E-learning apps built for UK consumer law, data rules and nationwide learners.

Codeeo provides e-learning app development UK course providers, training companies and national employers can run across all four nations. We build branded learner apps, catalogue and checkout, video delivery, assessment and certification, plus the admin and reporting behind them. Every build starts from the rules that apply nationally: UK GDPR, consumer law on digital content, accessibility duties and, where learners talk to each other, online safety obligations.

A national course business rarely serves one region. Learners in Belfast, Cardiff, Glasgow and Norwich expect the same app, while the qualifications, funding and employers behind them differ. We design for that variety and work with UK clients remotely, by video call.

Platform capabilities

The capabilities a UK-wide course platform depends on.

Running courses nationally changes the brief. One catalogue must describe qualifications that sit on different frameworks in England, Wales, Scotland and Northern Ireland. One checkout must satisfy consumer law for individual buyers and invoicing for companies. One data model must hold learners of every age, some funded, some self-paying, some sent by employers. And the app has to perform the same way on a commuter train in Kent as on a rural broadband line in the Highlands.

Learning management app development UK organisations commission therefore leans heavily on configuration: rules, regions and roles set by your administrators rather than hard coded. The capabilities below reflect that, and we scope which belong in the first release during discovery. Anything left out is recorded with a reason, so the roadmap after launch is already partly written.

Explain your project
  • Consumer-law compliant checkout

For digital courses sold to individuals, the Consumer Contracts Regulations require express consent and an acknowledgement before access starts inside the cancellation period. The checkout captures that with an unticked box, stores the record and sends a confirmation, and refunds follow the correct route for buyers who have not started. Prices are shown including VAT for consumers, and the terms page records which version each buyer accepted.

Course sales hold up if a refund dispute or complaint arises.

  • Framework-aware course records

Courses can be tagged with their level on the RQF, SCQF or CQFW, along with the awarding body and qualification number where relevant. Learners in each nation see the description that applies to them, and unregulated certificates are clearly labelled as such.

Learners understand what they are buying, wherever they live.

  • Payments buyers expect

Cards, Apple Pay and Google Pay for one-off purchases, Direct Debit for monthly subscriptions or instalment plans, and pay by bank through Open Banking for larger orders. Company customers can buy on purchase order and pay by invoice, with VAT shown correctly on every receipt. Failed Direct Debit collections trigger a polite retry sequence and pause access only after the learner has been told.

Fewer abandoned checkouts and less manual invoicing.

  • Safe discussion and community

Forums, comments and peer feedback make a service user-to-user under the Online Safety Act, which brings risk assessment and moderation duties overseen by Ofcom. We add reporting tools, moderation queues, keyword filters and audit logs, and help you record the risk assessment decisions behind them.

Community features grow without becoming a compliance gap.

  • Age-appropriate accounts

If anyone under 18 is likely to use the app, the ICO's Children's code applies. Profiles default to private, location and tracking are off, nudges toward sharing are removed and parental or school consent flows can be added where your policy requires them. Adults cannot start private conversations with learners flagged as under 18.

Younger learners get protective defaults without a separate app.

  • Video at national scale

Lessons are encoded at several quality levels and distributed from edge servers on a CDN, so streaming adapts to the connection whether a learner is in central Birmingham or a village in Powys. Downloads, captions, transcripts and chapter markers come as standard. Watermarking with the learner's email deters screen recording of paid lessons.

Playback stays smooth for learners on any connection.

  • xAPI learning record store

Every learning activity, from video progress to simulation choices, can be recorded as an xAPI statement in a learning record store. That lets large clients pull data into their own HR or analytics tools and lets you report across apps, web and live events in one place.

Corporate clients get learning data in a standard they can use.

  • Regional teams and permissions

National providers often run regional delivery teams. Administrators can be limited to a region, a client or a programme, with their own tutors, cohorts and reports, while head office keeps a whole-UK view and controls the shared catalogue. Regional teams can add local content, such as a site induction, without touching national courses.

Regions run their own delivery without breaking national standards.

