Agents for New York banking

Capabilities built with Part 500 controls inside them.

The NYDFS Cybersecurity Regulation, 23 NYCRR Part 500, applies to banks and other entities licensed under the New York Banking Law, and its 2023 amendments tightened expectations on multi-factor authentication, asset inventories, access privileges and third party service providers. In October 2024 the Department published an industry letter on cybersecurity risks arising from artificial intelligence, explaining how the existing Part 500 framework should be used to assess them: AI-enabled social engineering, AI-enhanced attacks, exposure of large volumes of nonpublic information and dependence on outside AI vendors. The letter added no new requirements, but it shows what examiners will look for. Each capability below is designed with those risks in mind, alongside the federal consumer and fair lending rules that apply to every bank.

Explain your project
  • Asset inventory and access mapping

Every agent, model, data store, API key and integration is recorded in a format that drops into your Part 500 asset inventory. Each agent runs under its own service identity with least privilege, so your security team can see exactly what it can reach, review those privileges on schedule and revoke them in one place.

Your CISO can account for the agent like any other system.

  • Deepfake-resistant caller verification

The AI industry letter warns that synthetic voices and video make social engineering easier. Voice agents never rely on voice alone to authenticate a caller and never reset credentials or change payment details on a call. Sensitive changes require verification through a separate channel your team controls, and suspicious calls are flagged to your fraud team.

Agents cannot be talked into handing over an account.

  • Nonpublic information minimization

Agents receive only the fields a task needs, sensitive values are masked before they reach a model, and logs store references rather than full records. Prompts are not retained by model providers for training. This limits how much nonpublic information could be exposed if any single component were compromised.

A smaller data footprint for each agent.

  • Third party AI vendor evidence

For every model or AI service the agent uses, we prepare the due diligence information your third party service provider policy requires: data handling, access controls, encryption, notification commitments and where processing happens. Your vendor management team can assess it before anything goes live. Contract terms on breach notice and data deletion are flagged for your lawyers.

Vendor reviews start with the evidence already gathered.

  • Multilingual servicing for the boroughs

Servicing in English, Spanish, Chinese, Russian, Bengali, Haitian Creole or Korean, chosen from your own customer data. Content is written and reviewed by people, disclosures come from approved text, and customers can always reach staff who speak their language. Each language is tested and monitored on its own.

Customers in Queens, Brooklyn and the Bronx are served in their own language.

  • International transfer support

Many New Yorkers send money to family abroad. The agent explains transfer options, fees as stated in your disclosures and delivery times, collects the details a wire or remittance needs and passes anything flagged by your sanctions screening to trained staff. It never tells a customer why a transfer was held for review.

Fewer incomplete transfer requests and fewer repeat calls.

  • AML case preparation

Alerts arrive with transaction history, counterparties, prior cases and customer profile summarized, and a draft narrative your analysts can edit. Investigators make every decision, including whether to file a suspicious activity report. Each summary cites its source records so your quality assurance team can check the work. Analysts can mark weak summaries, which improves later versions.

Analysts spend their time on judgment.

  • Commercial onboarding documents

For Manhattan businesses opening accounts, the agent collects formation documents, beneficial ownership details and identification, checks completeness and explains what is still missing. Your onboarding team verifies identity and approves the account; the agent simply makes sure the file arrives complete. Every document is labeled and stored in your onboarding system.

Business accounts open with fewer back and forth emails.

  • Incident-ready logging

Agent activity feeds your security monitoring with enough detail to investigate quickly. If a cybersecurity event involves the agent, your team has the timeline it needs for the Department's notification requirements and for the annual compliance certification your board relies on. Retention follows your records policy and legal holds.

Investigations start with evidence, not reconstruction.

Who this is for

New York institutions we build agents for.

