Shams Free Zone Licence: What Sharjah Media City Publishes

Sharjah Media City publishes no licence fee. Here is what Shams does publish in 2026: the five-activity rule, the Red Licence, the 50 visa ceiling, the LLC suffix, and the corporate tax condition behind the 0% rate.

Shams Free Zone Licence: What Sharjah Media City Publishes

A Shams free zone licence is a Sharjah Media City licence issued as an LLC with 100% foreign ownership, carrying up to five business activities and access to as many as fifty visas. The one thing it does not come with is a published price. As of 4 October 2026 Sharjah Media City puts no licence fee anywhere on its own website, and routes every enquiry through a cost calculator that returns AED 0 until you fill it in.

That matters, because the third-party articles ranking for this search confidently quote a single headline figure, and none of them come from Shams. What follows is only what the free zone itself publishes, read directly from its own pages, plus the federal tax conditions that decide whether the free zone rate actually applies to you.

Key takeaways

  • Shams publishes no licence price. Its cost calculator takes package, duration, shareholder count, nationalities, visa numbers and timing before it returns a figure, which is why fixed prices on other sites should be treated as sales copy.
  • One licence carries up to five activities: either one Business Activity Group plus four Classes, or five Classes, with all subclasses included and no extra charge.
  • Some activities are issued as a Red Licence and cannot be carried out anywhere in the UAE until an external authority approves them.
  • Shams lets the company name end in LLC rather than FZ or FZE, which it describes as exclusive to Shams.
  • Up to 50 visas is a ceiling tied to your structure and needs, not an entitlement that arrives with the licence.
  • The 0% free zone corporate tax rate applies only to Qualifying Income and only while every condition in Article 18 of Federal Decree-Law No. 47 of 2022 is met. Fail one at any point in a tax period and the status is lost from the start of that period.

What Shams is, and where it actually sits

Sharjah Media City was established in 2017 by an Emiri Decree of Sheikh Dr Sultan bin Muhammad Al Qasimi, Supreme Council Member and Ruler of Sharjah. Its own corporate site describes a free zone dedicated to media and creative work, spread over more than two million square metres in the Al Messaned area of Sharjah.

Two practical points follow from that geography. The zone is not in Sharjah city centre, so if you are picturing a desk near Al Majaz, check the address before you sign. And the licence is a Sharjah licence, which is a different cost base from Dubai but also a different commute if your clients and your team are in Business Bay.

The business setup side has moved to a separate domain, shamsfz.ae, while the main shams.ae site now serves Arabic first and focuses on studios, workshops and media facilities. If you are checking anything on your own, start from the setup domain. Several older English URLs on the main site now return 404.

The activity rules are the part worth reading twice

Most free zones let you hold a number of activities. Shams publishes the structure precisely, and it is more generous than the usual reading of “five activities”. You may take either “up to one (1) Business Activity Group and four (4) Business Activity Classes, inclusive of all Subclasses falling under the selected Group and Classes”, or “up to five (5) Business Activity Classes, inclusive of all Subclasses under the selected Classes”, and Shams states this is at no additional cost.

Taking a Group rather than five separate Classes is the difference between a licence that covers a sector and one that covers five specific things. A marketing company that expects to add production, events and training over three years is usually better served by the Group option. One issue we often see is a founder choosing the five narrowest classes that describe today’s revenue, then paying to amend the licence eighteen months later.

Shams lists e-commerce, general trading, management consultancy, IT services, advertising, marketing consultancy, accounting and bookkeeping, and holding company activities among its common choices. It also confirms in its own FAQs that you can change business activities after incorporation, which takes some of the pressure off the first decision without removing it.

The Red Licence

This is the detail that catches people. Shams separates activities into pre-approval and post-approval categories. Activities requiring pre-approval “will be issued with a Red License”, and in the free zone’s own words “these activities cannot be carried out in the UAE until the required approval has been obtained from the relevant external authority”. Others need a government approval after licensing but before you start trading.

So a licence in your hand is not always permission to work. Before you pay, ask Shams in writing whether your specific activity is pre-approval, which authority issues the approval, and roughly how long that authority takes. The answer changes your start date more than any package choice.

What the two packages include, and what they leave out

Shams shows a Media Package and a Standard Package. Both state 100% foreign ownership, a licence issued as an LLC, no NOC required, and a flexi desk with a lease agreement provided. The Media Package covers up to five media activities; the Standard Package covers any five business activities. Shams notes that all prices are inclusive of VAT and that external approvals may apply depending on your activity.

