One pet care platform that works in every US state you serve.

Codeeo designs and builds pet care apps for US veterinary groups, grooming chains, boarding and daycare brands, franchise systems and sitting marketplaces that operate in more than one state. The owner app, the staff app and the head office dashboard share one backend, so bookings, pet records, payments and messaging work the same everywhere while the rules that differ by state, such as veterinary telehealth limits and local facility permits, are configured per location instead of hard-coded.

We work with US clients remotely and run discovery, reviews and demos by video call. Our team of 80+ works from Dubai, Riyadh and Karachi, and has delivered 200+ projects across the UAE and the US. A named lead coordinates every workstream for you.

Platform capabilities

What a national pet care platform needs.

Pet care in the United States is regulated mostly at the state and city level, and that shapes the software. Each state has its own veterinary practice act and licensing board, and they disagree on whether a veterinarian-client-patient relationship can start over video. California allows it under conditions; Texas law says the relationship cannot be established solely by telephone or electronic means. Federal rules add a layer: the FDA's definition of the relationship for extralabel drug use does not accept telemedicine alone, and controlled substances fall under the DEA.

Grooming and boarding are just as uneven. Colorado licenses pet care facilities through its Department of Agriculture, New York City issues health permits for grooming and boarding businesses, and many states have no statewide license at all. A national platform needs configuration by location, not a separate app for every market.

Explain your project
  • Location rules engine

Each clinic, salon or facility carries its state, city and service settings: which visit types are allowed, whether video can open a new patient record, which documents a booking requires, and which disclosures appear at checkout. Head office updates a rule once and every affected location follows. Rule changes go through an approval step, and the history shows who changed what.

New states are a configuration task rather than a rebuild.

  • Veterinary telehealth with guardrails

Audio-video consults gated by the patient's state, the veterinarian's license state and whether an in-person exam is on file. Prescribing prompts reflect the limits your medical leadership sets for each jurisdiction, and every consult is recorded in the patient history. Consults can be routed to a veterinarian licensed in the patient's state from anywhere in your network.

Telehealth grows where it is permitted and stays off where it is not.

  • Central booking across brands

Veterinary appointment app development for the USA at group level means one owner account that can book any location, see nearby availability and move an appointment between clinics. Grooming, daycare and boarding sit in the same calendar engine with their own capacity rules. Owners with several pets book them together in a single visit.

Owners stay with your brand when they move house or travel.

  • Grooming operations at scale

Pet grooming booking app development across the USA adds standard service menus, breed-based durations, groomer skill tags and a national rebooking program, while still letting each salon set its own hours and local add-ons.

Consistent service across salons, with local flexibility where it counts.

  • Sitter and walker marketplace

Pet sitting app development for the USA covers onboarding, identity and background check status, service areas, availability, ratings, GPS visit records and payouts to contractors or employees, with tax reporting exports for your finance team. Trust and safety teams get tools to suspend accounts and review reported incidents.

A marketplace that can open a new metro without new code.

  • Facility licensing records

Store each facility's state license, city permit, inspection dates, insurance and veterinary oversight arrangements, with renewal reminders to the responsible manager. Useful in places such as Colorado or New York City, harmless where no license exists. Documents are stored against the location, so they move with the site if it changes hands.

Compliance paperwork is visible before an inspector asks.

  • Subscriptions, wellness plans and payments

Wellness plans, daycare passes and grooming memberships with Apple Pay, Google Pay and stored cards through a tokenizing processor for PCI DSS scope. Renewal disclosures and online cancellation follow federal ROSCA requirements and the stricter state auto-renewal laws.

Recurring revenue that survives a chargeback review.

  • Privacy controls by state

Consent, access, correction and deletion requests handled in the app, with settings for California, Texas, Colorado, Virginia and other states that have comprehensive privacy laws. Precise location from sitters is collected only during visits. Requests are tracked against the response deadlines each law sets.

One privacy framework that adapts to each state's law.

