Repairs and maintenance platforms built for landlords and heating firms across the UK.

Codeeo delivers home maintenance app development UK landlords, housing providers and heating companies can use in every region they operate. We build tenant reporting apps, engineer apps and compliance dashboards that track gas safety records, electrical inspections, hazard deadlines and complaints, with rules that change depending on whether a home is in England, Scotland, Wales or Northern Ireland. For organisations with homes in several regions, that difference is where most repairs software falls short.

We are 80+ people across Dubai, Riyadh and Karachi, with 200+ projects delivered across the UAE and the US. UK clients work with us remotely, and all discovery, reviews and training happen by video call.

National capabilities

What a UK wide maintenance platform has to get right.

Repairs law in the UK is not one rulebook. The annual landlord gas safety check comes from regulations that apply across Great Britain, but electrical inspection rules, repairing standards and tenancy law differ between England, Scotland, Wales and Northern Ireland. Social landlords in England face statutory hazard timeframes and a regulator with consumer standards, while private landlords are moving through the phases of the Renters' Rights Act 2025. A platform used across the country has to apply the right rule to each home automatically. These are the capabilities we build to make that possible. We order them by risk, starting with safety records and legal deadlines.

Explain your project
  • Rules by nation and tenure

Every property is tagged with its nation, landlord type and tenancy type. Inspection intervals, response deadlines, notice wording and record retention follow from those tags, so a flat in Glasgow and a house in Leeds are handled correctly by the same system without staff having to remember the differences. When a property changes hands or tenure, its rules update the moment the record is edited.

The right legal rule applied to each home, automatically.

  • Certificate and inspection register

Gas safety records, electrical installation condition reports, smoke and carbon monoxide alarm checks, legionella risk assessments and energy performance certificates are stored per property with expiry dates. The register shows what is due nationally, by region and by contractor. Expired or missing documents block new lettings in that home until someone uploads a valid record.

A complete compliance picture across the whole portfolio.

  • Statutory hazard timeframes

For social homes in England, emergency hazards and significant damp and mould now carry legal deadlines under Awaab's Law. The platform starts and tracks those clocks, and holds configurable timeframes ready for later phases and for private renting once government confirms dates. Each case records when the landlord became aware, which is the point the statutory clock starts.

Deadlines enforced by the system, not by spreadsheets.

  • Complaints and ombudsman readiness

Complaints are logged against the repair they relate to, with the stages and response times of the Housing Ombudsman's statutory Complaint Handling Code in England, and configurable stages for the Scottish and Welsh ombudsman routes. Learning from complaints feeds back into repair categories and engineer guidance over time.

Complaint records that stand up to independent review.

  • Regulatory returns

For registered providers in England, Tenant Satisfaction Measures and repairs performance figures are produced from live job data. Equivalent reports can be configured for housing regulators elsewhere in the UK so one platform supports every return you file. Board members and executives see the same figures as the operational teams, with drill down to individual jobs.

Returns built from operational data, ready when needed.

  • National engineer scheduling

Engineers are scheduled by skill, Gas Safe registration categories, region and availability. Jobs are grouped geographically to reduce travel, and regional managers can move work between teams when one area is under pressure in a cold snap. Planners can see each engineer's van stock, so a job needing a specific part goes to someone carrying it.

Engineers deployed where the demand is, region by region.

  • Service plans and recurring payments

Heating companies selling annual boiler cover nationally need sign up, Direct Debit, renewal reminders and breakdown priority. The platform supports card payments, Direct Debit mandates and Open Banking payments where you want them, with each plan linked to the customer's appliances. Customers can upgrade, pause or cancel plans in the app within the terms you set.

Reliable recurring income from heating maintenance.

  • Accessible resident apps

Resident apps are designed to meet WCAG 2.2 AA, reflecting duties under the Equality Act 2010, with large text, screen reader support and simple language. A web version and translated screens cover residents who cannot or will not install an app. Accessibility testing includes people using assistive technology, not only automated scans.

Repairs reporting that works for every resident.