The bundled flexi desk and lease agreement matter, because a lease is what makes a visa application possible in most UAE free zones. What the package pages do not state is the fee, the renewal fee, the establishment card cost, or the per-visa cost. Those are the four numbers that decide your real first-year budget, and they are the four you have to ask for.

Published by Shams Not published, ask for it in writing
Ownership, licence form, activity count, flexi desk, NOC rule Licence fee and what it covers
Visa ceiling of 50 per licence Cost per investor visa and per employee visa
Durations from 1 to 10 years in the calculator Renewal fee and whether multi-year prepayment is discounted
Pre-approval and post-approval categories Which authority approves your activity, and the typical wait

Why there is no price on the website

The cost calculator asks for package type, licence duration of 1, 2, 3, 4, 5 or 10 years, whether you have 1 to 10 or 11 to 20 shareholders, shareholder nationalities, the number of investor and employee visas, whether you want a bank account, when you intend to start, and your activity. Only then does it produce a figure. On the page itself every line reads AED 0.

That design tells you the price genuinely varies, and it also means any article quoting one number for a Shams licence has either taken an agent’s promotional rate or made it up. Ask for a written quotation that separates the licence fee, the establishment card, the visa costs per person, and the renewal, and ask which of those repeat every year. A quote that gives you one total and no breakdown is a quote you cannot compare with another free zone.

Visas: up to 50, and what that ceiling does not mean

Shams states up to 50 visas per licence, with the allocation varying according to business needs and structure. Read “up to” literally. In UAE free zones the number you are actually granted follows from your facility and your justification, so a flexi desk company applying for twelve visas in its first month should expect questions rather than approvals.

Shams does confirm that dependant visas for family are available, that there is no residency requirement to establish the company in the first place, and that an existing employee can set up without a No Objection Certificate from their employer. That last point is the one that makes Shams attractive to people who are still employed while they start something, and it is published on the free zone’s own site rather than inferred.

The freelancer question, answered honestly

Shams built its reputation partly on individual creators, and plenty of articles still describe a Shams freelance permit. On 4 October 2026 the current Shams and shamsfz.ae sites mention no freelance permit anywhere: not on the packages page, not in the cost calculator, not in the knowledge centre FAQs. The published route is a licence issued as an LLC.

That is not proof the product is gone, only that it is not published. If you are a solo content producer, photographer or consultant, ask Shams directly whether an individual permit still exists and get the answer in writing before comparing it against alternatives such as Creative City in Fujairah, which targets a similar reader. Do not plan around a product described only by third parties.

The LLC suffix and invoicing inside the UAE

Shams allows registration without FZ in the company name, which it describes as exclusive to Shams. It sounds cosmetic. It is not, for anyone selling to mainland UAE corporates, where procurement teams occasionally treat an FZ or FZE suffix as a reason for another question. Shams also confirms in its FAQs that you can invoice clients anywhere in the UAE.

Invoicing the mainland and being free of corporate tax on that revenue are separate questions, which is the subject of the next section and the one most frequently confused on this topic.

The corporate tax condition free zone companies miss

Article 3 of Federal Decree-Law No. 47 of 2022 imposes corporate tax on a Qualifying Free Zone Person at “0% (zero percent) on Qualifying Income” and “9% (nine percent) on Taxable Income that is not Qualifying Income”. The free zone rate attaches to the income, not to the address.

Article 18 then sets the conditions for being a Qualifying Free Zone Person at all. The company must maintain adequate substance in the State, derive Qualifying Income as specified by Cabinet decision, not have elected to be taxed under Article 19, and comply with Articles 34 and 55, alongside any further conditions the Minister prescribes. The sting is in the next clause: a person who fails any of those conditions “at any particular time during a Tax Period shall cease to be a Qualifying Free Zone Person from the beginning of that Tax Period”.

Read that as a bookkeeping instruction. Losing the status part-way through a year is backdated to the start of the year, so the record keeping has to be good enough to prove the position for the whole period. Article 56 of the same law requires records supporting a return to be kept for seven years after the tax period. Separately, Shams confirms VAT registration obligations under Federal Decree-Law No. 8 of 2017 and levies 5% VAT on certain products and services. Our note on small business relief covers the other side of the same calculation.

If you are weighing Shams against other free zones, we help UAE companies compare the structures and the real first-year cost rather than headline licence fees, and we build the Shams setup and the website that has to go live with it. Tell us the activity and the visa count and we will tell you what actually drives the number.

All licensing details above were read from shams.ae and shamsfz.ae on 4 October 2026 and can change without notice; fees are not published by the free zone and nothing here is a quotation. Tax points are indicative, depend on your own structure and financial year, and are not legal, tax or accounting advice; confirm your position with a qualified adviser.
