National rental portals built around REGA licensing, Ejar and Saudi payment rules.

Codeeo delivers rental property portal website development in Saudi Arabia for founders, brokerage groups, developers and hospitality operators who want a marketplace that works in every city they enter. Brokers and landlords list licensed units, tenants and guests search, reserve or book, the platform earns its fees and commission, and partners receive payouts on a clear schedule. The rules that govern Saudi rentals, from REGA platform and advertising licences to Ejar contracts and digital rent payment, are built into the product from the first release.

Rental regulation in the Kingdom has moved quickly. Electronic platforms now need a licence, adverts carry licence numbers, residential rent runs through Ejar, and Riyadh has its own rent freeze. A portal designed for these rules can open in new cities without rebuilding its core.

Built for
Rental marketplace founders, multi city brokerage groups, residential developers and private hospitality platforms operating across the Kingdom.
Typical timeline
Workshops in Riyadh or by video call settle the revenue model, city rollout and payment routes; dates for each release are then fixed in a written scope.
What you own
The full code base, the admin console, listings, user and partner records, the ledger and every merchant, payout and cloud account, owned by your company.

What a national portal needs

One marketplace, many cities, one set of rules underneath.

A Saudi rental portal sits inside a regulated chain. The Real Estate General Authority licenses brokers and electronic real estate platforms under the FAL framework, and licensed platforms must complete the technical integration REGA asks of them. Every property advert carries an advertising licence. Residential and commercial leases are documented on Ejar, and since January 2024 rent on new residential contracts is paid through Ejar's digital channels by mada or SADAD, which means a portal cannot simply take rent at its own checkout. Short stays in private homes fall under the Ministry of Tourism's hospitality licensing. Personal data is governed by the PDPL under SDAIA, and platforms are expected to meet NCA cybersecurity controls. We treat these as product requirements, not legal footnotes, and the capabilities below show where each one lands in the platform.

Explain your project
  • Rules engine by city and listing type

Price controls, licence requirements, permitted listing types and fee rules are held as settings per city rather than written into the code. Riyadh listings can apply the rent freeze check against the last registered Ejar rent while other cities do not, and a new rule from REGA becomes a configuration change instead of a development project.

Regulatory change handled in days, not rebuilds.

  • Licensed partner onboarding

Brokerages enter their FAL licence, individual brokers their own credentials, landlords their ownership or authority to let, and hospitality hosts their tourism licence. Nafath sign in confirms identity where your integration partner provides it. Accounts remain pending until moderators review the documents, and expiry dates trigger reminders and automatic pauses.

Every listing traces back to an accountable, licensed party.

  • Advertising licence on every listing

Lease and sale style rental adverts require a REGA advertising licence number before submission, and the number is shown on the public listing. Moderators can check it, and listings with missing or expired numbers stay unpublished. This protects the platform's own licence as much as it protects tenants.

A catalogue that stands up to regulator scrutiny.

  • Ejar handover and contract references

When a tenant and landlord agree, the portal passes the deal to the responsible broker for Ejar documentation and stores the returned contract number. Tenants are told plainly that rent is paid through Ejar, and the portal charges only the reservation, listing or brokerage fees your model defines.

Clear separation between platform revenue and regulated rent.

  • National search with city pages

Search covers every city you operate in, with district pages for Riyadh, Jeddah, Makkah, Madinah, the Eastern Province and wherever you expand next. Filters cover family or single occupancy, furnishing, lease length and amenities, and each city can add its own filters, such as compound living in Al Khobar or sea views in Jeddah.

Local relevance on a single national platform.

  • Short stay booking engine

Licensed private hospitality units get calendars, nightly and monthly rates, instant or approved booking, deposits, cancellation rules and cleaning tasks between guests. These listings live in their own section so a family searching for a yearly lease in Dammam never wades through holiday flats, and pilgrim stays near Makkah and Madinah show accurate travel times.

Booking revenue alongside long term lettings.

  • Saudi payment methods

Checkout accepts mada, Visa, Mastercard, Apple Pay and STC Bank through a gateway licensed in the Kingdom, with Tabby and Tamara on eligible fees and stays. If your model involves holding money for landlords or hosts before passing it on, we plan it with a provider authorised under SAMA's payments rules rather than routing funds through your own account.

Payments that customers trust and regulators accept.

