Yacht charter platforms built for Saudi licensing, payments and two coasts.

Yacht booking app development Saudi Arabia operators can trust has to reflect a market that is still being shaped: a dedicated maritime regulator on the Red Sea, licensed charter agents, permits per yacht, new coastal destinations opening in stages, and clients spread from Riyadh to the Eastern Province. Codeeo builds charter platforms that hold the licences, the bookings, the guests and the payments together, so a growing company can operate in several regions from one system.

This page covers the national picture: regulators, payment and identity systems, and rollout across regions. If your business is centred on one city, our pages for Jeddah, Riyadh and Dammam go into local detail. Both levels can share the same platform later.

Platform capabilities

What a national yacht charter platform has to handle.

Saudi yacht chartering has moved quickly from informal arrangements to a regulated activity. On the Red Sea coast, the Saudi Red Sea Authority issues licences for yacht chartering and marinas, and its large yacht chartering rules route charters through licensed maritime tourism agents who obtain permits for each vessel. Foreign flagged yachts have their own entry process, coordinated through a multi agency operations centre in Jeddah. Charters on the Arabian Gulf sit under a different set of authorities and permits.

A platform that serves the whole country therefore needs more than a calendar. It needs licence records, permit status, identity checks, national payment rails and e-invoicing, plus content that works for Saudi families, expatriate residents and international guests. These are the capabilities we scope for national operators, in roughly the order they tend to be built.

Explain your project
  • Licence and permit register

Each company, agent, marina berth and yacht has a record of its licences and permits, with issuing authority, scope and expiry date. A booking cannot be confirmed for a yacht whose permit does not cover the dates or the region, and compliance staff receive reminders well before anything expires.

Compliance checked by the system at the moment of booking.

  • Maritime tourism agent workflow

Where a licensed agent must arrange the charter, the platform gives the agent a queue of permit requests with the yacht, itinerary, guest list and crew details already collected. The agent records the permit outcome, and the booking moves forward only when it is approved. Agents working for several owners see all their requests in one list, sorted by departure date.

Permit requests reach the agent complete, not in pieces.

  • Foreign flagged yacht onboarding

International yachts arriving for a season need registration, class and radio certificates, crew lists and entry paperwork on file before they can be offered for charter. The platform keeps these separate from domestic vessels and shows which steps remain before a visiting yacht can go on sale. The Jeddah Yacht Club and Marina, an official port of entry, is often the first stop for these vessels.

Visiting superyachts become bookable sooner and with fewer gaps.

  • Nafath identity checks

Saudi citizens and residents can confirm their identity through Nafath, the national single sign on and verification service, before a charter is confirmed. International guests provide passport details, often alongside a Saudi tourist eVisa. Identity data is stored encrypted, shown only to staff who need it and shared with agents only as required for the permit.

Guest identity confirmed once and reused across bookings.

  • National payment methods

mada cards, Apple Pay, STC Bank and international cards are accepted in the app, with SADAD bills for clients who prefer paying through their bank. Buy now pay later through providers such as Tabby or Tamara can be offered for smaller packages where the provider allows it. Deposits, balances and refunds are tracked per booking.

Clients pay the way they already pay for everything else.

  • ZATCA e-invoicing

Invoices and credit notes are generated to ZATCA Fatoora requirements, including the QR code and integration with the authority's platform where your business has reached that phase. Commission invoices between agents, brokers and operators follow the same rules. Credit notes for cancelled charters follow the same format.

VAT records that stand up to review.

  • Regional inventory

Yachts are grouped by base and cruising area: Jeddah, the northern and southern Red Sea destinations, and the Gulf coast around Dammam and Al Khobar. Guests filter by region, and each region carries its own permits, meeting points, seasons and partner suppliers. New destinations can be added as they open to charter, without changing the guest app.

One platform, with each coast run under its own rules.

  • PDPL aligned data handling

The Personal Data Protection Law, overseen by SDAIA, sets rules for consent, purpose, retention and transfer of personal data. We design consent screens, retention periods, access logs and hosting choices with your data protection lead, and apply relevant National Cybersecurity Authority controls when your clients or contracts require them. Data subject requests can be logged and answered from the admin.

Guest data handled in line with Saudi law from day one.

  • Roles for a multi-region team

Head office, regional managers, brokers, agents, captains, crew and owners each see a different view. A regional manager in Jeddah sees only that fleet; head office sees everything. Permissions are set by role and region, and every change to a booking or permit is logged. Access reviews can be run from the admin each quarter.

