National construction marketplaces that work under four nations' rules and HMRC's.

Codeeo provides construction services marketplace website development UK founders, trade bodies, franchise networks and national property groups use to connect customers with vetted builders and specialist trades in every region. We build provider onboarding and verification, listings and matching, quotes and contracts, payments through a regulated provider, commission and payouts, reviews, disputes and the tax records behind them. A marketplace that operates nationally has to satisfy HMRC, the FCA's payment rules, consumer law and the different building regimes in England, Wales, Scotland and Northern Ireland from the first transaction.

The product is the marketplace and its payment platform, not a company brochure site. Codeeo has no UK office: our team works with UK clients remotely, running discovery, design reviews and release demos by video call, and plans a rollout that can start in one region and extend to the rest of the country without a rebuild.

Platform capabilities

The national plumbing a construction marketplace needs.

Local marketplaces can get away with manual checks and a spreadsheet of payouts. A national one cannot. Once providers in Cardiff, Glasgow, Belfast and Leeds are taking payments through your platform, every rule that differs between the nations shows up as a support ticket, a refund or a tax question. Building regulations are devolved, so a job that needs building control approval in England may need a building warrant in Scotland. Some legislation, such as the Party Wall etc. Act 1996, covers England and Wales only. Tax and payment rules, by contrast, apply across the UK, and HMRC expects platforms to report seller income. The capabilities below are designed so these differences live in configuration your admin team controls, not in code that needs a developer every time a rule changes. That is what lets a national marketplace grow region by region.

Explain your project
  • Region aware rules engine

Each job is tagged with its nation and local authority, and the platform applies the matching rules: which approvals to prompt for, which documents a provider must upload, which consumer information to show and which legal terms apply. Scots law terms can sit alongside English and Welsh ones, and admins edit the rules without a code release.

One platform behaves correctly in England, Wales, Scotland and Northern Ireland.

  • National verification pipeline

Providers are checked against Companies House, insurance evidence and the registers that matter for their trade, such as Gas Safe, competent person schemes for electrical work and TrustMark for government endorsed quality standards. Checks are dated, renewal reminders are automatic and lapsed cover hides the listing until it is renewed, wherever in the country the provider works.

The same verification standard applies in every region you operate.

  • Construction Industry Scheme handling

For business to business work, the platform records each subcontractor's CIS verification and deduction rate, shows deductions on statements and produces the data contractors need for their monthly returns. Responsibilities stay with the parties HMRC says hold them, and the platform makes their records consistent rather than taking those duties over.

Contractors buying labour through the platform get CIS records they can rely on.

  • VAT and the domestic reverse charge

Quotes and invoices apply standard VAT, zero rated lines where they apply, or the VAT domestic reverse charge for construction services between VAT registered businesses within CIS. Each provider's VAT status is held centrally, and invoice wording follows HMRC's requirements so customers and accountants are not left correcting them.

VAT is right on every invoice without each trade working it out alone.

  • Digital platform reporting

Under HMRC's reporting rules for digital platforms, many marketplaces must collect seller details and report the income providers earn. The platform gathers the required information at onboarding, keeps it current and produces the annual report, so your finance team is not assembling it from payment exports at the deadline.

Annual seller reporting comes from data the platform already holds.

  • Payments built on UK rails

Customers pay by card with Strong Customer Authentication, by digital wallet, or by Open Banking bank transfer for larger staged jobs. Funds are held by an FCA authorised payment provider and released against milestones, and payouts reach providers by Faster Payments on the schedule you set.

Payment options suited to everything from a small repair to a large extension.

  • Consumer law at checkout

The checkout shows pre contract information, total prices including unavoidable charges as the drip pricing rules in the Digital Markets, Competition and Consumers Act 2024 require, and the cancellation rights under the Consumer Contracts Regulations. Requests to start work inside the cancellation period are recorded expressly, with partial refunds calculated if a customer later cancels.

Consumer protection is part of the checkout, not a page nobody reads.

  • Reviews, disputes and moderation

Reviews come only from verified, paid jobs, moderation policies are published, and incentivised or fake reviews are blocked, in line with the 2024 Act. Disputes attach to a payment stage, with held funds frozen while your team or an independent resolver you appoint reviews the evidence from both sides.

Trust signals and complaint handling that stand up to scrutiny.

