Education apps that scale across campuses, states and learner types.

Codeeo provides education app development in the USA for university systems, online program providers, community college networks, national bootcamps and workforce training companies. We build learner apps, faculty and admin tools, and the integrations with LMS, student information and payment systems, designed from the start for FERPA, federal accessibility rules and the state requirements that change as you enroll students in more places.

An education product that works in one state can fail compliance in the next. We plan the architecture so new campuses, new states and new learner groups are configuration, not a rebuild. That matters as much to a public university system adding a branch campus as to a bootcamp entering its tenth state.

Built for
University systems, online and hybrid program providers, community college networks, bootcamps and training companies operating in several US states.
Typical timeline

Platform capabilities

Built once, configured for every campus and state.

National education providers face a problem local schools do not: the same app must satisfy federal rules everywhere, plus different state privacy, consumer protection and licensing rules depending on where each learner lives. Add several LMS platforms inherited through mergers, different SIS vendors across campuses and partner institutions with their own branding, and a simple app quickly turns into a tangle. We design a shared core with configurable rules per state and per institution, so policy changes become settings that compliance staff can review. The capabilities below form that core. Most clients launch with five or six, then add the rest as enrollments grow across new states and programs.

Explain your project
  • Multi-institution tenancy

One codebase serves several campuses, brands or partner institutions, each with its own logo, content, catalog and admin team. Data stays separated by tenant, and system administrators see consolidated reporting only where your agreements allow it. Adding a new campus means configuring a tenant rather than shipping a new app.

New campuses go live without new code.

  • State rules engine

Disclosures, refund policies, consent text and data retention periods vary by state. The app looks up the learner's state of residence and applies the right rules automatically, with your compliance team editing them in an admin screen and every change logged for audit.

Expanding into a new state is a policy update, not a project.

  • FERPA access controls

Role based permissions limit education records to staff with a legitimate educational interest. Directory information is handled separately so students can opt out, disclosures to third parties are logged, and parent or sponsor access exists only when the student consents or another FERPA exception applies.

Clear answers when someone asks who saw a record.

  • LMS federation

Many university systems run Canvas on some campuses, Blackboard or Brightspace on others and Moodle in a partner program. The app connects to each through LTI 1.3 and vendor APIs, then shows the learner a single schedule and task list regardless of where a course lives.

One student experience on top of several LMS platforms.

  • Federated sign in

Students and staff sign in with campus credentials through SAML and identity federations such as InCommon, with multi factor authentication set by each institution. Learners outside a campus, such as corporate trainees, sign in through your own identity provider with the same security rules.

One login per person, controlled by the institution.

  • Accessibility conformance

Screens are designed and tested against WCAG 2.1 AA, the standard the Department of Justice adopted for public entities' web content and mobile apps under ADA Title II. We supply an accessibility conformance report in the VPAT format that procurement teams request under Section 508 based policies.

Accessibility evidence ready for every procurement review.

  • Financial aid and billing views

Students see balances, aid status, outstanding documents and payment plans, and pay by card, Apple Pay, Google Pay or ACH through your processor. Because aid data falls under the FTC Safeguards Rule for institutions in Title IV programs, we encrypt it, restrict it and log every access.

Fewer holds and fewer calls to the bursar.

  • Distance learning compliance data

Institutions enrolling online students across state lines need to know where each learner lives, which programs lead to professional licensure in which states and what disclosures were shown. The app captures location and acknowledgments at enrollment and exports them for SARA or state reporting.

Out of state enrollment records your compliance office can trust.

  • Learner engagement signals

Missed logins, late assignments and unopened messages trigger nudges to the student and alerts to advisors, using rules each institution sets. Analytics run on your own infrastructure without advertising trackers, so learner behavior is never sold or shared with ad networks.

Advisors reach struggling students weeks earlier.

  • Under 13 safeguards when needed

Most of our education clients serve adults, but dual enrollment, summer programs or family learning products can bring in children. Where learners under 13 are possible, we add COPPA aligned age screening, verifiable parental consent and minimal data collection to that part of the product.

Younger learners protected without slowing adult users.

Who this is for

National providers we build education apps for.

The common thread is scale across places. These providers enroll learners in many states, manage more than one campus or brand, or sell to institutions nationwide. Their first release needs fewer features than people expect, but much stronger foundations, because every shortcut taken in the core gets multiplied by each new campus or state. Below are the four groups we see most often, with the starting point that tends to work for each. Many organizations sit across two of them, such as a university system that also runs an online program provider, and the architecture allows both to share one platform.

01

Public university and college systems

Systems with many campuses want one app students recognize everywhere, while each campus keeps its own services and identity. Public systems are Title II entities, so accessibility work must meet WCAG 2.1 AA; the Department of Justice extended the first compliance date to April 2027 for larger public entities, which gives time to build properly rather than patch later. Procurement teams in public systems will also ask for security questionnaires, data agreements and accessibility reports before signing, so we prepare them alongside the build. We plan a shared core and campus modules that can roll out in waves.

Roll out by campus wave, not all at once.

02

Online program providers and partner institutions

Companies that run online degrees and certificates for several universities need white label apps, strict data separation between partners and reporting each partner can trust. We build the tenancy, branding and contract specific rules into the core, and make onboarding a new university partner a configuration exercise that your operations team can complete. Each partner sees its own students, its own reports and its own branding, and nothing about another partner leaks through shared screens or notifications.

03

National bootcamps and career training companies

For profit providers selling in many states face consumer protection rules, state private school licensing or exemptions, and comprehensive privacy laws in states such as California, Texas, Colorado and Virginia. We help you launch with payments, cohorts and career services, and keep state specific terms configurable as you open new markets. Employer partners and hiring outcomes are tracked per state, which helps when a regulator or a student asks how graduates fared.

Licensing needs differ by state; your counsel decides, we build to the answer.

04

Corporate and association training providers

Professional associations and training firms that issue continuing education credits to members nationwide need credit tracking by state and profession, verifiable attendance and certificates. We build apps that let members learn on the go, let employers buy seats in bulk and give your staff accurate credit reports for every licensing body you work with.

From national discovery to a staged rollout.

  1. 01Discovery across stakeholdersVideo sessions with academic, compliance, IT, finance and student services leads from more than one campus or partner, so the core reflects the whole organization rather than its loudest campus or largest program.
  2. 02Regulatory and data inventoryA map of federal obligations such as FERPA, ADA, Section 504 and the FTC Safeguards Rule, plus the state laws that apply to your learners, linked to each data field the app stores.
  3. 03Core architectureTenancy, the state rules engine, identity federation and integration patterns are designed and reviewed with your IT and security teams before feature work begins, with decisions recorded so later teams understand why each choice was made.
  4. 04Accessible product designPrototypes tested with learners in several regions and with assistive technology users, then turned into a shared component library every future feature reuses.
  5. 05Pilot campus or programOne campus, partner or program launches first. We measure adoption and support load, fix issues and finalize the playbook for the next wave, including staff guides and support scripts.
  6. 06Wave rollout and growthFurther campuses and states join in planned waves, each with configuration checks, staff training by video and a retest of accessibility and security controls.

Questions national education providers ask before they build.

We quote after discovery; integrations, tenants and compliance depth drive most of the effort.

Each LMS, SIS, identity provider and payment processor adds integration and testing work. Multi campus tenancy and a state rules engine take more effort at the start but save rebuilding later. Accessibility audits, security reviews and documentation for procurement add scope that local apps rarely need. Custom education app development in the USA should be budgeted by phase, so the pilot is funded first and later waves follow evidence from it.
