Payroll built for California wage statements and Los Angeles city wage rules.

Codeeo handles payroll software development Los Angeles employers need when California law makes every pay stub a legal document. We build the engine for daily overtime and double time, EDD withholding and quarterly reports, Labor Code Section 226 wage statements, sick leave balances, local minimum wage by work address, federal Form 941 and W-2, and an employee pay app. The aim is a payroll that stands up to a wage claim, not one that merely prints checks.

Codeeo has no office in Los Angeles or anywhere in California. Our team of 80+ in Dubai, Riyadh and Karachi works with LA clients remotely, and all discovery and review sessions happen by video call. We have delivered 200+ projects across the UAE and the US, rated 4.7 from 23 Google reviews.

What the system covers

California and city rules a Los Angeles payroll cannot get wrong.

California runs one of the most demanding payroll regimes in the country. The Employment Development Department collects personal income tax withholding, unemployment insurance, State Disability Insurance and the Employment Training Tax, with quarterly reports of wages and withholding filed electronically. Labor Code Section 226 lists nine items every wage statement must show, from total hours worked and each hourly rate to the employer's legal name and address, and courts apply it strictly even when an outside payroll provider produced the stub. Overtime is due after eight hours in a day as well as forty in a week, with double time beyond that.

Los Angeles adds its own layer. The City's Office of Wage Standards enforces a city minimum wage and a paid sick leave rule more generous than the state's, while neighbors such as Santa Monica, Pasadena and West Hollywood set their own rates. A crew working in two cities in one week needs each hour paid at the right local rate. The capabilities below are built around those realities.

Explain your project
  • Section 226 wage statements

Every stub is generated from a template that checks for all required items before release: gross and net wages, hours for nonexempt staff, each rate with its hours, piece units, deductions, pay period dates, a truncated identifier and the employer's legal details. A missing field blocks the run instead of reaching an employee.

Wage statements are complete every pay period, by design.

  • Daily overtime and double time

The engine applies California's daily and weekly overtime, the seventh consecutive day rule and double time thresholds, plus alternative workweek schedules adopted by secret ballot. Meal and rest period premiums from your timekeeping data are paid at the regular rate of compensation, not the base rate.

Overtime and premiums follow California rules, not just federal ones.

  • Local minimum wage by work address

Hours are tagged with the city or unincorporated area where they were worked. The City of Los Angeles rate, county rates and neighboring city ordinances are stored with their effective dates, including industry specific rules for hotel workers, and the engine tops up any hour paid below the local floor. Rates change on different dates, and the history stays intact for audits.

Each hour meets the minimum for the place it was worked.

  • Sick leave accrual and balances

Accrual, front loading, caps and carryover are configured for both state law and the Los Angeles city ordinance, with the stricter rule winning. Available balances appear on the wage statement or alongside it, as California requires, and usage pays at the correct rate.

Staff see the sick time they can use every payday.

  • EDD withholding and quarterly reports

State income tax withholding follows the California method and each employee's DE 4 or W-4 choices. SDI is withheld from employees, UI and ETT are tracked as employer costs, and the quarterly wage and withholding reports are assembled for electronic filing with EDD.

EDD filings reconcile to the payroll register before submission.

  • Final pay and waiting time controls

California expects final wages immediately on discharge and within a short window after a resignation without notice, including accrued vacation. The system calculates final pay at the moment of termination and creates an off cycle run so waiting time penalties never begin to accrue.

Final paychecks are ready on the day they are legally due.

  • Production and union payroll

Film, television and commercial productions hire for days or weeks, under union agreements with fringe contributions, meal penalties and turnaround rules. We can model production pay groups, guild fringe reports and short engagements alongside a standard office payroll for studios and post houses.

Short production engagements are paid and reported cleanly.

  • Multilingual employee app

Los Angeles workforces read Spanish, Korean, Chinese, Armenian, Tagalog and more. The pay app shows stubs, hours, sick balances and notices in the language each employee chooses, and supports W-4 and DE 4 updates and verified bank changes.

