the number of listings.

  • Arabic first design and SEO

Right to left layouts are designed first and English is mirrored from them. District pages, building pages and listing pages carry structured data and clean Arabic and English URLs, so the portal ranks for searches such as a two bedroom flat in Al Narjis rather than relying on paid traffic alone.

Organic demand that lowers the cost of every lead.

Who this is for

Four Riyadh businesses that ask us for a rental portal.

Rental property portal website design in Riyadh starts with deciding who supplies the listings and how the platform gets paid. A brokerage selling its own stock needs different rules from an open marketplace, and a furnished apartment operator needs a calendar more than a viewing planner. These are the four starting points we see most often in the capital, and what we would build first for each one. Many clients combine two of them over time, so we plan the data model to allow it.

01

A new marketplace founder

You want to open a portal for Riyadh rentals and need brokers on board before tenants arrive. We build supply first: FAL verification, a fast listing form, the freeze check and a broker dashboard that shows views and enquiries. Tenant search, reservations and reviews follow in the next release, once there are enough verified listings to be worth searching. Paid listing plans start once brokers can see real tenant traffic on their units.

A platform licence from REGA is your responsibility; we build to its integration requirements.

02

A brokerage with several branches

Your agents already list on public portals but you want your own channel with your stock and your brand. We build a portal that publishes every unit your branches hold, routes enquiries to the agent who owns the listing, and tracks commission per branch so managers see which districts and agents close deals.

03

A developer leasing its own towers

A residential or mixed use project in north Riyadh or near KAFD needs a leasing site that shows live availability by floor and unit type. We connect the portal to your inventory, take reservation fees for selected units and pass signed deals to your leasing team for Ejar documentation.

04

A furnished apartment operator

Monthly and short stays for business visitors and Riyadh Season guests need date based booking, deposits, house rules and cleaning schedules. We build a booking calendar with full payment at checkout, cancellation rules you set, and licence fields for units operated under the Ministry of Tourism's hospitality rules.

Short stay licensing rules change; we confirm current requirements with you before launch.

Six stages from a Riyadh workshop to a live rental marketplace.

  1. 01Market rules and revenue modelWe agree who lists, who pays, what the platform charges for and which payments must stay with Ejar, in working sessions at our Riyadh office with your legal adviser present where possible.
  2. 02Listing and moderation designOnboarding forms, licence fields, freeze checks and the moderation queue are designed first, because a portal with poor listings never earns the tenant traffic it needs.
  3. 03Search and reservation flowDistrict pages, filters, map search, viewing slots and reservation requests are prototyped in Arabic and tested with brokers and tenants before development starts.
  4. 04Payments, ledger and invoicingWe connect the gateway, configure fees and commission rules, set up payouts and link e-invoicing, then test refunds, failed payments and partial cancellations in a sandbox.
  5. 05Security and data protectionAccess roles, audit logs, encryption, hosting location and retention rules are set against PDPL and the NCA controls that apply to your platform, and personal data handling is documented.
  6. 06Soft launch with chosen brokersA small group of brokers lists real units first. We fix what they report, then open the portal to tenants and start the search engine and paid campaigns.

Technology

What we build this with.

We pick the stack for the marketplace you are building rather than forcing one template. Most Riyadh portals we plan use a Next.js front end for speed and search visibility, a Laravel or Node service for listings, ledger and payouts, a managed database in a Saudi or approved cloud region, image storage with automatic resizing for listing galleries, and a licensed payment gateway with mada support.

Questions Riyadh portal founders ask us

It depends on how much of the marketplace goes into the first release.

A portal that onboards brokers, publishes verified listings and takes enquiries is a smaller build than one with reservations, commission payouts, reviews and a dispute desk. We usually recommend launching supply and search first, then adding money flows. The time needed for gateway approval and REGA platform integration also sits partly outside our control, so we put those steps on the plan as dependencies and date the rest once discovery is complete. Cost follows the same drivers: the number of listing types, how many payment routes you run, and the depth of the broker back office.

Tell us what the business needs. We will tell you what to build first.