Teams in different cities work on one platform without stepping on each other.

  • Arabic first content system

Yacht descriptions, packages, terms and notifications are written and managed in Arabic and English from one admin, with optional languages for international guests. Right to left layouts are designed, not mirrored automatically, so Arabic screens read naturally. Translation status is tracked so nothing goes live half translated.

Content stays consistent across languages as the fleet grows.

Who this is for

National operators we build for.

A national platform is a bigger commitment than a city app, and it suits companies that already operate, or plan to operate, in more than one region. Discovery for these projects normally starts with a workshop at our Riyadh office or yours in the capital, followed by video sessions with regional teams. The four profiles below describe who gets the most from this approach. Single city businesses are usually better served by a smaller app first. We will say so in discovery when that is the case.

01

A charter company expanding along the Red Sea

You started in Jeddah and now want yachts at the newer destinations to the north and south. Each base has different suppliers, seasons and logistics, but you want one brand, one guest account and one finance view. We build the platform so a new base is a configuration task rather than a new app. Shared guest accounts also mean a family who sailed with you in Jeddah is recognised when they book in another region. Head office sees bookings, revenue and permit status for every base in one place.

New bases added by configuration, not code.

02

A licensed maritime tourism agent

You represent yacht owners and arrange permits under the Saudi Red Sea Authority's rules. Your platform needs owner portals, permit queues, document storage, crew records and a clear audit trail. Charter guests may never see your app; your value is in getting the paperwork right for every vessel you represent. Reports for owners and authorities come from the same records, so nothing is retyped. Owners can log in to see where their yacht's permits stand and what documents you still need from them.

An internal tool can matter more than a guest app.

03

A destination or hospitality group

Resort and destination operators along the coast offer yacht experiences as part of a stay. The charter module sits inside your existing guest app, shares the guest's profile and payment method, and passes bookings to your marine team or licensed partners without manual transfer of details. Your marine team keeps control of which yachts and slots are released to guests and when. Guests book a yacht the same way they book a spa treatment or a dinner, inside the app they already use.

04

A yacht management firm with Saudi and Gulf clients

You manage yachts for owners who may be based anywhere in the Kingdom or the wider Gulf. Owners want statements, usage calendars and approvals on their phones; your team wants maintenance, crew and charter income in one place. We build owner, crew and operations apps around a shared core. Crew can move between yachts and regions while their certificates follow them in the system. Each owner sees only their own vessels and statements. Crew rotas and maintenance are planned across the fleet.

Owners see their yacht; you see the fleet.

From national scope to regional rollout in six stages.

  1. 01National discoveryWorkshops with head office and regional leads to map licences, permits, payment flows and how charters run differently on each coast. Regional staff join by video. The output is one shared picture of operations.
  2. 02Compliance blueprintA written map of every licence, permit, identity check and data rule the platform must respect, reviewed by your compliance or legal adviser before design. It becomes the reference for every later phase.
  3. 03Core platform designShared guest account, booking engine, payments, invoicing and admin designed once in Arabic and English, so regions plug into the same foundation. Shared design rules keep every region consistent. Arabic layouts are designed first.
  4. 04First region buildThe platform launches in the region where you have the most yachts, usually the Red Sea coast, and is tested with real charters and real permits. Lessons from it guide the next region.
  5. 05Regional rolloutFurther bases are added one by one, each with its own inventory, suppliers, permits and staff roles, with training for every new team. Regional reports start on the first day.
  6. 06Ongoing governanceRegular reviews track regulatory updates, new destinations and performance by region, and turn them into a release plan. Your team sets the priorities each quarter, and changes go out in planned releases.

Technology

What we build this with.

We choose architecture for scale and regulation: native or cross platform apps, a modular back end where each region is configuration, hosting selected with you for data residency, and integrations with payment gateways, ZATCA, Nafath and your finance system. Each choice is explained in plain terms so your team can maintain it later.

Questions national charter operators ask.

Licence and permit records, identity checks, national payments and e-invoicing.

A calendar shows when a yacht is free. A Saudi charter platform must also know whether the yacht holds the right permit for those dates and waters, who the licensed agent is, whether every guest's identity is recorded, how the client will pay and how the invoice will be issued. Without these, staff end up running compliance on spreadsheets beside the app. Guests notice the difference too, because they are asked for each detail once and see a clear status at every step.
