Real estate apps for US brokerages that operate in more than one market.

Codeeo provides real estate app development in the USA for brokerages, franchise groups, agent teams and residential developers. We build consumer search apps, agent apps and broker dashboards that pull from the MLSs you belong to, handle buyer agreements state by state and keep marketing inside federal fair housing rules. The result is one branded product your agents can use in every market you serve, with each state's rules applied where they belong.

Since the 2024 NAR settlement, how buyers and agents agree terms has changed nationally, and several states have added their own rules on top. Software built before those changes often needs more than a patch. We build for the rules as they stand now, with room to adapt as they keep changing.

Built for
Multi state brokerages, franchise and brand networks, large agent teams and homebuilders selling in several US metros.
Typical timeline
We set release dates after discovery, once MLS licenses, state rule differences and integrations are mapped, and record them in the agreed scope.
What you own
The code, the App Store and Google Play accounts, the broker dashboards, your listing content and all client data, owned by your company.

What a national real estate app covers

One product, many MLSs and many state rulebooks.

Real estate in the United States is national in brand and local in law. Each state licenses brokers and agents through its own commission or department and writes its own advertising and agency rules. Listing data comes from hundreds of separate MLSs, each with its own license terms for IDX and Web API display. Federal law then sits over everything: the Fair Housing Act for advertising, RESPA for referral relationships with lenders and title companies, the TCPA for calls and texts, and the ADA for accessibility.

The August 2024 NAR settlement changed the center of the buyer side. Offers of buyer agent compensation came out of the MLS, and agents working with buyers in MLS markets now need a written agreement before touring a home. A national app has to carry all of this without becoming a different app in every state. These are the capabilities we build to make that work.

Explain your project
  • Multi MLS listing engine

A backend that connects to each MLS you belong to through RESO Web API or IDX feeds, normalizes the fields, removes duplicates where markets overlap and applies every MLS's own display, attribution and refresh rules. New markets are added as configuration, not new code. Feed health is monitored per MLS.

Expansion into a new metro without rebuilding search.

  • State aware buyer agreements

Written buyer agreements are required before touring under MLS rules that followed the NAR settlement, and states such as Texas and California add their own timing, term and content rules. The app picks the right form and workflow for the property's state and blocks steps until the agreement is in place.

One process for agents, correct rules for each state.

  • Advertising rules by license jurisdiction

Brokerage names, license numbers and required disclosures vary by state. The app stores each agent's licenses and applies the right display on profiles, listings and campaigns, so an agent licensed in two states shows the correct details to each audience. License renewals trigger reminders to the agent and the broker.

    State advertising requirements handled automatically.

  • Fair housing safeguards

Listing copy, neighborhood content and push messages pass a wording review for language that signals a preference related to race, color, religion, sex, disability, familial status or national origin. Ad exports use the special housing categories that major platforms require, and no audience is built on protected characteristics.

Marketing at national scale with lower legal risk.

  • Consent and communications compliance

Every call, text and email to a lead is tied to a recorded consent. The app honors TCPA and CAN-SPAM opt outs across every brand and office, and adapts call recording notices for states that require all party consent. Quiet hours follow the recipient's local time zone.

Fast lead follow up without consent problems.

  • Partner and referral controls

Many brokerages show preferred lenders, title and insurance partners in their apps. We build these sections with the disclosures your counsel requires and without hidden lead fees, because RESPA Section 8 prohibits paying or receiving referral fees for settlement services.

Useful partner features that respect federal referral rules.

  • Privacy across state laws

More states pass consumer privacy laws every year, from California and Virginia to Texas and others. A single privacy center handles access, correction, deletion and opt out requests, applying the strictest common standard or state specific rules as your counsel decides. Requests are logged with dates so responses can be shown later.

One privacy process that scales with your footprint.

  • Secure transaction rooms and wire warnings

Contracts, disclosures and closing documents are shared in a secure room per deal, with e-signature under the federal ESIGN Act and state electronic transactions laws. The app never sends wiring instructions and warns buyers to verify them by phone with their title or escrow company. Remote online notarization, where a state permits it, is handled by your title partner rather than inside the app.

