WhatsApp Business API UAE: Rules and Costs for Lead Response

The WhatsApp Business API, which Meta now calls the WhatsApp Business Platform, lets a UAE business answer leads from several staff members and connected systems on one verified number, send pre-approved template messages to people who opted in, and log every chat in a CRM. For lead response, four rules decide how well it works: the 24-hour customer service window, the template categories Meta charges for, WhatsApp’s opt-in policy, and the UAE’s telemarketing regulation, Cabinet Resolution No. 56 of 2024.

Replies sent inside the window cost nothing in Meta fees and reach a lead who is still paying attention, so a fast plain answer beats a polished template sent the next day. On Meta’s rate card effective 1 July 2026, a marketing template delivered to a +971 number costs AED 0.1832, while a free-form reply inside the window costs zero.

What the API adds over the WhatsApp Business app

The free WhatsApp Business app suits a single salesperson handling a few dozen chats a day, and for many Dubai businesses it is still the right tool. The API becomes worth the setup when leads arrive faster than one person can read them, when several people share the inbox, or when you need chats to create and update records in HubSpot, Zoho or Salesforce automatically.

You reach the API in one of two ways. You can connect to Meta’s Cloud API directly and build the inbox and integrations yourself, or you can sign up through a Business Solution Provider that supplies a shared inbox, template manager and CRM connectors for a monthly fee. Provider fees differ from one company to the next and were not reviewed for this article, so ask any provider for their platform fee and any markup on Meta’s per-message rates in writing before you sign.

Teams usually want to keep the number sales already uses on the app. Meta’s coexistence onboarding allows the same number on the Business app and the Cloud API at the same time, according to its developer documentation. It requires onboarding through a Solution Partner or Tech Provider and app version 2.24.17 or later. It syncs the most recent six months of one-to-one chats, disables broadcast lists and disappearing messages on the app, and caps that number at 20 messages per second.

The 24-hour window decides what a reply costs

According to Meta’s pricing documentation, when a WhatsApp user messages your business a 24-hour customer service window opens. Inside it, all non-template messages are free, and utility templates are free too. Marketing templates are charged even inside an open window. Once the window closes, the WhatsApp Business Messaging Policy allows you to contact that person only with an approved message template.

Click to WhatsApp ads and the call-to-action button on a Facebook Page add a second window. If you respond within 24 hours to someone who arrived that way, a free entry point window opens for 72 hours, and every message type is free during it. Miss the first 24 hours and that benefit is gone.

Take a Dubai Marina brokerage running Click to WhatsApp ads for rental apartments. A lead messages at 10:40 pm on Saturday. If an agent or an automated first reply answers on Sunday morning, the 72-hour free window opens and the whole viewing conversation costs nothing in Meta fees. If nobody answers until Monday at 11 am, more than 24 hours have passed. The brokerage now needs a paid template, and the lead has probably messaged other brokers in the meantime.

WhatsApp Business API pricing for UAE numbers in 2026

Charges apply when a template message is delivered, and the rate depends on the country calling code of the recipient’s phone number, not on where your company is licensed. Meta added the dirham as a billing currency on 1 April 2026, and it raised the UAE marketing rate on 1 October 2025, according to its pricing updates page. The figures below come from Meta’s AED rate card effective 1 July 2026, downloaded on 13 September 2026.

Volume discounts apply only to utility and authentication messages. For UAE numbers, utility messages stay at the list rate up to 100,000 a month and drop 5 percent to AED 0.0547 between 100,001 and 1,000,000. Marketing messages have no volume tier.

Consider a business setup consultancy that receives 300 web form leads a month and sends each one a single utility confirmation pays 300 x AED 0.0576, or AED 17.28 in Meta fees. Write the same message with a promotional line and it is billed as marketing: 300 x AED 0.1832, or AED 54.96. Neither figure is large. The bigger variables sit elsewhere: staff time, the provider’s platform fee, and the leads that go cold while nobody replies.

Templates for lead response, utility or marketing

Meta’s template categorisation rules describe utility templates as messages that “follow up on user actions or requests”, and marketing templates as messages aimed at awareness, sales and retargeting. A template with mixed content, for example an order update carrying a promotion, is categorised as marketing. Meta has recategorised templates automatically since 1 July 2024, and since 16 April 2025 it can change a misused utility template to marketing with no advance notice.

For a lead who filled in a form, compare two first messages. “Hi Sara, we received your request for a mainland trade licence quote on 12 September. Reply here with your activity and a consultant will send the breakdown today.” That message follows up on something she asked for. “Hi Sara, thanks for your interest. Book this week and get 10 percent off your licence package!” is a sales message and will be billed as one.

Keep the first touch strictly about the request, and save offers for the open window or for people who opted in to offers.

