Los Angeles rental apps built for rent control, deposits and tenant rights.

Property management app development Los Angeles, for landlords and management companies who lease apartments and homes under some of the most detailed tenant rules in the country. We build the resident app, the maintenance app and the office dashboard so the Rent Stabilization Ordinance, California deposit law and the state's tenant protections are tracked unit by unit, not remembered by one long-serving employee.

In Los Angeles the same street can hold a rent-stabilized fourplex, a newer building covered by state rules only and a single-family rental with different obligations again. The app knows which rules each unit carries and shapes notices, increases and records to match, while your counsel stays in charge of the legal calls.

Built for Los Angeles rentals

The features that keep LA units in order.

Running rentals in Los Angeles is largely a records job. Whether a unit falls under the Rent Stabilization Ordinance depends on when its building first received a certificate of occupancy. Rent increases follow allowances set by the Los Angeles Housing Department for covered units and a separate statewide cap for many others. Deposits, photos and refunds follow California statutes that changed recently. A missed step can block a rent increase or an eviction case.

The city is also large and divided. A portfolio might include units in the city of Los Angeles, in Glendale or Pasadena, and in unincorporated county pockets, each with different rules and offices. Treating them all the same is how mistakes happen.

So the app starts from the unit record: its regime, registration status, rent history and required notices. Repair requests, payments and owner reporting are built on top of that record, and each feature below can be scoped in or out during discovery.

Explain your project
  • Unit rule profiles

Each unit carries a profile: covered by the Rent Stabilization Ordinance, covered by the city's Just Cause Ordinance, subject to the statewide Tenant Protection Act, or exempt, as determined by your counsel. Units in Santa Monica, West Hollywood or unincorporated county areas get their own local profile. Every notice and increase checks the profile first.

The right rules applied to the right unit every time.

  • RSO registration and increase tracking

Owners of rent-stabilized units must register them with the Los Angeles Housing Department every year before they can lawfully demand rent. The dashboard tracks registration per unit, stores confirmations and keeps the rent history, so an annual increase is only drafted when registration is current and the allowed percentage has been entered.

Increases that stand up when someone checks the history.

  • Deposit photos and 21-day refunds

California now limits most residential deposits to one month's rent, with a narrow exception for certain small landlords, and requires dated photos of the unit around move-out and repairs, plus at move-in for newer tenancies. The inspection flow captures timestamped photos room by room and builds the itemized statement that must go out within 21 days.

Deposit deductions supported by the evidence the law expects.

  • Multilingual tenant notices

Los Angeles renters read Spanish, Korean, Armenian, Tagalog, Chinese and many other languages, from Koreatown and Westlake to Boyle Heights and the San Fernando Valley. Notices, reminders and repair updates go out in each resident's chosen language, with translations approved by your staff and the English original kept on file. Spanish is usually ready at launch, with other languages added by building.

Notices residents can read and records you can defend.

  • Repair requests and entry notices

Residents report problems with photos and preferred times. When staff need to enter, the app prepares a written entry notice with the date and purpose, as California generally requires reasonable advance notice, and logs delivery. Habitability repairs are flagged so they never wait behind cosmetic jobs.

A clean trail from request to repair to entry.

  • Vendors and work orders

Plumbers, electricians and handymen across the basin receive jobs in the app with unit access details, tenant language and the entry notice already served. Vendors upload photos and invoices on completion, and the office checks license and insurance records before each assignment. Freeway traffic makes scheduling matter, so jobs are grouped by area and time window.

Fewer missed appointments and cleaner repair records.

  • Rent reporting offer

Since April 2025, owners of buildings with 16 or more units generally must offer tenants the option of having on-time rent reported to a credit bureau. The app presents the offer at lease signing and each year after, records the tenant's choice and passes opted-in payment data to your reporting provider.

The annual offer made and recorded without manual tracking.

  • Seismic and building programs

Many older wood-frame buildings in Los Angeles fall under the city's mandatory soft-story retrofit program. Building management features track retrofit status, permits, contractor schedules and tenant notices during construction, along with fire safety checks, elevator certificates and other recurring compliance work on shared systems.

Building obligations visible in one schedule.

