Loyalty app development for UK brands with sites across the four nations.

Codeeo delivers loyalty app development for UK retailers, hospitality groups, franchise networks and consumer brands that trade in many towns and cities at once. We build the member app, the staff and franchisee tools and the head office platform that holds the rules, so one programme can run in England, Scotland, Wales and Northern Ireland while respecting the law, language and licensing differences between them.

Our team of 80+ works from Dubai, Riyadh and Karachi and serves UK clients remotely, by video call. We have delivered 200+ projects across the UAE and the US and are rated 4.7 from 23 Google reviews. Every UK engagement begins with discovery and a written scope.

Platform capabilities

What a national loyalty programme needs underneath the app.

A national programme is mostly invisible. Members see a balance, a reward and an offer; behind that sits a rules engine handling hundreds of sites, several till systems, franchise agreements, regional pricing and the legal limits that apply in each part of the UK. When that layer is weak, head office spends its time fixing balances instead of planning campaigns.

The UK also brings specific obligations. UK GDPR and the Data Protection Act 2018 govern member data, with the ICO as regulator. PECR covers marketing messages and device storage. The Digital Markets, Competition and Consumers Act 2024 gave the CMA direct powers over unfair practices, including fake or undisclosed incentivised reviews. Prize draws fall under the Gambling Act 2005. We design the platform so these rules are settings and safeguards, not afterthoughts patched in before launch.

Scale changes the engineering as well. A national promotion can send hundreds of thousands of members to the app in the same hour, and a Black Friday or Christmas peak cannot be the first time the platform meets that load. We test for it before launch.

Explain your project
  • Central rules engine

Earn rates, tiers, exclusions and expiry defined once at head office and overridden by region, format or site where needed. A motorway service unit, a high street store and a franchised outlet can all run different economics inside one programme, with every change versioned and approved.

One programme with controlled local variation.

  • Franchise and partner structure

Franchisees see their own members and reports, fund or claim back rewards under agreed rules and cannot change national settings. Data sharing between franchisor and franchisee is set out to match who acts as controller or processor under UK GDPR. Franchisee access ends cleanly if an agreement terminates.

Franchise partners take part without blurring data responsibilities.

  • Multi-till integration layer

Large estates rarely run one point of sale. Acquired sites, concessions and franchise outlets may use different systems. We build an integration layer that normalises transactions from each one, so a basket in Cardiff and one in Belfast credit points the same way. New acquisitions can plug in later.

Consistent earning across a mixed technology estate.

  • Consent and data rights

Marketing consent for email, SMS and push stored separately from programme terms, with timestamps and wording versions. Members can access, correct, export or delete their data in the app, and requests are tracked in the dashboard for your data protection lead. Response deadlines are tracked automatically.

A programme ready for an ICO question or a subject access request.

  • Compliant prize draws and reviews

Member prize draws are designed with a free entry route where the Gambling Act 2005 requires one, and incentives for reviews are disclosed and never conditional on a positive rating, in line with the DMCC Act. Your legal team signs off each mechanic. Every draw keeps an audit trail.

Promotions that hold up to regulatory scrutiny.

  • Nation-specific settings

Welsh language screens where your Welsh customers expect them, separate rules for drink rewards at Scottish and Northern Irish licensed sites, which follow their own licensing law, and age checks before any alcohol-related reward is shown. Each nation's settings are reviewed whenever the relevant law changes.

One app that behaves correctly in each nation.

  • Wallet passes and card recognition

Apple Wallet and Google Wallet passes for light members, plus recognition through the payment card where your acquirer supports it, so customers who never open the app still earn when they tap to pay. Light members can later upgrade to the full app without losing any points they have earned.

Wider participation without forcing a download.

  • Accessible by design

Member and staff screens built and tested against WCAG 2.2, with support for screen readers, large text and voice control. Under the Equality Act, a national brand is expected to make reasonable adjustments, and the app is part of the service. Testing is repeated before every major release.

Every customer can join, earn and redeem.

  • Finance and liability reporting

Reports on points issued, redeemed and expired, by site and period, so finance can track the liability that unredeemed rewards create. Your accountants decide the treatment for VAT and revenue recognition; the platform supplies clean figures. Month-end exports match the format your finance system expects, reducing manual reconciliation.

Finance trusts the numbers behind the programme.

