Boat rental apps for multi-location fleets, clubs and marketplaces across the US.

Boat rental app development USA operators commission today rarely serves one dock. Codeeo builds booking platforms for rental chains, boat clubs, charter networks and peer-to-peer marketplaces that run in several states at once. One app handles listings, availability, eligibility, signed agreements, deposits and check-in, while the rules underneath change with each location: the state's boater education law, its privacy statute, its tax settings and whether a trip with a captain counts as carrying passengers for hire.

Head office sees every location and every boat in one place. Each site manager sees their own fleet, staff and bookings. Customers see one brand, whether they rent on a Florida bay, a Midwest lake or a Pacific harbor.

Built for
Multi-location rental fleets, membership boat clubs, charter networks, franchise groups and peer-to-peer boat sharing marketplaces operating in more than one US state.
Typical timeline
Scope, first release and rollout order are agreed in writing during discovery, before design begins, with states added in waves rather than all at once.
What you own
All source code, the app store listings, the admin platform and the customer, owner and booking data, held in accounts owned by your company.

Platform capabilities

One product, many locations, different rules in each.

A national rental business sits between two kinds of rules. Some are federal and apply across the country: the Coast Guard's treatment of passengers for hire, licensed operators and inspected vessels; card industry standards for payments; the ESIGN Act that gives electronic signatures legal effect. Others belong to the states: boater education requirements, vessel registration, consumer privacy laws and sales tax all differ, sometimes sharply, from one state line to the next.

Seasons differ too. Locations in Florida, along the Gulf and in Southern California rent through much of the year, while lakes in the Northeast and Upper Midwest have a short summer. A platform that hard-codes one state's rules or one region's calendar will break as soon as you open somewhere new. These are the capabilities we build to keep each location correct while the brand stays consistent.

Explain your project
  • Location rules engine

Each location carries its own settings for operator age limits, education requirements, accepted documents, life jacket rules, cancellation terms and tax configuration. Head office edits the rules for a state once and every location in that state follows them, with a record of who changed what and when.

Opening a new state means configuration, not a rebuild.

  • Rental and charter separation

The Coast Guard treats trips where you supply the captain as carrying passengers for hire, with credential and passenger limits that depend on the vessel, and it has warned operators about charters dressed up as bareboat rentals. The platform keeps self-drive and captained products separate, with their own capacity limits and captain records.

Products stay on the right side of the federal rules you confirm.

  • Owner listings for marketplaces

For peer-to-peer models, boat owners create listings, set availability and terms, upload registration and insurance documents, and approve or decline requests. The platform verifies documents before a listing goes live and pays owners out after each completed trip, through a payment provider built for marketplaces.

Supply grows without manual vetting by email.

  • Renter identity and eligibility

Renters verify identity once and store their boater education card, driver's license and experience profile in their account. When they book in another state, the platform checks the stored documents against that state's rules and only asks for what is missing. Screens follow WCAG guidance so renters using screen readers or larger text can finish verification without help.

Repeat renters book anywhere in a few taps.

  • Memberships and allowances

Club members hold tiered memberships with booking allowances, home locations and reciprocal access to other locations. The platform enforces reservation windows, weekend limits and training sign-offs across every site, and handles membership renewals and pauses.

Members get fair access across the whole network.

  • Deposits, holds and payouts

Apple Pay, Google Pay and cards, with authorization holds for damage deposits, partial refunds, fuel and late fees, and owner or franchise payouts. Card data stays with a PCI DSS compliant processor, and tax is applied per location using the settings your accountant approves.

Money moves correctly between renters, locations and owners.

  • Weather and closure management

Location managers set holds when National Weather Service marine forecasts, storms, high water or closures make trips unsafe. Affected renters are notified with options to move, take a credit or cancel under your policy, and head office sees every hold across the country.

Local weather calls handled by local staff, visible nationally.

  • Damage, claims and incidents

Departure and return photos, damage reports, incident forms and insurer documents attach to the booking. Claims move through set stages with notes and deadlines, and repeat issues with a boat or a renter are easy to spot.

