Creative City Fujairah has no separate freelance permit: six company packages from sole-owner zero-visa to fifteen-visa, no published prices, remote setup, and how it compares with Shams and Ajman for a solo founder.

Creative City Fujairah does not sell a separate freelance permit. A solo founder who wants a Creative City Fujairah licence takes one of six company packages, and the two that fit a freelancer are Community Support (sole owner, one activity, no visa) and Smart (up to three owners, five activities, one visa included). The authority publishes what each package contains but not what it costs; prices come from its online cost calculator or a written quote, and a new fee schedule was approved in 2026 under Decision No. (4) of 2026. This guide sets out what is published, what is quoted, and how the zone compares with Sharjah Media City and Ajman Free Zone for a one-person media or consultancy business. Fees and rules change, figures below are indicative, and none of this is legal or tax advice.
Key takeaways
- Six packages, read from creativecity.gov.ae on 10 October 2026: Community Support, Media, Entrepreneur, Smart, Business One Visa and Business Multi Visa. All include a one-year trade licence and a flexi desk lease agreement.
- Visa allocation runs from zero (Community Support, Media, Entrepreneur) to one free visa (Smart), a five-visa quota with one free (Business One Visa) and a fifteen-visa quota with two free (Business Multi Visa).
- No package price is published anywhere on the site. The cost calculator lists “Flexi Desk Only (FREE)” as an office option, and the news section records that Decision No. (4) of 2026 approved a new fee schedule without printing it.
- The whole process can be completed remotely. The FAQ states a company can be established “without being physically present”, and documents are issued by email.
- Sharjah Media City and Ajman Free Zone also publish no licence prices as of their last reading, so the comparison for a solo founder is on visas, activities and structure, not a published number.
What “freelance licence” means at Creative City
Search for a Creative City Fujairah freelance licence and most of what you find is consultancy pages quoting a price. The authority’s own site, read on 10 October 2026, lists “Freelancers’ Services” as a business activity, not as a licence type. The legal vehicle is a company with a trade licence, a flexi desk lease and, if you want one, a residence visa. In practice that is a better position than a bare permit in some other zones, because a company can invoice, open a bank account in its own name and later add shareholders without changing its legal form.
So the honest answer to “how much is a freelance licence” is “which package, and with or without a visa”. A podcast producer working from a Dubai Marina apartment who already holds a residence visa through a spouse needs Community Support. A management consultant from Manchester who wants to live in the UAE needs Smart or Business One Visa, and the visa, medical and Emirates ID costs sit on top of the licence.
The six packages, line by line
The company setup page lists the packages without prices. Every package includes a one-year trade licence and a flexi desk lease agreement whose validity matches the licence, and the three visa packages add E-Channel registration and an establishment card valid for one year.
| Package | Visas | Owners | Activities | Also included |
|---|---|---|---|---|
| Community Support | None | Sole owner | 1 | Certificate of Incorporation |
| Media | None | Not stated | 3 | Support with National Media Council licence issuance |
| Entrepreneur | None | Up to 2 | 5 | Base items only |
| Smart | 1 free visa | Up to 3 | 5 | E-Channel registration, establishment card |
| Business One Visa | Quota of 5, 1 free | Up to 4 | 5 | E-Channel registration, establishment card |
| Business Multi Visa | Quota of 15, 2 free (asterisked) | Up to 6 | 5 | E-Channel registration, establishment card |
Two details matter for a freelancer. First, a “free” visa in a package means the visa allocation is included; the medical test, Emirates ID and health insurance are separate government and third-party costs, as the visa page’s document lists make clear. Second, the asterisk on the Multi Visa package’s two free visas is not explained on the page, so ask what condition it carries before relying on it.
The Media package deserves its own note. It includes support with issuing a National Media Council licence, which media activities require in addition to the free zone licence. A one-person video production company that skips this step has a trade licence but not the media permission its activity needs.
Why there is no price on the website
The site has a cost calculator rather than a price list. It asks for the activity, whether there will be a single owner or several, whether visas are required, and which office option you want, with “Flexi Desk Only (FREE)” among the choices. The output is an estimate, and the authority asks you to confirm it with its sales team. The news section carries an item headed “Fujairah Creative City Media Free Zone Approves New 2026 Fee Schedule”, which records that Decision No. (4) of 2026 approved the schedule but does not reproduce the amounts.
From a setup perspective, this is the same position as the other media zones. Our guide to the Sharjah Media City licence found on 4 October 2026 that the Shams calculator returns a figure only after inputs and that every published price line reads AED 0. Our RAKEZ and Ajman Free Zone comparison found on 13 September 2026 that Ajman Free Zone emails an estimate rather than publishing one. Any Creative City price you read on a consultancy blog is therefore that consultancy’s quote on the day it wrote the page, and the 2026 fee schedule may have moved it.
What the quote should itemise, in our experience with these applications, is the licence fee for the package, the registration fee in year one, the establishment card and E-Channel registration where a visa package is chosen, any activity pre-approval fee, and then the per-visa government costs. Ask for the renewal figure in writing at the same time. Year two is where cheap year-one packages become expensive, and a flexi desk that is free with the package in year one may not be free on renewal.