  • Multi region admin and reporting

Regional managers see only their area's providers, jobs and disputes, while head office sees the whole country. Reports cover supply gaps by postcode area, acceptance times, dispute rates and revenue by region, so expansion decisions rest on where customers are waiting and trades are scarce.

Each region is run locally while the business is managed nationally.

Who this is for

Four organisations that build national construction marketplaces.

A national platform makes most sense when you already have reach: a membership, a brand customers know, a supply chain in several regions or a national property portfolio. Launching across the whole country with no base is rarely sensible, because supply is local even when demand is national. These four starting points come up most often, and each suggests a different first region and first release. Whichever applies, we look first at where your supply is densest, because a region with enough trusted providers to answer jobs quickly is where the platform earns its reputation.

01

A trade association or certification body

Your members are already vetted, and homeowners already look for your logo. A member marketplace lets customers find, book and pay certified members directly, with membership status checked live against your own register. The first release can cover one nation or one trade, then extend across members in every region. Member income from leads or bookings can also strengthen the case for membership itself. Disputes can also feed into your existing complaints and disciplinary process.

Existing vetting means supply can be trusted from day one.

02

A franchise network of building or repair businesses

Each franchisee runs a territory, but customers expect one brand experience. A marketplace routes jobs to the right territory by postcode, enforces brand standards for quotes and evidence, collects payments centrally and pays franchisees net of fees. Head office sees performance across territories, and territories in Scotland or Northern Ireland follow their own rules automatically. Franchisees keep their own customer relationships, while the brand keeps the data it needs to monitor quality and settle complaints across the network.

Territory routing replaces manual allocation by a central call team.

03

A national contractor procuring its supply chain

You buy specialist packages from hundreds of subcontractors across the country. A private procurement marketplace lets regional teams post packages, invite approved firms, compare tenders, issue orders and pay valuations with CIS and reverse charge handled correctly. Subcontractors keep one profile and one set of compliance documents, instead of filling in separate forms for every regional office. Compliance documents expire on the same schedule everywhere, and renewal reminders go to the subcontractor, not to your buyers, which removes a large share of routine admin from regional teams.

Supply chain data becomes comparable between regions for the first time.

04

A founder launching a national consumer brand

You want to build a recognised marketplace for home improvement across the UK. We recommend proving the model in one region with dense supply, getting verification, payments and disputes right, then adding regions as recruitment allows. If you plan a consumer facing subscription such as a home maintenance plan, the 2024 Act's subscription contract rules are expected to start in 2027. Search pages for each town go live only when enough providers can serve them, which keeps the brand's promise credible while it grows.

Proving one region first protects the brand everywhere else.

Six stages from one region to a UK wide marketplace.

  1. 01National discoveryBy video call we map your customers, provider types, the nations and regions in scope, the rules that differ between them and the tax and payment obligations that apply everywhere. We also agree which region proves the model.
  2. 02Compliance and money designPayment flows, held funds, CIS and VAT treatment, platform reporting and consumer checkout rules are agreed with your payment provider and advisers before design. Refund, retention and dispute rules are fixed here as well.
  3. 03Design for scaleCustomer, provider and admin screens designed once, with region specific text and steps driven by configuration, and tested with users from more than one nation. Welsh content is planned here if you need it.
  4. 04Platform buildCore marketplace, rules engine, verification, payments, tax records and reporting built in releases on a staging site your team tests throughout. Each release is tested by your team with sample jobs before it reaches users.
  5. 05First region launchOne region with strong supply goes live with real payments, and we monitor acceptance times, disputes and payment exceptions closely before widening access. Findings are shared in writing every week.
  6. 06Regional rolloutFurther regions are switched on in configuration as providers are recruited, with search pages, local rules and regional admin access added for each. Each new region gets its own soft launch period.

Technology

What we build this with.

Construction contractor marketplace platform development across the UK needs a stack that scales by region and keeps rules in configuration. We typically use a modern web framework, a managed cloud database, background queues and a payment provider with a marketplace product.

Questions about national construction marketplaces.

Payment complexity, verification depth and the number of nations at launch.

A marketplace with card payments on completion and manual checks in one region is far smaller than one with milestones, automated register checks, CIS and reverse charge invoicing, platform reporting and rules for four nations. We price each component separately in discovery so you can choose what launches first. Construction services marketplace website design across the UK also adds work, because screens and content must handle regional differences without confusing anyone. Integrations with accounting or ERP systems add further work.
