Childcare management apps built for the rules of all four UK nations.

Codeeo delivers childcare management app development UK nursery groups, childminder agencies, out of school providers and franchise networks can scale with. We build the family app, the practitioner app and the operator dashboard, then configure them for each nation's regulator, framework and funding scheme. A group with nurseries in Leeds, Cardiff and Glasgow answers to three inspectorates and three funding models, and its software has to keep those differences straight while giving head office one honest view of the business.

Our 80+ strong team is based in Dubai, Riyadh and Karachi and works with UK clients remotely. Discovery, design reviews and rollout training all happen over video call; we do not have a UK office.

Platform capabilities

One platform, configured nation by nation.

Childcare regulation is devolved. In England, Ofsted registers providers on the Early Years Register and the Childcare Register, and settings follow the Early Years Foundation Stage, which from September 2025 comes in separate versions for group and school based providers and for childminders. In Scotland the Care Inspectorate registers services and most daycare staff register with the Scottish Social Services Council. Care Inspectorate Wales covers Wales, and Health and Social Care Trusts register childminders and day care in Northern Ireland.

Funding is just as varied. England's working parent entitlement runs through eligibility codes issued by the government's Childcare Service, Scotland funds 1,140 hours of early learning and childcare through councils, and Wales runs its own Childcare Offer. Tax-Free Childcare, by contrast, works across the whole UK. The capabilities below are designed so each setting follows its own nation's rules while the group shares one codebase, one brand and one set of reports.

Explain your project
  • Nation and framework settings per site

Every setting is tagged with its nation, regulator and framework. That choice controls the observation categories practitioners see, the statutory records the app prompts for and the reports the manager can run. A Scottish nursery is not asked for EYFS progress checks, and an English one is not shown Scottish care standards.

Each site records what its own regulator expects.

  • Funding engine for several schemes

England's universal and working parent hours, two year old places, Scotland's funded hours, the Childcare Offer for Wales and local authority top ups are modelled as separate rules. Each child's eligibility, codes and claim history are stored once, and exports are produced in the format each council accepts.

Correct claims across very different public funding systems.

  • Group reporting and benchmarking

Directors compare occupancy, staff costs, funded versus paid hours, waiting lists and collection rates across every site and region. Reports can be filtered by nation or by area manager, and exported for boards, lenders or investors without anyone rebuilding numbers in a spreadsheet.

Decisions made from current figures, not last quarter's.

  • Franchise and brand controls

Franchisors set the shared brand, policies, menus and parent communications, while franchisees manage their own staff, fees and local messages. Permissions make clear which settings the centre controls and which the operator owns, so standards hold without slowing local decisions.

Consistent brand, with operators still running their own sites.

  • Staff vetting and workforce records

DBS checks in England and Wales, PVG scheme membership in Scotland and AccessNI checks in Northern Ireland are recorded in the right format for each nation, with SSSC registration for Scottish staff and training expiry reminders for everyone. Area managers see compliance gaps across their whole patch.

Workforce compliance visible across every nation you operate in.

  • Inspection readiness by regulator

Ofsted, the Care Inspectorate, Care Inspectorate Wales and the Northern Ireland trusts each look for evidence in their own way. Managers can pull registers, ratios, staff checks, accident and medicine records, safeguarding logs and learning evidence for a chosen period, arranged in the order their own inspectors usually ask for it, and area managers can run the same check remotely before a visit.

Evidence gathered in minutes rather than days.

  • Parent app with shared brand and local content

Families get one app in the stores under your brand. Inside it, they see their own setting's updates, menus, term dates and fees, along with daily diaries, photos shared with consent and secure messaging. Welsh language content can be offered for settings in Wales that need it.

A single brand experience with a local feel.

  • Tax-Free Childcare and payment reconciliation

Invoices separate funded time from paid sessions and optional charges. Payments arrive by card, Bacs Direct Debit, Open Banking or the parent's Tax-Free Childcare account, and the finance team matches them automatically against parent references. Parents claiming the childcare element of Universal Credit can download clear proof of costs.

Faster reconciliation and fewer disputes about balances.