  • Campaign and segment tools

Regional campaigns, lapsed member sequences, birthday rewards and new site launches targeted by location, tier and behaviour, with frequency caps so members in areas with many sites are not flooded. Campaigns can be drafted by regional teams and approved centrally, so local knowledge and brand control both have a place.

National reach with messages that still feel local.

Who this is for

Four UK organisations that need more than a stamp card.

National loyalty is a different problem from a city scheme. The questions are about governance, systems and law as much as screens: who owns the rules, how franchisees are treated, which till feeds which balance and how the programme behaves in each nation. These four starting points cover most of the UK organisations that come to us, and each one shapes the build in a different way. Many organisations sit across two of them, such as a franchise network replacing a card scheme, and the plan reflects that overlap.

01

Retail chains replacing a plastic card scheme

Many UK retailers still run a card-based programme on an ageing platform. Moving it to an app means migrating balances and consents without losing members or breaching PECR, keeping the card working during transition and deciding which old rules to retire. We plan migration as its own workstream, with reconciliation reports so finance can confirm every balance arrived intact. Store teams receive simple scripts for helping card holders move to the app at the till, and the old card can be retired once usage falls away.

Never migrate marketing consent you cannot evidence.

02

Pub, restaurant and coffee groups across several regions

A group with sites from Aberdeen to Brighton faces regional menus, different licensing rules and very different trading patterns between city centre and roadside sites. We build one programme with regional settings, give area managers their own view and roll out region by region, starting with a pilot area where the operations team can watch closely. Regional reporting lets you compare how the same offer performs in Glasgow, Leeds and Bristol before committing budget nationally. Each region's managers join the planning calls.

Pick a pilot region that represents your estate, not your best one.

03

Franchise networks

Franchisors want a consistent brand experience; franchisees want control over their margins and clarity about who owns the customer. The platform enforces national rules while letting franchisees run approved local offers, and the data model reflects your franchise agreement. We work with your legal team on the controller and processor split before the database is designed. New franchisees can be onboarded from the dashboard, with their sites, staff accounts and local offers set up without a developer. Clear data rules also make disputes easier to settle.

Write the data rules into the franchise agreement, not just the app.

04

Consumer brands selling through stores and online

Brands selling direct online and through their own shops want one view of the customer across both. The loyalty app links online orders, store purchases and returns to a single member, with rewards that can be earned in one channel and spent in the other. Ecommerce, CRM and store systems are connected so the balance is the same everywhere. Returns are handled carefully, because a refund online must reverse points earned in a shop and vice versa. Stock checks can show members which shop has an item.

Decide early which channel owns the member record.

How a UK-wide loyalty programme is planned and rolled out.

  1. 01Estate and governance mappingEvery site type, till system, franchise arrangement and decision maker recorded, along with who approves rules, rewards and promotions. Gaps in ownership are resolved before design begins. Nothing is left implicit.
  2. 02Legal and data designConsent model, controller roles, retention periods, prize draw mechanics and nation-specific rules agreed with your legal and data protection leads. Every decision is recorded so auditors can follow it later.
  3. 03Platform architectureRules engine, integration layer, data hosting in a UK or EU region and security controls designed for national volumes and peak trading days. Load tests are planned for your busiest trading weeks.
  4. 04Build and integrationMember app, staff and franchisee tools, head office dashboard and system connections delivered in sprints, demonstrated by video call at the end of each. Each sprint closes with a list of open decisions.
  5. 05Pilot region and rolloutLaunch in one region, reconcile balances and fix friction, then roll out across further regions on an agreed sequence with training material for each. Area managers receive their own launch checklist.
  6. 06Programme operationsOngoing reward tuning, campaign support, new features and periodic reviews of consent, accessibility and legal settings as the programme and the law change. Reviews are scheduled, not left to chance.

Technology

What we build this with.

Questions UK brands ask about national loyalty apps.

Member app, staff and franchisee tools, a head office platform and the integrations between them.

For a national estate, the app itself is a fraction of the work. The larger parts are the rules engine, connecting each till system, migration from any existing scheme, the consent and data model under UK GDPR and the reporting finance needs. We scope all of these in discovery and phase them so value arrives early, usually starting with earning and redemption in a pilot region. Campaign tools, gifting and deeper personalisation follow once the core is proven under real trade.
