Multi-state HR apps for US employers with people in many places.

Codeeo takes on HR management app development USA employers commission when one HR team has to serve staff in many states at once. We build the employee app, manager tools and HR console around a single record per person, with federal steps such as Form I-9 handled once and state rules on leave, pay ranges, privacy and notices applied by work location. The point is simple: an employer with people in ten states should not need ten spreadsheets to stay on the right side of each one.

Codeeo has no US office. The 80+ people on our team sit in Dubai, Riyadh and Karachi, and American clients work with us remotely: discovery, reviews of designs and acceptance tests are all held by video call. You own the code, store listings and data outright.

Built for
Distributed companies, multi-state operators, franchise systems, staffing firms, healthcare networks and federal contractors employing people across the United States.
Typical timeline
Agreed once discovery has mapped the states, entities, integrations and records in scope, then fixed in a written rollout plan before design work begins.
What you own
Source code, both app store listings, the administration console, rule configuration and every employee record, in accounts registered to your company.

Platform capabilities

One HR record, with rules that change at the state line.

Federal law sets a floor for American employers: the Fair Labor Standards Act, the Family and Medical Leave Act, anti-discrimination rules enforced by the EEOC, and employment eligibility checks through Form I-9. Above that floor each state adds its own requirements, and many cities add more. Remote work has made the patchwork harder, because a company headquartered in one state can now have staff in twenty. We design the HR platform around the work location of each employee, store state and local rules as configuration that HR can review, and keep a dated history of every change. We cover timekeeping, payroll and hiring software separately; this platform is the record those tools all draw from. The result is a single place to answer the questions an HR director in any state is asked most: who works for us, where, under which rules, and what proof we hold.

Explain your project
  • State rules engine

Each state where you employ people gets a rule set covering leave, required notices, training, pay range disclosure and record retention. Employees inherit the rules for their work location, and a move to another state is dated so entitlements before and after the move stay accurate.

The right rule for every employee, by location.

  • I-9 and state E-Verify mandates

Form I-9 is completed in the app for every hire with deadlines enforced and reverification dates tracked. E-Verify is voluntary federally but required for many employers in states such as Arizona, Mississippi, Alabama and South Carolina, and for federal contractors with the E-Verify clause. The app applies the step where it is required.

Eligibility checks done the same way everywhere.

  • FMLA eligibility tracking

Federal FMLA eligibility depends on employer size near the worksite, length of service and hours worked in the past year. The app calculates eligibility from the record, issues notices on schedule, and tracks intermittent and continuous leave against the twelve week entitlement.

FMLA decisions backed by the numbers.

  • State paid leave programs

A growing list of states, including California, New York, New Jersey, Washington, Massachusetts, Colorado and Oregon, run paid family or medical leave programs, each with its own notices and job protection rules. The app tracks claims, documents and return dates per program, separate from federal FMLA.

State and federal leave tracked side by side.

  • Pay transparency by state

Colorado, California, Washington, New York, Illinois, Massachusetts and other states require pay ranges in job postings, and some cities add their own rules. The app stores an approved range for each role and location and shows which open roles need a range published because they can be done in a covered state.

Ranges managed centrally and applied by state.

  • Privacy and data controls

Most state consumer privacy laws exclude employee data, but California's applies to employees and applicants. The app handles California access and deletion requests, encrypts Social Security numbers and bank details, keeps medical documents apart from the general file and logs every access.

Employee data handled to the strictest rule you face.

  • Federal reporting exports

Employers above the federal thresholds file EEO-1 workforce data and Affordable Care Act forms each year. The app collects voluntary self-identification at hire, keeps it apart from manager views, and exports the counts by job category and location that your filing team needs.

Annual reports built from clean data.

  • Single sign-on and provisioning

Employees sign in through your identity provider. When HR records a hire, transfer or exit, accounts in connected systems are created, changed or disabled automatically, so access follows the employee record rather than a separate IT ticket.