  • Accessibility documented for procurement

Apps are tested against WCAG 2.2 AA and ship with a published accessibility statement. Public sector buyers are bound by the 2018 accessibility regulations for websites and apps, and private buyers are covered by Equality Act duties, so tender questions about accessibility get specific, evidenced answers.

Accessibility supports sales instead of slowing them.

Who this suits

Four UK course organisations we design for.

Online course app development UK clients bring to us usually falls into four patterns. What separates them is scale, who pays, and how much regulation sits around the certificate. A national employer cares about rollout and adoption across sites. A consumer course brand cares about conversion and refunds. An awarding or membership body cares about the integrity of its credentials. We shape the architecture to the pattern before choosing features.

01

Consumer course brands selling nationwide

You sell courses directly to the public through social media, search and partnerships. Your risks are refund disputes, payment friction and subscribers who forget to cancel. We build a compliant checkout, clear subscription management and reminders, and keep an eye on the subscription rules introduced under the Digital Markets, Competition and Consumers Act 2024 so renewal flows stay on the right side of them. Abandoned basket and lapsed learner emails follow PECR, so they go only to people who have agreed to hear from you.

Cancellation must be as easy as signing up.

02

Employers training staff across many sites

You have offices, stores, depots or clinics from Aberdeen to Exeter and need mandatory and role-based training to reach everyone. Your HR system and single sign-on feed the app, push courses to people according to job title and workplace, and give regional managers their own dashboards, with frontline staff able to learn on personal phones. Mandatory refreshers recur automatically on the cycle you set, and overdue staff are escalated to their manager rather than to a central inbox.

03

Awarding, membership and professional bodies

Your certificates carry weight because people trust them. We build assessment with question randomisation and integrity checks, a public certificate register with verification codes, CPD tracking for members and controls so certificates can be suspended or revoked when your rules require it. Exam windows, reasonable adjustments such as extra time, and appeals are handled inside the same system, with a record of every decision.

Certificate integrity is designed in, not added later.

04

Training companies with corporate contracts

You deliver courses to many client organisations across the country. Each client wants its own branding, reports and data separation. The platform we build shares your content library, client spaces are isolated, and contract terms such as seat numbers and renewal dates are managed in one place. Your sales team can spin up a demo space for a prospect in minutes using sample content, then convert it into a live client space when the contract is signed.

Six stages to a UK-wide course platform.

  1. 01Regulatory and market mappingWe list the consumer, data, safety and accessibility rules that apply to your model, and which nations, funders and qualifications the platform must handle.
  2. 02Platform architectureDecisions on multi-client separation, regional roles, payment routes and data hosting are made and documented before any screen is designed.
  3. 03Design and usability testingPrototypes for catalogue, checkout, lessons and certificates are tested by video with learners from several regions and different levels of digital confidence.
  4. 04Incremental buildFeatures ship in two-week sprints with demos, while content migration runs in parallel so the catalogue is ready when the platform is.
  5. 05Phased regional rolloutOne region or client goes live first, then further regions follow in planned waves, each with its own checks on reports, payments and support volume.
  6. 06Operate and improveMonitoring, store updates, security patches and feature work continue under a retainer, guided by completion data and learner feedback across the UK.

Technology

What we build this with.

Cross platform iOS and Android apps, a responsive web app, UK or EU cloud hosting chosen to match your data commitments, adaptive video streaming, SCORM and xAPI support, and single sign-on with the identity providers your clients already use. Automated tests and staged releases keep updates from disrupting learners in the middle of an assessment.

Questions UK course organisations ask first.

We price after discovery, based on scope rather than a package.

The biggest cost drivers are the number of buyer types, multi-client separation, payment routes, the depth of reporting, community features with moderation, and how many systems the platform connects to. Content migration and captioning are often underestimated. After discovery you get an itemised written estimate, and we show which items could move to a later release if you want a smaller first build. We do not publish fixed packages because two course platforms rarely need the same things.

Tell us what the business needs. We will tell you what to build first.
