Insurance marketplaces that scale across states, one license at a time.

Codeeo provides insurance marketplace website development in the USA for agencies, national brokerages, MGAs and insurtech companies that sell through many licensed producers. We build multi-state producer onboarding with license checks, comparison and quote listings, routing by state and line, platform billing, referral payouts, ratings and dispute handling. Insurance is regulated state by state, so the platform treats each state as a set of rules it can switch on, rather than a single national website with a disclaimer.

Our team works with US clients remotely, by video call, through discovery, design and launch. You own the code, the accounts and the data, and the state rules live in a configuration your own team can manage after we hand over. Nothing is locked to us.

Multi-state platform

The parts that let one marketplace work in many states.

Under the McCarran-Ferguson Act, insurance is regulated by the states. Each state insurance department licenses producers, sets its own rules on compensation and referral payments, and enforces privacy and data security standards, many of them based on National Association of Insurance Commissioners model laws but rarely identical. On top of that sit federal rules for calls and texts, health exchange enrollment and card payments.

Buyers differ by region as well. Coastal homeowners ask about wind and flood, drivers in large metros compare auto cover by ZIP code, and small businesses everywhere need workers compensation that follows their own state's requirements.

Insurance comparison platform development at national scale is mostly about managing that variation. We build a state rules layer that controls which lines are offered, which producers can be shown, which disclosures appear and how money is paid, so expanding to a new state is a configuration and compliance task rather than a rebuild.

Explain your project
  • State rules layer

Each state has a profile listing active lines, required disclosures, referral payout rules, privacy notice text and renewal terms. Shopper flows and producer routing read from that profile, so turning on a new state means filling in its profile, getting counsel's sign-off and testing, not changing code. Each profile records who approved it and when.

New states launched through configuration and review.

  • Multi-state producer licensing

Producers join with their National Producer Number. The platform checks resident and nonresident licenses and lines of authority in every state they want to serve, stores each check with a date, rechecks on a schedule and pauses routing in any state where a license lapses.

Producers only receive requests in states where they are licensed.

  • Comparison and quote listings

Shoppers answer a short needs form and see options in consistent cards, whether quotes come from carrier rating connections, producers or both. Coverage notes are written in plain English, and state-specific coverage features or required forms are added by the state profile.

Comparisons a first-time buyer can follow in any state.

  • Routing and capacity

Requests route by state, line, language and producer capacity, with exclusive and shared territories and automatic reassignment when a producer does not respond in time. Operators adjust rules in an admin screen as the network grows. Time zone differences between states are handled in response time targets, so producers on the West Coast are not penalized for East Coast morning requests.

Fast response for shoppers, fair distribution for producers.

  • Platform billing and sales tax

Producers and agencies pay for listing plans, territories or per-request fees by card, ACH, Apple Pay or Google Pay. Since the Wayfair decision, states can tax remote sellers, and some treat online services as taxable, so tax on platform fees is calculated by location through a tax service your accountant configures. Invoices show tax lines clearly.

Platform fees collected and taxed by location.

  • Referral partner payouts

Partners such as lenders, realtors and dealerships can be paid for introductions. States restrict compensation to unlicensed people who sell, solicit or negotiate, so payouts follow each state profile, are usually fixed amounts not tied to a sale, and tax forms are collected before the first payment.

Partner programs that respect each state's limits.

  • Privacy and consent center

Privacy notices, opt-outs and access and deletion requests handled by state. GLBA privacy duties apply to most insurance businesses, and state laws such as California's CCPA and CPRA treat GLBA-covered data differently from other data, so the platform tags data by type and handles requests accordingly.

Privacy requests answered under the right law.

  • Call and text consent

Lead forms store the exact consent wording, time and named producers. Outbound calls and texts from producer dashboards check the record first, which supports compliance with the Telephone Consumer Protection Act and with state telemarketing laws that add their own limits.

A stored permission behind every contact.

  • Ratings, disputes and moderation

Verified shoppers rate the producers who served them, producers can reply, and disputes about leads or reviews go to a moderated queue with evidence and a decision log. Moderation rules are written so they are applied the same way in every state.

    Reputation signals shoppers trust nationwide.