Claims backed by records, not recollection.

  • Network reporting

Bookings, utilization, revenue, cancellations and maintenance by location, region and boat class, exported to the accounting and analytics tools you already use. Regional managers see their own territory; executives see the whole country.

Decisions about where to add boats rest on real data.

  • Time zones and seasonal calendars

Locations from the East Coast to the Pacific run on their own time zones, opening dates and operating hours. A Florida site can sell all winter while a northern lake closes for months and sells gift cards and early bookings instead. The platform shows every time in the location's own zone, so a renter booking from Chicago for a trip in Arizona sees the right departure time.

No missed departures caused by the wrong clock.

Who this is for

Four national models we build for.

Boat rental in the US is not one business. Independent fleets, membership clubs, franchise networks and online marketplaces each make money differently and carry different risks. The platform has to match the model. Here is how we approach each one when the business spans several states. Codeeo has no US office; our team works remotely with clients across the US, and discovery, design reviews and handover all run by video call.

01

A rental chain growing into new states

You run fleets in a few locations and plan to open more. The booking system that worked for one lake struggles with different state rules, tax and seasons. We build a platform with a rules engine per location, a shared customer account and central reporting, then roll it out to your existing sites before the new ones open. Site managers keep control of their own staff rosters and boats, while pricing and brand stay with head office.

Usually phased: current locations first, new states after.

02

A membership boat club network

Members pay for access rather than single rentals, and many expect to use boats at more than one location. We build tiers, allowances, reciprocal booking, training records and renewals, with fair reservation rules that hold up when a popular location gets busy on a holiday weekend. Members moving home can transfer their membership to a new location without starting over.

03

A peer-to-peer boat sharing marketplace

You connect private owners with renters and take a share of each booking. The hard parts are trust and compliance: owner and renter verification, insurance documents, clear separation of bareboat rentals from captained trips, payouts and disputes. We build those parts first, because a marketplace without them does not last. Owner and renter reviews come later, once the trust layer is working.

Your counsel should review the charter model before launch.

04

A franchise brand with independent operators

Each franchisee runs their own dock but sells under one brand. We build a franchise layer where head office sets brand, products and minimum standards, franchisees manage their fleets and staff, and royalties or fees are calculated from booking data. Customers can move between franchise locations with one account, and franchisees see only their own customers' payment details.

From one location to a national rollout.

  1. 01Model and rules discoveryVideo workshops on your business model, locations, products, state rules, payment flows and existing systems, ending with a written scope, rollout order and dates for the first release.
  2. 02Rules engine and data designLocation settings, eligibility logic, roles and data structures designed so new states and products can be added later without rewriting the platform.
  3. 03Customer, staff and owner appsRenter and member apps, dock tools for check-in and inspections, owner apps for marketplaces, and dashboards for location, regional and head office managers.
  4. 04Payments, privacy and securityPayment processing, holds, payouts and tax settings, plus state privacy request flows, encryption, access controls and audit logs built into the architecture.
  5. 05Pilot locationOne or two locations go live first with real renters and staff. We fix what the pilot shows, then publish the apps nationally and train each site's managers.
  6. 06Wave rollout and improvementFurther locations join in planned waves, each configured and tested before opening, while booking data from live sites shapes the next releases.

Technology

What we build this with.

Customer, staff and owner apps are usually built cross-platform for iOS and Android, with web dashboards and a booking site sharing the same backend. Hosting, payment provider and integrations are chosen around your scale, your existing systems and the team who will run the platform.

Questions national operators ask before building.

Federal rules in the core, state rules as configuration.

We separate what applies everywhere from what varies by state. Coast Guard distinctions between rentals and passengers for hire, payment security and electronic signatures sit in the core of the platform. Boater education, registration checks, privacy rights, tax and cancellation terms are set per location. That way a new state is a configuration task reviewed by your counsel, not a rebuild. Federal rules still need confirming by your maritime attorney for each product you sell.