  • Safeguarding across local partnerships

Concerns and chronologies are recorded in a restricted space for designated leads, with each site's local safeguarding partnership and referral route stored on its profile. The app helps leads act consistently with Working Together to Safeguard Children in England, and with the equivalent guidance in the devolved nations.

Clear, auditable safeguarding records wherever a site is located.

  • Integrations with finance, payroll and HR

Group finance and HR rarely sit inside a nursery app. We connect invoices and payments to accounting, staff hours to payroll and starters and leavers to HR systems through their published APIs, so head office systems remain the source of truth for money and employment.

No retyping between the nursery floor and head office.

Who it is for

UK operators who need more than a single site tool.

Small settings are usually well served by packaged nursery software, and we will tell you if that is your situation. Custom childcare management app development UK operators invest in tends to pay off at scale, or where the business model is unusual. The four profiles below are where a platform of your own gives a clear advantage over adapting your operation to someone else's product.

01

A nursery group expanding across regions

You started in one city and are now opening or acquiring sites elsewhere, perhaps across the border into Scotland or Wales. Each acquisition brings its own software, contracts and habits. We build one platform with nation aware settings, plan the migration of each acquired site, and give directors reporting that treats the group as one business. Area managers covering several regions get a dashboard of their own patch rather than the whole group.

Acquisitions join the platform instead of adding another system.

02

A childminder agency

Registered childminder agencies in England take on responsibility for registering and quality assuring their childminders. You need oversight of registrations, training, insurance and quality visits, and your childminders need a simple phone app. We build both, with a clear line between what the agency sees and what stays with each childminder and family. Agency staff can schedule quality support visits, record outcomes and spot childminders who need extra help early.

03

A franchise or licensed childcare brand

Your brand is the product, and parents expect the same quality whichever franchisee runs their local setting. The app carries your brand, policies and parent experience, while franchisees operate their sites independently. Central reporting shows how each franchise is performing without breaching the privacy of families. New franchisees are onboarded through the same platform, so a new site launches with policies and templates already in place.

Brand standards enforced through the product itself.

04

An out of school or holiday provider working with many schools

You run breakfast, after school and holiday clubs on school sites in several council areas. Each site has its own term dates, collection rules and school contacts. We build booking against live capacity, school specific settings and reports for each partner school, all from one platform. Contracts with schools differ, so each partnership keeps its own pricing, collection arrangements and reporting.

Six phases from first conversation to a national rollout.

  1. 01Operating model reviewWe study how your group, franchise or agency is organised, which nations and councils you work with, and where data and decisions currently sit, all over video call.
  2. 02Regulatory and data mappingEach nation's records, funding rules and vetting checks are listed against features, and the UK GDPR basis, access rules and retention periods are agreed for every data type.
  3. 03Product design and prototypesPrototype screens for families, practitioners, managers and head office are reviewed by real users in more than one nation before development starts.
  4. 04Platform buildCore records, the funding engine and integrations are built in short releases, with configuration for each nation tested against sample data from your own sites.
  5. 05Phased rolloutA pilot site goes live first, then sites move across in waves planned around term starts, funding deadlines and inspection windows, with remote training for each wave.
  6. 06Continuous changeGuidance, funding schemes and frameworks change regularly across the UK. A support plan keeps the platform current and adds features as the group grows.

Technology

What we build this with.

We build cross platform iOS and Android apps with a web dashboard for managers and head office, hosted in a UK data region by default. The platform is designed to WCAG 2.2 AA, with offline recording for practitioners and full data export so you are never locked in. Each nation's rules live in configuration rather than code, so a change to funding or guidance in one nation is usually a settings update, not a new release for everyone.

Questions UK childcare groups ask us.

Building one platform that respects four different regulatory systems.

Beyond the apps themselves, the work involves mapping each nation's regulator, framework, funding schemes and vetting checks, then making those rules configurable per site. It also covers UK GDPR documentation, accessibility, integrations with finance and payroll, migration from existing systems and a phased rollout. If you only operate in England, the scope is simpler, but we still design for expansion. The plan also sets out who in your organisation owns each nation's configuration once the platform is live.