  • Pet insurance and claims documents

Owners can store policy details, download itemized invoices and visit records, and send them to their insurer from the app. Where an insurer offers a direct claims interface, we connect to it so the clinic can submit on the owner's behalf. Front desks across every region stop printing and scanning paperwork for claims. Claim status updates appear as notifications.

Owners get reimbursed faster, and clinics field fewer claim calls.

  • Group reporting and benchmarks

Compare locations on utilization, no-shows, rebooking rates, plan retention and revenue per visit, with drill-down by region, brand and service line for operations and finance leaders. Exports feed your existing BI tools if you already have them.

Underperforming sites are spotted early and fixed with data.

Who it is for

Four national operators this platform suits.

Local apps are a different problem. This page is for businesses that already operate, or plan to operate, in several states and need one system their head office can control. Most of the work is in the configuration model, the integrations and the rollout plan, not just the screens customers see. These are the four groups we most often plan for. Single-site businesses usually need a much smaller first release than the one described here.

01

Veterinary practice groups and consolidators

Acquired clinics bring different practice management systems, reminder habits and client apps. We build a single branded app that connects to each clinic's system through its vendor interfaces, then gives leadership one view of bookings and reminder compliance. Telehealth is switched on state by state once your medical team approves each set of rules. Reminder programs for vaccines, dental care and parasite prevention run from head office with local branding per clinic.

Integration discovery comes first, because vendor access drives the plan.

02

Grooming, daycare and boarding chains

You want a consistent brand experience across many sites. We standardize the service menu, booking rules, report cards and memberships, while each location keeps its own staff, capacity and local permit records. Regional managers get dashboards for their sites, and head office sees everything. Vaccine policies, waivers and incident reporting are standardized too, which helps when an insurer asks how a site handles bites or injuries.

03

Franchise systems

Franchisors need brand control and franchisees need local autonomy. We build role structures for franchisor, franchisee and staff, royalty and marketing fund reporting, and a shared customer app that routes each booking to the right franchise location. Data ownership between franchisor and franchisee is defined in the design, not left for later disputes. New franchisees get a launch checklist and training content inside the admin app.

Your franchise agreement decides who owns which data; the app enforces it.

04

National sitting and walking platforms

Marketplaces need supply and demand to grow together. We build sitter onboarding, background check workflows, service area management, trust and safety tools, dispute handling and payouts. Launching a new metro becomes a matter of recruiting sitters and switching on the region. Contractor classification differs by state, so payout settings can follow the model your employment counsel approves for each market.

Our six-step plan for a multi-state pet care platform.

  1. 01Discovery across regionsVideo workshops with operations, medical, finance and marketing leads to capture how locations differ, which systems are in use and what each state requires.
  2. 02Configuration modelWe design the data model for brands, regions, locations and rules, so state differences live in settings that your team can manage without developers.
  3. 03Design systemA shared design system for owner, staff and admin apps, accessible to WCAG standards, with room for sub-brands and multiple languages.
  4. 04Core build and integrationsBooking, records, payments, messaging and telehealth on one backend, connected to practice management, payroll, accounting and CRM vendors.
  5. 05Pilot regionLaunch in one region first, measure adoption and support load, fix issues and confirm each rule setting with the people who run those locations.
  6. 06National rolloutAdd regions in planned waves with data migration, staff training content and store updates, while a retainer team keeps improving the platform.

Technology

What we build this with.

Cross-platform apps in React Native or Flutter, a modular backend in Node.js or Laravel, cloud hosting on AWS, Azure or Google Cloud, and video from an established provider. Infrastructure is defined in code so new regions can be added consistently. Time zones are handled per location, so reminders and opening hours are always local.

Questions from US pet care groups and platforms.

Through a rules engine configured per state and per location.

Veterinary practice acts, facility licensing, privacy laws and auto-renewal rules differ across states and cities. Rather than building separate apps, we store each location's rules as configuration: allowed visit types, required documents, disclosures and data rights. Your legal and medical teams decide the rules; the platform applies them consistently and logs every change so you can show who approved what and when. When a state changes its law, the update is a reviewed configuration change, not an emergency release.
