Paid attorney booking platforms that can grow from one state to many.

Codeeo delivers legal consultation booking website development USA operators need when they plan to list attorneys in more than one state. We build the web marketplace where clients find a lawyer licensed for their state and matter, pay for a consultation and book a time, and the admin where attorneys and your staff run profiles, calendars, payouts and disputes. Each state regulates lawyers on its own terms, so the platform treats jurisdiction as a core setting rather than an afterthought.

We build the website and the commerce platform behind it. It runs in any browser, needs no app download, and is designed so you can launch in a single state and switch on others as your attorney panel and your counsel's review reach them.

Built for
Legal marketplaces, national referral networks, prepaid legal plans and multistate firms selling consultations across the US.
Typical timeline
Set during discovery by video call, once the launch states, fee model and counsel review are confirmed, and written into a phased release plan.

Platform features

What a multistate legal marketplace needs underneath.

There is no national law license in the US. Each state supreme court, usually through a bar or registration office, admits and disciplines attorneys, and each state adopts its own version of the ABA Model Rules. Most follow the model closely on fee sharing (Rule 5.4), paying for recommendations (Rule 7.2) and client trust money (Rule 1.15), but the details differ, and some states go further. Texas, for example, requires certification for lawyer referral services and limits it to public bodies and nonprofits.

A national platform therefore has to apply different rules depending on where the client is, where the attorney is admitted and which law governs the problem. The features below handle that without forcing you to run a separate site for each state. We select and order them in discovery around your model and the states you open first.

Explain your project
  • Jurisdiction engine

Every attorney profile lists the states of admission, and every booking records the client's state and the governing law of the matter. The engine only offers attorneys who can lawfully advise on that matter, with exceptions for federal practice areas such as immigration, bankruptcy or patents where your counsel allows them.

Clients are never matched with a lawyer who cannot help them.

  • License verification by state

Staff verify each admission against the official lookup for that state, and the platform stores the source, the date and the result. Renewal cycles differ from state to state, so reverification is scheduled per license, and a lapsed license hides only the states it affects.

An audit trail of licensing for every attorney in every state.

  • State rule profiles

Advertising labels, disclaimers, referral restrictions and engagement letter requirements are stored as state profiles your compliance team can edit. Turning on a new state means reviewing its profile with counsel, not rewriting code. Profiles also control whether that state's bookings run as a directory or through a certified partner.

New states launch through configuration and review.

  • Time zone aware scheduling

The US spans several time zones, so availability is stored in the attorney's zone and shown in the client's. Calendar sync covers Outlook and Google, buffers protect court days, and reminders by email and text always state the time in the client's own zone.

Fewer missed calls between Eastern and Pacific clients.

  • Checkout and payment methods

Clients pay by card, Apple Pay or Google Pay through processor hosted fields, keeping card data out of your systems and reducing PCI DSS scope. Prices are shown in full before payment, with any booking fee itemized up front. The receipt names the attorney as service provider and your company as the platform.

Transparent totals that hold up to consumer protection scrutiny.

  • Attorney payouts and trust routing

Attorneys onboard to connected payout accounts verified by the processor, which also handles Form 1099-K reporting for payouts. Consultation fees settle to the attorney. Retainers go to the attorney's trust account, whatever that state calls it, IOLTA or IOLA, and never through your platform balance.

Client funds and platform revenue never share an account.

  • Platform billing and sales tax

Your charge to attorneys is billed as a flat subscription or listing fee, separate from legal fees. Since the Wayfair decision, states can require sales tax from remote sellers that pass economic thresholds, and some states tax software subscriptions. California will tax SaaS and prewritten software from 1 January 2027 under SB 122, with CDTFA rules still being drafted, so the billing engine supports tax by attorney location.

Platform invoices ready for multistate tax rules.

  • Privacy across the state patchwork

California's CCPA as amended by the CPRA, the Texas TDPSA, and similar laws in other states give residents rights over their data, while breach laws like New York's SHIELD Act set security duties. The platform applies the strictest common baseline: minimal intake, consent for sensitive data, a rights request queue and logged staff access.

One privacy program that covers clients in every launch state.

  • Reviews, disputes and minors

Only clients who attended a paid consultation can review, and reviews describe service quality rather than case results. Disputes go to a queue with full booking records. Accounts are limited to adults; matters involving children are booked by a parent or guardian, so the platform is not directed at children under COPPA.

Fair moderation and clear account rules for families.

  • Careful use of AI in intake

Some operators want AI to summarize intake or suggest a practice area. We keep any such feature behind your review, label it clearly, never let it give legal advice, and keep client text out of model training. ABA Formal Opinion 512 reminds lawyers of their duties of competence and confidentiality when using these tools, and state bars have added their own guidance.

Faster triage without an AI answering legal questions.

Who this is for

Operators building legal booking across several states.

National legal booking takes several forms in the US, and the right platform design depends on who earns what. A nonprofit network partnering with local referral services runs very differently from a venture funded marketplace or a firm with offices in a dozen cities. These four are the groups we build for most often, and in each case the first conversation is about money flow and licensing, not about colors or layouts.

01

Venture backed legal marketplaces

Founders building a consumer brand for legal help need a platform that scales across states without breaking ethics rules in any of them. We turn counsel's advice into product logic: mechanical matching, flat attorney fees, labeled sponsorship and state profiles. The result is a marketplace investors can understand and bar regulators can read.

Your counsel sets the rules; the code enforces them consistently.

02

Prepaid and employer legal plans

Plans sold to employers, unions and members need eligibility checks, included consultations, paid extras and attorney networks in many states. Recurring member fees bring state automatic renewal laws into play, such as California's and New York's, so the platform builds clear renewal disclosures and online cancellation into the plan checkout.

03

Multistate law firms

Firms with offices in several states can sell first consultations nationally, route each by state of admission and practice group, and send retainers to the right trust account. Because all attorneys belong to one firm, referral rules matter less, and the platform focuses on conflicts, engagement letters and consistent client experience. Partners see bookings, conversion to engagement and revenue by office and state in one dashboard.

04

Referral network partnerships

Organizations that link local bar referral services under one national front door can let clients search once and book with a panel attorney from the right local service. Each service keeps its own panel and fees, and the platform routes bookings and payments to the correct partner. Reporting shows national demand by state and practice area, which helps partners recruit attorneys where clients are waiting.

Useful in states where referral services must be certified.

Six stages from first state to national coverage.

  1. 01Launch state selectionWe choose the first states with you based on your attorney supply and counsel review, then record each state's rule profile before design.
  2. 02Money and licensing mapWho pays whom, through which account, under which state's rules. Counsel signs the map; the platform's billing and matching follow it.
  3. 03Design for every clientPhone first screens built to WCAG 2.2 AA, with Spanish and other languages planned from the start where your panel serves them.
  4. 04Platform buildMarketplace logic, jurisdiction engine, processor with connected payouts, tax engine, calendar sync, e-signature and video meeting links.
  5. 05State pilotOne or two states go live with a limited attorney panel. We measure booking completion and fix friction before wider rollout.
  6. 06State by state expansionNew states open through rule profiles, verified attorneys and state landing pages, without rebuilding the core platform.

Questions about national legal booking platforms.

Jurisdiction becomes part of every booking, payment and profile.

A city portal can assume one state's rules. A national platform must know which state each attorney is admitted in, where the client lives and which law governs the problem, then apply the right advertising, referral and trust rules. Tax and privacy obligations also vary by state. We design that logic first, so each new state is a configuration task rather than a new build.
