Payroll software for New York employers with city taxes, commuters and weekly pay rules.

Codeeo provides payroll software development New York employers rely on when state, city and commuter rules all land in the same pay run. We build New York State and New York City withholding, Yonkers tax, NYS-45 quarterly returns, pay frequency controls under Labor Law Section 191, Wage Theft Prevention Act notices, Paid Family Leave and disability deductions, federal Form 941 and W-2, and an employee pay app. Each paycheck reflects where the person lives, where they work and what kind of work they do.

We have no office in New York and serve New York clients remotely from Dubai, Riyadh and Karachi, with discovery and every review held by video call. Codeeo is a team of 80+, has delivered 200+ projects across the UAE and the US, and is rated 4.7 from 23 Google reviews.

System capabilities

The state and city obligations a New York payroll carries every run.

New York payroll starts with the federal basics, Form 941 and W-2, then adds a dense state and city layer. Employers withhold New York State income tax, and must also withhold New York City tax for city residents and Yonkers tax for Yonkers residents, even when those people work elsewhere. Withholding, wage reporting and unemployment insurance are filed together each quarter on Form NYS-45, electronically, and for quarters from 2025 onward state, city and Yonkers withholding are reported separately for each employee. Employers in the commuter transportation district also account for the Metropolitan Commuter Transportation Mobility Tax.

Labor law matters just as much. Section 191 requires manual workers to be paid weekly unless the state has authorized otherwise, the Wage Theft Prevention Act requires written pay notices at hire and detailed wage statements, and Paid Family Leave and disability benefits come with employee contributions. New York City adds its own Earned Safe and Sick Time Act, enforced by the Department of Consumer and Worker Protection. The capabilities below are built around those duties.

Explain your project
  • State, city and Yonkers withholding

Each employee record holds residence and work location history. The engine withholds New York State tax, adds city tax for New York City residents and Yonkers tax for Yonkers residents, and keeps the three amounts distinct through to the quarterly return and the W-2 boxes.

Every resident is taxed for the right jurisdictions, each tracked separately.

  • NYS-45 quarterly returns

Withholding totals, unemployment insurance wages and contributions, and per employee wage detail are assembled into the combined quarterly return in the current layout. The system reconciles each figure to the pay register and the deposits already made before your team files. Amended returns are produced from corrected records, never by editing filed figures.

The quarterly return matches payroll and deposits before it is filed.

  • Section 191 pay frequency controls

Workers are classified as manual, clerical or other, and the system stops a manual worker being placed on a semi-monthly schedule unless your authorization is recorded. Home care aides, kitchen staff, warehouse and retail floor workers are the usual cases where getting this wrong becomes expensive.

Manual workers are paid on the schedule the law sets.

  • Wage Theft Prevention Act notices

Pay notices at hire state the rate, overtime rate, allowances claimed and regular payday, in English and the employee's primary language where the state provides a template. Signed acknowledgments are stored with the employee, and wage statements carry the detail the Act requires.

Notices and acknowledgments are on file for every hire.

  • Paid Family Leave and disability

Employee contributions for New York Paid Family Leave and statutory disability benefits are deducted at the current rates and caps, with leave periods reflected in pay. Contribution history is kept per employee so carriers and auditors can trace it.

Leave contributions are withheld correctly and fully traceable.

  • Commuters from New Jersey and Connecticut

Many New York City staff live in New Jersey or Connecticut. Nonresidents are withheld for New York on days worked in the state, and the engine tracks remote days and allocation records, because New York's convenience of the employer rule can still tax remote days spent at home. Year end reports show New York wages and days for each commuter.

Commuter and remote day allocation is documented paycheck by paycheck.

  • NYC safe and sick time balances

Accrual, use and carryover follow both the state paid sick leave law and the New York City ordinance. Hours used and remaining balances are shown on each pay statement or in the app, in line with city requirements, and leave records are kept for DCWP requests. Domestic workers and small employers with different accrual rules are configured as their own groups.

Employees see their safe and sick balance every pay period.

  • Home care and wage parity pay

Licensed home care agencies in New York City and nearby counties face wage parity requirements on top of minimum wage, with total compensation tracked across wages and benefits. We build pay codes, parity calculations and visit based time import from your scheduling platform.