  • Data protection by design

Resident data, photos inside homes and engineer location are personal data under UK GDPR. We design role based access, retention rules, audit logs and data protection impact assessment inputs from the start, and host in UK cloud regions where your policies require it. Engineer location is collected only during working hours and only for scheduling and safety purposes you define.

Privacy obligations met in the architecture, not patched on.

  • Contractor and supply chain portal

National organisations use regional contractors with different systems. A portal or API connection lets each contractor receive jobs, update progress, upload certificates and invoice, while you keep one consistent record across the country. Contractor scorecards compare response times and first time fix rates by region on the same basis.

One record, however many contractors you use.

Organisations we work with

Four UK organisations this platform is designed for.

A national platform only earns its cost when it serves several regions or many homes. We build for organisations whose repair operations already stretch beyond one city, or which are about to. Here are the four groups that most often need this kind of system, and what we focus on for each. Smaller single city operators are usually better served by a lighter build focused on their own patch.

01

Large housing associations and groups

You own homes across several English regions, possibly with subsidiaries in Wales or Scotland, and you answer to more than one regulator. You need consistent resident reporting, statutory clocks, compliance registers and regulatory returns, with local teams still running their own patches. We build a platform with national rules, regional configuration and reporting at both levels. Group wide asset data also helps plan retrofit and heating replacement programmes across regions.

National standards with room for local practice.

02

National letting and property management groups

Your branches manage rented homes for private landlords from the south coast to the central belt of Scotland. Each nation has its own safety and repairing rules, and your landlords want proof that their obligations are met. A single maintenance platform with certificate tracking, approval limits and a landlord view brings every branch onto the same process. Landlords see every certificate and repair for their homes in one owner view, whichever branch looks after them.

Branch level control with group level oversight.

03

Heating and home services companies

You service boilers and heating systems for homeowners and landlords in several regions, with service plans as a core product. You need national online booking, engineer scheduling across depots, recurring payments and digital records customers can find again. We build the customer app, engineer app and back office as one connected product. Depot managers get their own view of the day's jobs, parts and engineer availability.

04

Councils and repairs contractors

You deliver responsive and planned repairs for councils or housing providers in more than one area, each with its own contract terms and reporting. A single operative app that receives work from every client, applies each client's rules and returns evidence in their format keeps your teams productive and your clients informed. Supervisors can audit operatives' evidence remotely, reducing the need for post inspection visits.

Different contract rules handled in one app.

How we take a UK maintenance platform from plan to national rollout.

  1. 01Regulatory and operational discoveryWe map the nations, tenures, regulators, contracts and systems involved, and agree which rules must be in the first release and which can follow.
  2. 02Rules modelInspection intervals, deadlines, notice templates and complaint stages are captured as configurable rules, so legal changes need settings updates, not rewrites.
  3. 03Design and accessibilityResident, engineer and manager interfaces are prototyped, tested with real users and checked against WCAG 2.2 before development starts.
  4. 04Build and integrationWe build in sprints with recorded demos, connecting housing management, finance, contractor and payment systems through their APIs.
  5. 05Regional pilotOne region goes live first, proving the rules, integrations and workflows in practice before the next region joins.
  6. 06Phased national rolloutRemaining regions follow in planned waves, with training for each team and live data guiding the improvements made between waves.

Technology

What we build this with.

We select technology that fits your existing systems, your security and hosting policies, and the team who will run the platform long term. Most builds pair cross platform mobile apps with a web dashboard and UK hosted cloud services. Connections to smart thermostats, boiler monitoring or damp sensors can be added where your homes already have them.

Questions UK organisations ask before commissioning a platform.

The first region comes first, then the rest in planned waves.

We agree a delivery plan in discovery, covering the first release and the order regions will follow. The first region carries most of the build effort, since it establishes the rules model, integrations and apps. Later regions mainly need configuration, data migration and training. The number of systems to integrate and the nations covered have the biggest effect on overall timing. A clear rollout plan also gives regional teams notice to prepare their data and staff.
