HR apps built for California rules and Los Angeles workforces.

We provide HR management app development Los Angeles employers rely on when California law turns ordinary HR tasks into deadlines with penalties attached. Codeeo builds the employee app, the manager tools and the HR console as one system for personnel files, onboarding notices, leave under city and state rules, privacy requests and training records. Employers in Los Angeles answer to the city, the state and federal agencies at once, and the app keeps each obligation visible to the person who has to meet it.

We have no office in California. Codeeo's team of 80+ works from Dubai, Riyadh and Karachi and supports Los Angeles clients remotely; every discovery session, design review and test sign-off takes place over video call. You own the code and the data from the first commit.

What the app covers

The California HR obligations your app should handle for you.

An HR manager in Los Angeles might start the morning with a former employee's request for their personnel file, move on to a leave question that turns on whether the worker sits inside city limits or in Burbank, and finish with a reminder that a batch of supervisors is due for harassment prevention training. Each of those has a statutory clock. Generic HR tools record the data but leave the clocks to memory. We design the record so every request, notice and leave entitlement carries its own due date and owner, and so the work address decides which rules apply. Employees reach their own documents and requests in the language they read best, which matters in a city where Spanish, Korean, Tagalog, Armenian and Chinese are spoken across the workforce. Pay processing and timekeeping are covered on separate pages; this one is about the employee record and its duties.

Explain your project
  • Personnel file requests

Current and former employees ask for their personnel file or payroll records in the app. California sets response deadlines for each, so the request opens a task with the due date, assembles the documents HR has marked as part of the file, and logs when and how they were delivered.

Records requests answered inside the legal window.

  • Employee privacy rights

From January 2023, California's privacy law gives employees and applicants the right to know, correct and delete personal information, with exceptions. The app takes requests, verifies identity, routes them to HR and legal, and records the outcome, while retention holds stop deletion of records the law requires you to keep.

Privacy requests handled consistently, with an audit trail.

  • City and state sick leave

Workers inside the City of Los Angeles are entitled to 48 hours of paid sick leave a year under the city ordinance, more than the state minimum. The leave engine applies the city rule by work address, the state rule elsewhere in California, and your own PTO plan on top.

Sick leave that matches where each person works.

  • Family and medical leave

Protected leave under the California Family Rights Act reaches employers with five or more employees, far below the federal threshold. The app tracks eligibility, certification dates, intermittent leave and return to work, and records when the employee was told about wage replacement through the state Paid Family Leave program.

Leave cases tracked from request to return.

  • Hire notices and onboarding

California requires a written wage notice at hire, alongside federal and state tax forms, the I-9 and your own policies. Each new hire signs the set that applies to their role and entity in the app, and HR sees what is outstanding before the first shift or production day.

Hire paperwork complete, signed and stored.

  • Harassment prevention training

Employers with five or more staff must train supervisors and other employees on a two year cycle, and new hires and promoted supervisors within set periods. The app assigns the right course to each role, records completion certificates and warns HR before anyone falls out of compliance.

Training status visible for every person.

  • E-Verify after the offer

California restricts E-Verify use on current employees and on applicants who have not received an offer, unless federal law requires it. The onboarding flow only opens an E-Verify step once an offer is accepted, and keeps I-9 records with their reverification dates.

Verification done in the order the law allows.

  • Pay scales and pay data

California employers with 15 or more employees must include a pay scale in job postings and give an employee the scale for their own position on request. The app stores scales per job and exports the job category and pay data that employers with 100 or more staff report to the Civil Rights Department.

Pay information ready when someone asks.

  • Work site rules engine

Every site, studio lot, warehouse or clinic is a record with its own city, wage and leave settings. When an employee is assigned to a site in Long Beach, Pasadena or the City of Los Angeles, the rules that apply there follow them, and a transfer is dated so past and future entitlements stay correct.

Local rules applied by address, not by guesswork.

  • Multilingual self-service

Employees view pay stubs pulled from payroll, update details, download tax forms and submit requests in English, Spanish or another language you choose to support. Supervisors on set, at the warehouse or on a hospital unit approve requests from their phones without logging into a desktop system.

HR reachable from wherever people work.

Who this is for

Los Angeles organizations that gain the most from a custom HR app.

Many small Los Angeles businesses are well served by a packaged HR product and a good payroll provider; if that is you, we will say so. A custom HR management app development project in Los Angeles makes sense when your workforce or structure does not fit the template, when California rules generate more manual tracking than your team can carry, or when you want to own the platform rather than rent it. These four groups come to us most often. Each has a different reason for wanting its own platform.

01

Film, TV and content production

Production companies in Burbank, Hollywood and Culver City onboard crews for a few weeks at a time, often across separate entities for each show. We build onboarding that a crew member completes on their phone before call time, keeps their documents ready for the next production, and separates records by project so access ends when the show wraps.

Repeat onboarding without repeat paperwork.

02

Ports, logistics and warehousing

Operators near the Port of Los Angeles, in the Inland Empire corridor and around LAX run large hourly teams across several sites and shifts. Site managers need a mobile view of their own people; HR needs one record across all of them. We give each site its own permissions and keep leave rules tied to the city where that site sits.

Many sites, many cities, one record.

03

Healthcare and care providers

Medical groups and home care agencies track licenses, certifications and health screening records alongside the personnel file. We separate medical information from general HR data, add renewal reminders to each credential, and limit access by role, so a scheduling coordinator sees a valid certificate without seeing the health record behind it.

Credentials and confidentiality handled together.

04

Tech and creative firms on the Westside

Companies in Santa Monica, Playa Vista and El Segundo often hire remotely across several states while keeping a Los Angeles core. They want clean data for equity and compensation reviews, pay scales stored per role, and a self-service app their staff actually like using. We build that on infrastructure the company controls.

Modern self-service with full data ownership.

From first call to launch

  1. 01Map obligationsOver video calls we list your entities, work locations and the California, city and federal duties that touch your HR team, then rank them by risk and effort.
  2. 02Design the recordWe model the employee file, document types, roles and deadlines, and agree which data is sensitive and who may see it.
  3. 03Prototype in your languagesClickable screens in English and Spanish, plus any other language you choose, are tested with a small group of your staff and managers.
  4. 04Build and reviewFeatures ship to a test build in short sprints, and your HR lead reviews each leave rule and notice before it is marked complete.
  5. 05Move your dataWe import records, signed documents and leave balances from your current tools and reconcile them, listing every exception for HR to settle.
  6. 06Go live and maintainThe apps go live under your store accounts, managers are trained by video, and a support plan covers fixes and future rule changes.

Technology

What we build this with.

Most builds pair a React Native or Flutter employee app with a web based HR console and an API hosted in your own cloud account. We integrate with payroll, benefits, e-signature, learning and identity providers through their APIs, and use secure file transfer where a provider offers nothing better. Your IT lead can question the HR management app developers Los Angeles projects are assigned to directly, by video, about any of these connections.

Common questions from Los Angeles employers

We do not quote before discovery, because scope decides cost.

The main drivers are the number of entities and work locations, the California and city rules you need automated, the integrations with payroll, benefits and training tools, and how much historical data has to move. Multilingual screens add design and testing effort. After discovery we estimate each phase separately, so you can launch the parts that remove the most manual work first and add the rest later. Ongoing hosting and support are scoped separately, so you can see what the platform costs to run after launch as well as to build.

Tell us what the business needs. We will tell you what to build first.