Agencies can show parity compliance from payroll records.

  • Pay app with strong controls

The app shows pay statements, withholding and sick balances, and lets staff update IT-2104 and W-4 elections and verified bank details. Data is encrypted and access logged, supporting the reasonable safeguards New York's SHIELD Act expects for private information such as Social Security and account numbers.

Self service is safe enough for the data it exposes.

  • Tip credits and spread of hours

The state hospitality wage order allows a tip credit for food service workers only when conditions are met, and adds spread of hours pay when a workday stretches beyond a set span. The engine checks tips against the credit claimed each week, adds spread of hours and call in pay automatically, and shows each item on the wage statement.

Hospitality pay rules are applied without spreadsheet checks.

Who we build for

New York employers whose payroll has outgrown standard settings.

New York City payroll varies sharply by sector. A Midtown asset manager deals with bonuses and commuters from three states, a Brooklyn restaurant group with tip credits and weekly pay, a Queens home care agency with wage parity and thousands of short visits, and a construction contractor in the Bronx with union fringe and prevailing wage jobs. Before hiring a Payroll software development company New York firms recommend, decide which of these profiles fits your business, because each one changes what must work on day one. Staten Island and suburban employers with staff crossing into the city meet the same questions on a smaller scale.

01

Financial and professional services firms

Firms in Midtown and Lower Manhattan pay large bonuses and deferred compensation, employ staff living in New Jersey, Connecticut and the suburbs, and allow hybrid schedules. We build supplemental wage withholding, multi-state allocation, remote day tracking and equity related income imports, and give finance clear reports on accruals by entity. Bonus season is modeled ahead, so supplemental withholding and allocation are tested before the large run, not during it.

Hybrid schedules make day by day location records essential.

02

Restaurant and hospitality groups

Hospitality workers are usually manual workers for pay frequency purposes, and tip credits, spread of hours and call in pay come from the state hospitality wage order. We connect point of sale and scheduling data, run weekly payrolls, and produce wage statements that show tip credits and allowances clearly. Managers in Williamsburg or the East Village approve hours on their phones before the weekly cutoff.

03

Home care agencies

Agencies pay large numbers of aides weekly, often by visit, with travel time, live in shifts and wage parity obligations. Visit data from your electronic visit verification or scheduling system flows straight into payroll, so aides are paid for each visit and parity reports come from the same records. Agencies operating in the Bronx, Queens and Long Island can run separate pay rules per county where their contracts differ.

Visit data is the payroll source of truth for aides.

04

Construction and building services

Contractors and building service employers work under union agreements, prevailing wage schedules on public jobs and fringe benefit funds. We model trade classifications, fund remittance reports and certified payroll, and post labor cost per job to your accounting system. Fund reports are produced in the format each union fund accepts, so nobody has to rekey hours into fund portals.

From first video call to a live New York payroll in six stages.

  1. 01Jurisdiction and worker class reviewWe list every employee's residence and work jurisdictions, classify each role for pay frequency, and capture your tip, parity, union and bonus rules.
  2. 02Pay statement and notice designWage statements, hire notices and sick balances are designed before the engine, so required content drives the data model rather than being patched in later.
  3. 03Tax and labor rule buildState, city, Yonkers and commuter withholding, leave contributions and pay frequency checks are built and tested against your past pay registers.
  4. 04Connections to your systemsTime, scheduling, visit verification, benefits, fund remittance and accounting systems are linked, with completeness checks after every import.
  5. 05Parallel quartersBoth payrolls run together through at least one quarter close where possible, so the NYS-45 from each system can be compared line by line.
  6. 06Rate and rule maintenanceMinimum wage, leave contribution and withholding changes are loaded with their effective dates and tested ahead of each change.

What New York employers ask before a payroll build.

Because city taxes, commuter allocation and labor law notices all apply at once.

Tables cover withholding rates, but New York payroll also depends on who is a manual worker, which residents owe city or Yonkers tax, how remote days are allocated, and what each wage statement and hire notice must say. Errors in pay frequency or notices can create liability even when every tax figure is right, so those rules are built into the system, not left to manual checks. We document each rule with its source so your counsel can check our interpretation.