  • Rent, ledgers and payments

Tenants pay by ACH, card, Apple Pay or Google Pay, with autopay and receipts. California restricts how landlords may require payment, so the app keeps a non-electronic option available where the law requires one. Each payment posts to the correct unit ledger with a clear audit trail.

Payments posted correctly with the history kept.

  • Owner statements with compliance status

Owners see income, expenses, reserves and distributions, along with the compliance status of each unit: registrations current, notices served, deposits refunded on time. Owners who hold several small buildings across the city get a single view of everything they own through your firm. Year-end summaries and tax documents sit in the same portal, ready for each owner's accountant.

Owners see both their returns and their risk.

Who it is for

Four Los Angeles landlords who need more than generic software.

National property platforms collect rent and track leases well, but few model the overlapping city, county and state rules that apply to a single Los Angeles unit. These four situations are where we usually recommend a custom app, or a custom compliance layer that sits beside the software you already use. We start with whichever problem exposes you to the most risk, which in Los Angeles is usually rent history and notice records rather than the resident app.

01

Owners of rent-stabilized buildings

Pre-1978 apartment buildings in Hollywood, Mid-City, Palms and Van Nuys carry registration, increase limits and tenant rights that stack up over decades of tenancies. You need accurate rent histories and dated notices for every unit. We build the unit rule profiles and registration tracking first, then add the resident app on top. Rent history imports are checked against registration records before any increase is drafted.

Accurate history is the foundation for every later feature.

02

Management firms serving many small owners

Your clients own duplexes, fourplexes and small buildings across the city, some under the Rent Stabilization Ordinance and some not. Each owner wants clear statements and each building has different obligations. We give every owner their own portal and every unit its own rule profile, so your staff stop maintaining separate spreadsheets per client. Owners can approve repairs above an agreed amount from their phone, with photos and the vendor estimate attached.

03

Newer mid-rise operators

Post-1978 buildings in Downtown, Koreatown and along the Expo Line may sit outside the RSO yet still face state rent caps, just cause rules and the annual rent reporting offer. Residents expect app-based access, package notices and quick maintenance. We plan resident features and compliance features together from the first release. Amenity bookings, guest parking and package notices round out the resident app for these buildings.

04

Student and roommate housing

Landlords near UCLA in Westwood and near USC in University Park deal with roommates, guarantors, academic-year leases and frequent turnover. The app manages multiple tenants per lease, splits rent, collects guarantor signatures and runs move-out photo inspections at volume each summer. Summer move-out inspections can be scheduled in batches, with deductions split correctly between roommates.

Turnover season tests every workflow at once.

The six stages of a Los Angeles property app build.

  1. 01Discovery over videoWe review your Los Angeles units, leases, notice templates, vendors and current systems, and list which rules your counsel says apply to each property.
  2. 02Rule mappingCity, county and state requirements become written rules for registration, increases, deposits, entry notices and rent reporting, reviewed by your attorney before development.
  3. 03Design and translationResident, maintenance and office screens are designed in English first, then translated content is reviewed by your bilingual staff.
  4. 04Build and data migrationWe build in short cycles, connect payments and accounting, and import rent histories and unit records so the rule profiles start accurate.
  5. 05Pilot buildingOne building goes live, with your staff serving real notices and inspections through the app before the rest of the portfolio follows. Feedback from that building shapes the next round of fixes.
  6. 06Rollout and rule updatesRemaining units move over in phases, and the retainer covers updates when California or the city changes a rule. Rule changes are tested before release.

Technology

What we build this with.

Cross-platform apps for residents and maintenance staff, a web dashboard for your office, and cloud hosting in your own account. Where the California Consumer Privacy Act applies to your business, the dashboard handles access and deletion requests and keeps the records you need. Access is limited by role, so a vendor sees only the job, never the tenant's ledger.

Questions Los Angeles landlords ask us.

We set the schedule after discovery, based on scope and the rule set.

A resident app with repair requests and payments is a smaller first release than a platform with unit rule profiles, RSO tracking and owner statements. Migrating rent histories often takes the most effort, because increase calculations depend on them. We agree a written release plan after the video discovery sessions and mark which features can follow later. Clean, consistent records shorten the build more than any other factor.