Banking in New York ranges from global institutions in Midtown, the Financial District and Hudson Yards to community banks with a handful of branches in Flushing, Sunset Park or Washington Heights. Many are supervised by the NYDFS, either as state chartered banks or as branches and agencies of foreign banks, alongside the Federal Reserve Bank of New York, the FDIC or the OCC. What they share is close attention to cybersecurity and vendor risk. That attention shapes every agent we build for them.

01

A community bank in the outer boroughs

Your customers speak many languages, prefer to call or visit, and trust staff they know. A servicing agent in the main languages of your neighborhoods, with quick handoff to named branch staff, takes routine calls off the phones without losing that relationship. We size documentation to your model risk program and Part 500 obligations so the agent does not overwhelm a small compliance team. Branch staff review transcripts in their customers' languages during the pilot, and their corrections go straight into the next round of testing.

Start with one or two languages, then add more.

02

A foreign bank branch in Manhattan

You run US operations under NYDFS supervision with a head office abroad setting group policy. Agents for payments operations, onboarding and staff policy questions must satisfy both your New York examiners and head office risk teams. We produce documentation that serves both audiences and design hosting so New York data handling meets local expectations. Hosting location, data transfers to head office and access by group staff abroad are mapped early, because they shape both the architecture and the vendor review.

Documentation written for two sets of reviewers.

03

A credit union serving commuters and city workers

Members live and work across the city and the neighboring states. Agents answer account and loan questions at any hour, explain products plainly and route hardship conversations to people. Because members may be calling from New Jersey or Connecticut, we keep recording notices and contact rules configurable by state rather than tied to New York alone. Members can ask for a person at any moment, and the handoff includes the full conversation so nobody repeats their story to a second agent.

04

A licensed lender or fintech in New York

Your NYDFS license brings Part 500 obligations, and any bank partner adds its own third party review. Our AI agent development for banks in New York and their partners produces one shared evidence package, so cybersecurity, vendor and consumer protection questions are answered once and kept current as the agent changes. Consumer lending agents prepare files and explain options, while credit decisions remain with your underwriters and their documented criteria. When the agent changes, the package is updated in the same release.

Six stages to a New York agent your CISO can sign off.

  1. 01Discovery with security at the tableVideo sessions with operations, compliance and your CISO's team from the first week, so cybersecurity requirements shape the first agent instead of blocking it at the end. A written scope comes out of it.
  2. 02Risk assessment inputWe document the agent's assets, data, vendors and threats in the structure your Part 500 risk assessment uses, including the AI risks the Department's industry letter describes. This saves your team from writing it twice.
  3. 03Conversation design in every languageScripts written by people for each supported language, reviewed by bilingual staff and compliance, and stored as approved content with version control. Changes follow the same review route. Tone matches your bank.
  4. 04Secure buildLeast privilege service identities, multi-factor authentication for every administrative path, masked data, prompt injection defenses and logging connected to your security tools. Each control is tested before release. Secrets sit in a managed vault.
  5. 05Adversarial and fairness testingSynthetic voice and social engineering attempts, injection attacks in documents, and checks that answers stay consistent across languages and neighborhoods. Failures become permanent regression tests that rerun with every change.
  6. 06Controlled releaseA staff pilot, then one branch group or language, then wider rollout with monitoring thresholds, a tested shutdown path and a review after each phase. Lessons feed the next agent.

Technology

What we build this with.

Agents run in your own cloud tenancy with models selected per task, connected to your core, payments and case systems through scoped APIs. Every component, from the model to the speech service, is listed in your asset inventory and can be swapped without a rebuild.

Questions New York banks ask about AI agents.

It shapes access, vendors, logging and incident response.

An AI agent is an information system under Part 500, so it belongs in your risk assessment and asset inventory, needs controlled privileges and multi-factor authentication for administrative access, and its vendors fall under your third party service provider policy. We design the agent and its documentation to fit those obligations, so your CISO reviews a system built for the regulation rather than one adapted after the fact. We also prepare a short summary of the agent's controls for the annual certification process.