Closings that are harder for fraudsters to target.

  • Broker and network dashboards

Brand leaders see activity by region, office, team and agent: leads, response times, agreements signed, listings taken and closed transactions. Franchise owners see only their own offices, while the network sees trends across every market. Exports feed your finance and recruiting teams.

Clear performance data from the agent level up.

  • Cross market relocation referrals

When a client moves from one of your markets to another, an agent can pass the relationship to a licensed colleague in the destination state inside the app, with the buyer's consent, saved searches and history carried across. Referral agreements between brokerages are recorded with the terms your brokers approve.

Relocating clients stay inside your network.

Who this is for

Four national situations we plan for.

Most of our US real estate work starts with growth: a brokerage entering new states, a network replacing several local tools, or a builder adding communities in new metros. The first release depends on where the friction is. These are the four starting points we see most often, and how we usually shape the work. In every case, the brokerage or builder keeps ownership of its consumer relationships instead of handing them to a national portal that also sells leads to competitors.

01

A regional brokerage expanding into new states

Expansion means new MLS memberships, new license rules and new agents who already use other tools. We design the app so a new state is a configuration task: add the MLS connection, the state's agreement forms and disclosure rules, then onboard the agents. Your existing markets keep working while the new one goes live. Agents in the new market get the same app on day one, with training material adapted to the local forms they will use.

Each new market adds configuration, not a rebuild.

02

A franchise or brand network

Networks need a consistent consumer brand with local control. We build a shared app with franchise level branding options, data separation between owners, and network wide reporting. Each franchisee controls their agents and leads; the brand controls the experience and the standards. Brand standards for listing photos, descriptions and agent profiles can be enforced in the admin panel rather than by email reminders.

Shared brand, separated data.

03

A national homebuilder

Builders selling in several states need community pages, plan and lot availability, agent cooperation and interest lists by metro. We connect to your sales systems so each division sees its own leads, while marketing sees national performance and can compare communities fairly. Model home appointments and agent registrations from the app feed straight into each division's sales process.

Division level control, national reporting.

04

A brokerage replacing an outdated app

Many brokerage apps were built before the settlement, with compensation fields, showing flows and agreement steps that no longer match practice. Any real estate mobile app developers in the USA taking on this work have to migrate users and saved searches without losing them. We plan that migration as part of the rebuild. Store listings, ratings and reviews carry over when the new version replaces the old one, rather than starting again from zero.

Modern workflows without losing your existing users.

How we deliver a multi market real estate app.

  1. 01Discovery across marketsVideo workshops with leadership, brokers in each state and operations staff to map MLS memberships, agreement forms, disclosure rules and the systems every office uses.
  2. 02Rules and data matrixA written matrix of which MLS, license, advertising, privacy and recording rules apply in each market, approved by your counsel before design.
  3. 03Core product designOne design system for buyer, agent and broker apps, with configurable elements for state specific forms, disclosures and branding.
  4. 04Pilot market buildWe launch in one or two markets first, connected to their real MLS feeds and tools, to prove the workflows with working agents. Lessons shape the rollout.
  5. 05Rollout by marketFurther states and offices added in planned waves, each with its MLS approval, form setup, agent onboarding and store updates.
  6. 06Rule maintenanceOngoing monitoring of MLS policy and state law changes your team flags, with updates scheduled before they take effect.

Technology

What we build this with.

We build in React Native or Flutter for iOS and Android, with a cloud backend designed for many MLS connections and many tenants. Hosting, identity and analytics run in your accounts so the product stays yours whoever maintains it. Monitoring alerts us when an MLS feed stops updating, before buyers notice.

Questions national brokerages ask before they build.

It depends on markets, MLSs and integrations, not just screens.

The biggest cost drivers are how many MLSs and states the app covers at launch, whether you need separate buyer, agent and broker apps, how many systems it connects to, and how much franchise or division separation is needed. A pilot in one or two markets keeps the first investment smaller and gives you real data before the national rollout. Each new state adds its own forms, MLS approval and agent onboarding, so the rollout plan matters as much as the first build.
