Parking apps built for the rules that apply across the UK.

Codeeo offers parking app development across the UK for car park operators, landowners, councils' suppliers and parking technology businesses. We build the driver app, the operator dashboard and the integrations behind them: payments, permits, ANPR, enforcement workflows and connections to the National Parking Platform. The aim is an app that works the same way in a multi storey in Leeds as in a retail park in Cardiff, while respecting the rules that differ between the nations.

Parking in the UK splits into two worlds: council parking run under public law, and private parking run on contract law and an industry code. A good app knows which world each site sits in and behaves accordingly, from signage wording to how a charge is issued and appealed. That is the core of parking management app development in the UK.

Built for
Car park operators, landowners, parking technology firms and suppliers to councils, running sites in several UK cities.

What a national parking app needs

Features that hold up across hundreds of sites and four nations.

A parking app with one site can get away with shortcuts. A UK portfolio cannot. Tariffs change by location and time of day, some sites use barriers while others rely on cameras, and council car parks may already sit behind the National Parking Platform, which lets a driver pay with any participating app. Private sites answer to the single code of practice that the British Parking Association and the International Parking Community introduced in October 2024, and the government is still preparing its own statutory code under the Parking (Code of Practice) Act 2019. The capabilities below are the ones we plan for when an operator runs sites from Plymouth to Inverness. Each one is configured per site, so a rule that applies in England and Wales but not in Scotland can be switched on only where it belongs.

Explain your project
  • Site and tariff engine

Every car park becomes a record with its own tariffs, opening hours, grace periods, bay types and payment options. Regional managers edit prices from the dashboard and schedule changes for a future date, so a seasonal tariff at a coastal site goes live overnight without a developer touching code.

One rulebook for the whole estate, edited by the people who run it.

  • National Parking Platform connection

For council car parks and on street bays where the authority has joined the platform, we build to its integration model so your app can sell sessions alongside other providers. The platform moved from the Department for Transport to National Parking Platform Limited, an industry owned company, and we work to its current technical documentation.

Your app can serve council parking without a separate contract per town hall.

  • ANPR session matching

Camera reads arrive from your existing ANPR suppliers and are matched against paid sessions, permits and whitelists. Low confidence reads are routed to a person for checking before any charge is raised, and every decision keeps an audit trail an appeals service can follow.

Fewer wrong charges and a clear record when a driver disputes one.

  • Private parking charge workflow

Notices, reminders, appeal handling and the route to an independent appeals service are built to the single code. Where you rely on keeper liability under Schedule 4 of the Protection of Freedoms Act 2012, the timings are applied only to sites in England and Wales, because that schedule does not extend to Scotland.

Charge handling that matches the code and the nation the site sits in.

  • Season tickets and permits

Monthly and annual passes for commuters, staff permits for employers, and contract parking for fleets. Renewals run by card or Direct Debit, vehicles can be swapped by the holder, and permit holders are pushed to cameras and barriers automatically.

Recurring income with far less manual admin.

  • Pre booking and event parking

Reserved bays for stations, airports, stadiums and concert venues, with capacity limits per hour, entry windows and QR or plate based entry. Parking booking app development for the UK market also needs clear cancellation and refund rules, which we show before payment. Unsold capacity reopens to pay on arrival drivers as the event approaches.

Higher occupancy on the days that matter most.

  • EV charging bays

Charging sessions shown next to parking sessions, with clear pricing per kWh and live bay status from your charge point operator. We design around the Public Charge Point Regulations 2023, which set open data and payment expectations for public chargers.

Drivers see parking and charging costs together before they commit.

  • Accessibility and Blue Badge rules

Screens built to WCAG 2.2, large tap targets, screen reader labels and plain language. Blue Badge concessions are configured per site, because councils and private landowners treat them differently, and the app explains the local rule before payment.

An app that meets the Equality Act duty and stops avoidable complaints.