  • Ledger, payouts and e-invoicing

Every transaction is split in a ledger by city, partner, branch and fee type. Payouts to brokers and hosts run on schedules you control, and ZATCA compliant e-invoices for commission and subscriptions are issued through a Fatoora capable provider. Finance teams export by city for management accounts and VAT returns.

Clean books as the portal grows city by city.

  • Data protection controls

National ID numbers, contact details and payment references are classified and encrypted, visible only to roles that need them, and every access is logged. Retention periods, consent records and subject access requests follow the PDPL, and hosting sits in a Kingdom region or wherever your data protection assessment allows.

Personal data handled to the standard SDAIA expects.

  • Group reporting

Management sees listings, enquiries, reservations, bookings, revenue and payout liabilities by city and by partner, with trends over time. City managers get their own view. Reports show where supply is thin or demand is unmet, which tells you where to recruit brokers before you spend on marketing.

Expansion decisions based on your own marketplace data.

Who this is for

Four national rental businesses we build for.

Rental property portal website design in Saudi Arabia changes with the scale and model of the business. A founder opening one city at a time needs a different plan from a brokerage group joining several offices or a developer leasing across projects. These four situations cover most national portal conversations we have, and each sets a different order for the first releases. Whichever you start from, the rules engine and ledger are shared, so adding a second model later does not mean a second platform.

01

A founder building a licensed platform

You are applying for, or already hold, REGA's licence for an electronic real estate platform and need a product that meets its integration and advertising requirements. We build supply onboarding, licence checks and listing moderation first, open one city to tenants, and design the data model so the next cities are configuration rather than code.

The platform licence is yours to obtain; we build to the requirements it sets.

02

A brokerage group with offices in several regions

Each office runs its own listings and agents, and head office wants one brand and one view of performance. We build a portal with branch level permissions, shared search, lead routing to the right office and commission tracking by branch, so the group can compare regions on the same measures. Agents keep their own profiles and reviews, while listings and leads belong to the group.

03

A developer leasing across projects

Residential and mixed use projects in more than one city need one leasing site with live inventory, reservation fees and handover to the leasing team for Ejar documentation. We connect the portal to your inventory system so availability is never maintained by hand. Buyers of off plan units can also be invited to list their homes for rent once handed over, which adds supply you already know.

04

A private hospitality platform

Holiday homes, chalets and furnished apartments across the Kingdom, from coastal Jeddah to the mountains around Abha and the pilgrim cities, need a booking engine with host licensing, deposits and payouts. We build that core, then add long term lettings if your hosts want to offer them. Seasonal pricing handles peaks such as school holidays, Ramadan and the main pilgrimage periods.

Hospitality licensing rules are being updated; we confirm current requirements before launch.

From national plan to a portal live in its first city.

  1. 01Regulatory and revenue designWe map which licences you hold, what REGA and Ejar require of the platform, which payments you may collect, and how the business earns in each city.
  2. 02Rollout order by cityWe choose the launch city by supply and demand, then plan which settings, filters and partners each following city needs, so expansion has a written order.
  3. 03Product design in Arabic firstOnboarding, listings, search, reservation and booking flows are designed right to left, mirrored into English and tested with brokers, hosts and tenants from the launch city.
  4. 04Platform build and integrationsWe build the marketplace, the rules engine, payments, ledger and e-invoicing, and complete the integrations your platform licence and partners require.
  5. 05Security and PDPL reviewAccess, logging, encryption, hosting location, retention and incident response are checked against the PDPL and NCA controls before any real personal data enters the system.
  6. 06First city launch, then expansionWe open the first city with invited partners, fix what they find, open to the public, then repeat the onboarding and marketing plan city by city.

Technology

What we build this with.

A national marketplace needs to scale without slowing down. We typically use a Next.js front end for fast, indexable pages, a Laravel or Node service for listings, rules, ledger and payouts, a managed database and search index hosted in a Kingdom cloud region, and licensed gateways and e-invoicing providers connected through documented APIs. Image pipelines and caching keep listing pages quick on mobile data in every city.

Questions about building a Saudi rental portal

The core platform comes first; each extra city is shorter work.

Most of the effort goes into the first release: onboarding, listings, search, payments, ledger, rules engine and security. Later cities mainly need settings, district pages, partner onboarding and marketing, so they move faster. Platform licensing, gateway approval and any REGA integration steps depend partly on third parties, so we show them on the plan as dependencies and date our own work after discovery. Cost follows the same pattern: the number of listing types, payment routes, integrations and languages decides the size of the first release far more than the number of cities.