Access granted and removed on time.

  • Document vault and retention

Offer letters, policy acknowledgments, I-9 forms, leave certifications and separation documents are stored with retention periods set by document type and state. Expired records are flagged for review and deletion, and records under a legal hold are protected from removal.

Records kept as long as required, and no longer.

  • Integrations across the stack

The HR record feeds payroll, benefits administration, background screening, learning and timekeeping systems through their APIs or scheduled file exchange. Data is entered once in HR and flows outward, so a change of address or manager does not need retyping in five tools.

One source of truth for people data.

Who this is for

US employers that benefit most from a custom HR platform.

Packaged HR suites serve a large share of American employers well, and we will recommend one when it fits. Custom HR management app development in the USA earns its keep when your structure, your mix of states or your data requirements push past what a suite can configure, or when per employee licensing across a large hourly workforce becomes a significant line in the budget.

01

Remote first and distributed companies

Software, services and media firms that hire wherever talent lives may employ people in twenty or more states without an office in most of them. They need state registration status, location specific notices and leave rules tracked per employee, and an onboarding flow that works entirely online. We build for that from the start, with work location as the field everything else depends on. Equipment shipping, home office stipend approvals and state specific policy addenda can all hang off the same onboarding flow.

Built for staff spread across many states.

02

Franchise systems and multi-unit operators

Brands and large franchisees running restaurants, clinics or service locations in several states need common policies with local variation. Unit managers handle their own teams on mobile, regional leaders see their territory, and the corporate HR team sees everything. We design permissions by entity and location so each franchisee's data stays its own where the agreement requires it. Turnover and time to productivity can be compared across units, which helps operators spot sites that need more support.

Shared standards, separate data where needed.

03

Healthcare and care networks

Health systems, home health agencies and therapy groups operating in several states must track professional licenses issued state by state, along with required training and health screenings. We tie each credential to the state that issued it, send renewal reminders, and restrict medical information to the people who need it. Clinicians who hold licenses in several states see them all on one screen, with the next expiry date at the top.

State licenses tracked alongside the HR record.

04

Federal contractors

Companies holding federal contracts face added duties such as E-Verify under the contract clause and specific recordkeeping. We build the record so contract assignments sit on each employee, verification steps follow the contract terms, and reports can be produced by contract when an agency or prime contractor asks.

Contract rules applied at the employee level.

How a multi-state rollout works

  1. 01Inventory states and systemsBy video call we list every state, entity and worksite, the HR and payroll tools in use, and the obligations your team currently tracks by hand.
  2. 02Design the core recordWe define one employee data model, the permission structure and the rule format, and review them with HR leadership and your counsel.
  3. 03Configure the first statesRules for the states with the most employees or the highest risk are configured and tested first, so the platform proves itself where it matters.
  4. 04Pilot in one regionA pilot group of locations or teams uses the apps while the previous system keeps running, and their feedback shapes the next release.
  5. 05Roll out by waveRemaining states and entities move across in planned waves, each with data migration, reconciliation and manager training over video.
  6. 06Maintain the rulesUnder a support plan we update rule sets as states pass new laws, once your counsel has confirmed what each change requires.

Technology

What we build this with.

Under the hood there is usually a cross-platform mobile app in Flutter or React Native, a browser console for HR administrators, and a database with its API in a cloud account you own. Identity runs through your existing provider, and the HR management app developers USA clients work with also build the integrations to payroll, benefits and screening vendors.

Questions from US employers

The timeline is set after discovery and depends mostly on how many states and systems are involved.

A company with staff in a handful of states and one payroll provider can launch sooner than a national operator merging several acquired businesses. We plan a first release covering the core record and the highest priority states, then add states and features in waves. Each wave has its own dates in the written plan, so leadership can see progress without waiting for one large launch. Rollout order is usually set by headcount and risk, starting where most of your people work.