Two limits catch new accounts. The messaging limit starts at 250 unique people reached outside the customer service window in a moving 24-hour period, shared across every number in your business portfolio. It rises to 2,000 once the business is verified, then through 10,000 and 100,000 to unlimited. Separately, Meta applies an adaptive per-user cap on marketing templates, returned as error 131049. It publishes no fixed number, and messages inside an open window do not count toward it.

Opt-in and UAE marketing rules

Opt-in that holds up if someone complains

WhatsApp’s opt-in guidance requires the opt-in to state clearly that the person is agreeing to receive messages and to name the business they will come from. It accepts opt-ins collected by SMS, on a website, through an IVR phone flow, or in person on paper. The policy also requires you to honour any request to stop, whether it arrives on WhatsApp or anywhere else.

A workable checkbox under a website form reads: “I agree to receive messages about my enquiry from Codeeo Technologies FZCO on WhatsApp. I can reply STOP at any time.” Swap in your own legal name. A separate, unticked box for offers keeps marketing consent distinct from service consent, which is what WhatsApp recommends.

UAE data law points the same way. Article 6 of Federal Decree-Law No. 45 of 2021 on personal data protection says the controller must be able to prove consent, that consent must be clear and unambiguous, and that it must include the right to withdraw it easily. Store the checkbox wording and timestamp with the lead in your CRM.

Resolution 56 and WhatsApp follow-ups

Cabinet Resolution No. 56 of 2024 took effect on 27 August 2024. Its English translation defines telemarketing as calls to consumers for marketing “including marketing text messages and marketing messages through social media applications”, and Article 3 applies it to companies licensed in the UAE, free zones included. A companion measure, Cabinet Resolution No. 57 of 2024, sets the administrative penalties.

Several of its rules translate directly into WhatsApp habits:

  • Article 5 limits marketing calls to between 9:00 am and 6:00 pm.
  • A consumer who rejects the offer on the first call must not be contacted again.
  • Someone who does not answer may be followed up at most once a day and twice a week.
  • Numbers on the DNCR, the national do-not-call register supervised by TDRA, must not receive marketing calls.
  • Article 6 prohibits disclosing or trading consumer data for other companies’ marketing, which rules out purchased lead lists.

The resolution’s definition of unwanted marketing calls excludes calls “made at the request of the Consumer”. A reply to someone who has just messaged you, or who submitted a form asking to be contacted, sits on that side of the line. A promotional template sent at 9:30 pm to a lead who went quiet three weeks ago does not.

How far each call rule applies to chat messages is a matter of interpretation, and the Arabic text prevails, so confirm your follow-up schedule with a lawyer if WhatsApp outreach drives your sales.

Why response time beats message polish

Every mechanism above rewards speed. The free entry point window depends on a reply within 24 hours. Free-form messages and free utility templates depend on an open window. Template quality ratings, according to Meta’s template quality documentation, fall with negative feedback and low read rates, and a late template to a lead who has moved on is exactly the message people block.

One issue we often see is a team spending two weeks refining template wording for approval while real enquiries sit unanswered on a shared phone over the weekend. The lead who asked about a dental cleaning in Jumeirah at 8 pm wanted a time slot, not well-crafted copy. A plain “Thanks, we have 10:30 or 4:00 tomorrow, which suits you?” sent in four minutes does more work than a perfect template sent the next afternoon.

After hours, an automated reply saying when a person will respond sets expectations. If automation handles the conversation, the Messaging Policy requires “prompt, clear, and direct escalation paths”, such as transfer to a human agent, a phone number or an email address.

A lead response flow that fits the rules

  2. Acknowledge within minutes. Inbound chats get a free-form reply; form leads get a single utility template about their request.
  3. Ask two or three qualifying questions inside the window, such as service, budget range and preferred language, then route Arabic and English speakers to the right person.
  4. Hand over to a named person with a short summary, and keep a phone or email escalation route visible.
  5. If the window closes before the lead replies, send one template during business hours, then stop after a refusal or an opt-out.
  6. Write every step back to the CRM, including the consent record and the opt-out date.

What goes wrong in the first month

A business imports two years of old leads and launches a reactivation broadcast before verification, hits the 250-person limit in the first hour, and gets blocks from people who never agreed to WhatsApp messages. The quality rating drops, and the Messaging Policy allows Meta to limit sending when quality stays low.

A second pattern is a “utility” confirmation template with a small promotional footer. Meta moves it to marketing, the cost per message to UAE numbers rises from AED 0.0576 to AED 0.1832, and nobody notices until the invoice arrives.

A third is the sector itself. WhatsApp’s policy lists restricted categories that include cryptocurrency, gambling, dating services and medical products, so a Dubai crypto broker or a medical supplies trader should check its use case against the policy before building campaigns around WhatsApp. Ads feeding the flow also need tracking that separates chats from real leads, part of any serious performance marketing setup.

Not in Meta fees, as long as you reply within 24 hours of their last message using normal, non-template messages. Your provider's platform fee still applies.