Activities for media, consultancy and technology freelancers
The homepage and the FAQ give different counts of available activities, with the homepage statistics citing more than 900 and the FAQ saying “more than 2000 commercial activities”, so treat the number as large rather than exact. What matters is whether your activity is on the list and whether it needs external approval.
From the published activity list, media activities include TV production, audio and visual recording, podcast studio and film and cinema production. Consultancy activities include management consultancy, business valuation services and legal consultancy offices. Technology activities include IT infrastructure, cloud computing services and artificial intelligence development services. Education activities run from entrepreneurship training to remote learning. A single licence can carry several related activities, which is why the five-activity packages suit a consultant who also trains and writes.
A freelancer should match the activity to what the invoices will say. A UAE client’s finance team checks the licence activity against the service described on the invoice, and a mismatch is the most common reason a first invoice from a new free zone company is bounced back. If the activity on the licence is “management consultancy” and the invoice says “social media management”, expect a query.
Visas and the two residency routes the zone describes
The standard route is the employment-style residence visa issued against the company’s quota. The visa page lists the documents for a new visa: the signed application form, passport copy, visit visa or entry stamp where available, an ICAO-compliant digital photograph, the trade licence, the establishment card, a signed and stamped employment request letter, and health insurance. Renewal adds a medical test result and copies of the Emirates ID. The application goes through the zone’s online visa request system.
The same page describes two longer residencies for which the zone issues a no-objection certificate rather than the visa itself. The Golden Residence NOC leads to a ten-year residency and requires, among other documents, a salary certificate showing at least AED 30,000 per month, a registered tenancy contract, an attested bachelor’s degree and six months of bank statements. The Green Visa NOC leads to a five-year residency, is described as covering “freelancers, self-employed professionals, and business owners”, and sets the salary threshold at AED 15,000 per month with the same document set. Both allow sponsorship of family members for the length of the residency.
For a freelancer the Green Visa route is worth reading closely, because it is designed for exactly this case and does not tie residency to a visa quota. The salary certificate requirement is the practical hurdle for someone whose income is irregular, which is why most solo founders take the standard company visa first and move later. Our residence visa service handles the quota visa, medical and Emirates ID steps in order.
Remote setup, documents and the bank account
The FAQ states that a company can be established “without being physically present, as all licensing procedures can be completed remotely”, and that documents are sent digitally. The document list for a new licence is short: the application form, a KYC form and a specimen signature form per shareholder, an acknowledgment of the zone’s rules and regulations, clear colour passport copies, a copy of a valid UAE residence permit, entry visa or visit visa page per shareholder, a passport photograph per shareholder, and a detailed description of the business activity. Ultimate beneficial owner details are filed through a separate online portal.
Banking is the part the zone cannot promise. The FAQ says the authority will help with the bank’s requirements, and it leaves the decision with the bank. Banks in the UAE assess a one-person media or consultancy company on the owner’s residency, the activity, expected turnover and the first contracts. A freelancer with a UAE residence visa, a signed client contract and a clear activity usually opens an account; a non-resident with a zero-visa package and no UAE clients often does not, whichever zone issued the licence.
Creative City against Shams and Ajman for a solo founder
With no published prices on any of the three sites, the comparison is structural. Creative City publishes a package that is explicitly sole-owner and single-activity with no visa, which is the cleanest fit for a freelancer who already has residency. Shams, as of 4 October 2026, publishes two activity options, one business activity group with four classes or five classes outright, mentions no freelance permit, caps visas at fifty per licence and issues an LLC. Ajman Free Zone lists a Freelancer Package under its sole professional licence and a Pioneers package with one visa for applicants aged twenty to thirty, again without a published price, and it is routinely confused with the separate Ajman Media City free zone, which does publish packages.
The other variables are location and reputation with clients. Fujairah is roughly two hours by road from Dubai, which matters only if a bank or a client insists on a visit, and the licence is a UAE free zone licence wherever the company trades. For a media freelancer the Media package’s National Media Council support is a practical advantage. For a consultant, the choice between the three usually comes down to the written quote, the renewal price and how quickly each zone issues the licence on the day you ask. Our page on Creative City company setup describes how we take a quote in writing before anything is paid, and the free zone selection guide sets out the questions to put to all three.
Corporate tax and VAT for a one-person free zone company
The Ministry of Finance’s corporate tax pages, read on 10 October 2026, state that “juridical persons established in a UAE Free Zone are also within the scope of Corporate Tax” under Federal Decree-Law No. 47 of 2022 and that “all Taxable Persons (including Free Zone Persons) will be required to register”. A Creative City company therefore registers with the Federal Tax Authority whether or not it expects to pay anything. The same pages describe a 0 percent rate for a Qualifying Free Zone Person on its qualifying income; whether a freelancer’s consultancy income qualifies depends on who the client is and where the work is done, and a solo consultant billing mainland UAE companies often does not meet the conditions. VAT registration becomes mandatory once taxable supplies pass the federal threshold, so a freelancer billing UAE clients should plan for it from the first invoice. Take advice on both before trading; this section describes the framework, not your position.
If you want the package matched to your activity and residency position, with the full year-one and renewal cost in writing before you pay anything, our Creative City Fujairah setup service starts there.