Employees can read and check their own pay.

  • Hire notices and pay data reports

California's Labor Code Section 2810.5 notice tells new nonexempt hires their rates, paydays and sick leave terms, and changes must be communicated too. The system generates those notices from the pay record itself. Larger employers can also export the annual pay data report for the Civil Rights Department from the same job and pay information.

Notices and pay data reports match what payroll actually pays.

  • Employee privacy under the CPRA

Since the California Consumer Privacy Act as amended by the CPRA covers employee data for businesses within its scope, the system supports notices at collection, access and correction requests, retention limits and role based masking of sensitive fields such as Social Security numbers and bank details.

Employee data rights are handled through a defined process.

Where this fits

Los Angeles employers with payroll that packaged tools struggle to model.

Across Los Angeles, the payroll problems we hear about are rarely about tax tables. They are about hours: hourly crews in the Port of Los Angeles and Inland Empire warehouses, restaurant and hotel staff in Downtown, Hollywood and the Westside, garment workers paid by piece, caregivers working long shifts, and production crews on short calls. If you are comparing a Payroll software development company Los Angeles businesses already use, test it against these cases. Each case below changes what the first release must prove before it handles a live Los Angeles payroll.

01

Restaurant and hotel groups

Venues in several cities mean several minimum wages, and hotel workers in the City of Los Angeles have their own rate. Tips, service charges, split shifts and meal premiums all appear on the stub. We connect point of sale and scheduling data, apply the rate for each venue's address, and show managers every premium owed before the run closes. Banquet staff, valets and housekeeping teams each get the right rate and premiums, and managers see projected labor against sales by venue.

Each venue's address decides its wage floor.

02

Logistics and warehouse operators

Operators serving the San Pedro Bay ports run shifts that cross midnight and seventh day schedules during peak season, where daily overtime and double time stack up quickly. We design the engine to split hours by workday correctly and to flag alternative workweek employees whose schedule rules differ. We also link shift data from warehouse management systems so supervisors in Carson, Wilmington or Long Beach can approve hours on the floor.

03

Apparel and piece rate employers

Piece rate pay in California requires separate payment for rest and recovery periods and other nonproductive time, and those hours and rates must appear on the stub. We build piece tracking, nonproductive time calculations and wage statements that show both clearly. Factories and workshops around the Fashion District can record bundles on a tablet at each station.

Piece rate rules shape the wage statement as much as the pay.

04

Entertainment and creative companies

Studios, agencies and post houses mix salaried staff with crew hired for a few days, often under union agreements. We separate production payroll from corporate payroll while keeping a single employer view for EDD reporting and year end, so W-2 forms are right for people who worked on many productions. Residual and reuse payments, where your company handles them, can be tracked as a separate earning type.

Our six step route to a compliant Los Angeles payroll.

  1. 01Wage and hour discoveryOver video calls we review your timekeeping, pay practices, past stubs and worksite addresses, and list every state, county and city rule that applies to each pay group.
  2. 02Wage statement designWe design the stub first, field by field against Section 226, sick leave and local requirements, because every calculation must end up displayed correctly.
  3. 03Engine and local rate tablesDaily overtime, premiums, piece rate and local minimums are built and tested against your real weeks, including the messy ones.
  4. 04Integrations and filingsTime, scheduling, point of sale, benefits and accounting systems are connected, and EDD and federal outputs are built and reconciled.
  5. 05Parallel runs and wage auditWe run both payrolls side by side and compare every stub line, so your counsel can review a sample of new statements before cutover.
  6. 06Rate changes each yearState and city minimums change on different dates, so we load new rates ahead of each effective date and test them before they touch a paycheck.

Questions Los Angeles employers ask us about payroll software.

California wage statement rules plus city and county minimum wages.

Section 226 makes the stub itself a compliance document, daily overtime changes how hours are counted, and Los Angeles has its own minimum wage and sick leave ordinance while neighboring cities set different rates. A payroll that works well in Texas can be noncompliant in Los Angeles on its first run, so the rules for each work address are built in from discovery onward.