  • National reporting

Requests, response times, conversion reported by producers, revenue and disputes, filtered by state, line and producer group. Compliance views show license check history and disclosure completion by state for audits and market conduct exams. Exports go to your data warehouse.

Commercial and compliance reporting in one place.

Who this is for

Four teams that need a marketplace built for many states.

A national insurance marketplace usually starts in a few states and grows. The platform needs to be ready for that growth without carrying every state's complexity on day one. These are the starting points we see most, and each one changes which states and lines go first and which money flows matter most. Some clients combine two of them, for example an agent network that also sells individual health plans, and the state profiles handle that mix without separate platforms.

01

A regional agency expanding into neighboring states

You are licensed in a home state and adding nonresident licenses next door. You want a marketplace that brings shoppers from the new states to producers who can serve them. We build the state rules layer, start with your licensed states, and make adding the next one a matter of configuration plus counsel review. Producers licensed in both states can serve both from one profile, and reporting shows demand in states you have not yet opened, which helps decide where to license next.

Launch states follow licensing, not marketing ambition.

02

A national agent network

Hundreds of independent producers across the country want leads, and you want to charge for them fairly. We build onboarding with multi-state license checks, territory and capacity rules, subscription and per-request billing, and dashboards for each producer and for the network owner. Network owners can set quality standards, such as response time targets, and move territories away from producers who repeatedly miss them.

Producer capacity rules keep lead quality steady as the network grows.

03

A health insurance web-broker

States using HealthCare.gov fall under CMS web-broker rules, and sites that host the federal application need approval through the enhanced direct enrollment program. States with their own exchanges have separate broker rules. We plan the exchange path state by state and build plan comparison and producer assignment around it. Producer assignment respects the agent of record rules for each exchange, so commission reporting stays accurate when a shopper changes plans mid-year.

Exchange approvals are planned into the timeline.

04

An MGA or wholesaler with a broker portal

Retail brokers in many states submit risks, check appetite and track quotes. We build broker onboarding with license checks, appetite listings by state, submission forms and status tracking. Surplus lines placements carry their own state filing duties, which the portal records for each submission. Retail brokers see only their own submissions, and underwriters get queues sorted by state, effective date and completeness.

Surplus lines records are kept per submission and per state.

Six steps from first call to a national rollout.

  1. 01Launch states and modelWhich states and lines go first, who pays the platform, who earns commission and how referrals work, reviewed with your compliance lead and counsel. Open legal questions are listed for counsel early.
  2. 02State profilesDisclosures, referral rules, privacy notices and renewal terms gathered for each launch state and turned into configuration, with a source noted for every rule. Each profile is versioned so changes are traceable.
  3. 03Design and prototypesShopper flows, producer dashboards and operator screens designed and tested with real producers, accessible to WCAG 2.2 AA from the first prototype. Findings change the design before code is written.
  4. 04Build and integrationsBilling, payouts, tax, carrier rating, agency management and CRM connections built and tested in sandbox environments before real data or money moves. Every connection has a written field map.
  5. 05Pilot stateLaunch in one state with a small producer group to prove routing, billing, disclosures and response times before the next states open. Lessons from the pilot shape the next state.
  6. 06State by state expansionFurther states added in planned releases, each with its profile completed, reviewed by counsel, tested and switched on when producers are ready. Each release has its own written scope.

Technology

What we build this with.

We pick technology around your payment provider, tax service, carrier connections and the team who will maintain the platform. Builds usually pair a Next.js or React front end with a Laravel or Node back end, hosted in your own cloud account with infrastructure written as code. Monitoring, backups and audit logging are set up before the pilot state goes live.

Questions about building an insurance marketplace for the USA.

A commerce platform plus a rules engine for state regulation.

The commerce side covers shopper flows, comparison listings, producer dashboards, billing, payouts, ratings and disputes. The regulatory side covers multi-state license checks, disclosures, referral payment rules, privacy requests and consent records, all driven by state profiles. Most of the effort goes into making those two sides work together, so growth into new states does not require new code. Cost depends on the number of launch states, lines, carrier connections and payout rules, and is quoted only after discovery.