  • Portfolio reporting

Occupancy, dwell time, revenue by channel, charge volumes and appeal outcomes, compared across regions and site types. Data exports feed your finance system and landlord reports without spreadsheets being rebuilt every month.

Decisions on pricing and staffing made from real site data.

  • Occupancy sensors and live availability

For smart parking app development across the UK, bay sensors, barrier counts and camera totals feed one availability figure per site. Drivers see spaces before they set off, and the dashboard flags sites running full so staff can open overflow areas or adjust tariffs during peak periods.

Drivers head to sites with space, and fewer circle looking for a bay.

Who this is for

Four kinds of UK parking business we build for.

Most parking apps fail for the same reason: they are designed around a single car park and then stretched over an estate they were never planned for. The businesses below have different starting points, but each needs an app that respects the split between council and private parking and the legal differences between England, Wales, Scotland and Northern Ireland. We start with whichever problem costs you most today, whether that is lost revenue, appeal volume or the admin behind permits.

01

Multi region car park operators

You run surface and multi storey sites for landlords, retailers, hospitals or rail stations in many towns. You need one driver app and one dashboard, but tariffs, signage and enforcement settings that change by site. We plan the data model around your contracts with landowners, so revenue share and reporting per landlord come out of the system rather than out of a spreadsheet.

Landlord reporting is usually the feature that pays for the build.

02

Parking technology companies

You sell software or hardware to operators and need a white label app, a partner portal or an integration layer. We build multi tenant platforms where each customer gets its own branding, payment account and settings, with your team keeping control of releases and support.

White label platforms need tenant separation planned from the first sprint.

03

Landowners taking parking in house

Retail parks, business parks, universities and housing associations sometimes end a management contract and run parking themselves. We help you set up the app, the permit rules and the compliance basics, including what membership of an accredited trade association means for access to DVLA keeper data.

Trade association membership is a business decision we flag early, not a technical one.

04

Suppliers to councils

Companies delivering permit, cashless or enforcement services to local authorities need apps that meet public sector accessibility rules, connect to the National Parking Platform where the council has joined, and report in the formats parking managers expect. We build to those requirements and document them for procurement.

Procurement teams often ask for accessibility statements before they ask about features.

How a UK parking app goes from estate map to app store.

  1. 01Estate and contract reviewWe list every site, who owns it, whether it is council or private, which nation it sits in, and what hardware and payment suppliers already run there.
  2. 02Rules and data mappingTariffs, permits, grace periods, keeper liability settings and retention periods are written as configurable rules, not hard coded logic, so the app adapts when the law or a contract changes.
  3. 03Driver and operator designWe design the quickest path from arriving at a site to a confirmed session, then the dashboard views your regional managers and appeals staff will use daily.
  4. 04Build and integrationsApps for iOS and Android, the web dashboard, and connections to ANPR suppliers, barrier systems, payment providers and the National Parking Platform where needed.
  5. 05Pilot sitesA small group of sites in different regions goes live first, so we test a camera site, a barrier site and a council connected site before national rollout.
  6. 06Rollout and supportRemaining sites are switched over in planned waves, with monitoring, release management and updates when the government code or platform specification changes.

Technology

What we build this with.

Native or cross platform mobile apps, a web dashboard, cloud hosting in a UK or EU region if your data policy asks for it, and documented APIs for partners. We choose the stack with the team who will maintain it, so you are never tied to us for routine changes, and we hand over architecture notes and deployment guides with every release.

Questions UK parking operators ask before a build.

Two legal regimes, four nations and a national payment platform.

Council parking runs under public law, with penalty charge notices and statutory appeals. Private parking runs on contract law, the industry single code and soon a statutory code. Scotland, Wales and Northern Ireland differ from England on several points, including keeper liability. On top of that, many councils now use the National Parking Platform, so an app may need to sell council sessions through it. We design for all of this at the start rather than retrofitting it.
